Sources Sought Notice – North Rim & Roaring Springs Rehabilitation Program
This Sources Sought Notice (SSN) issued April 22, 2026, by the National Park Service Denver Service Center seeks market research information regarding contractor capabilities for a utility infrastructure rehabilitation project at Grand Canyon National Park. The notice explicitly states that proposals are NOT being requested at this time; responses are voluntary with no cost reimbursement. The government anticipates issuing a Request for Proposal (RFP) in Summer/Fall 2026 with an expected contract award in Winter 2026/Spring 2027. The project scope includes rehabilitation of water, wastewater, electrical, and communication systems throughout the North Rim developed area and inner canyon sites including Roaring Springs Pump House, Manzanita Use Area, and Cottonwood Campground. Key components include directional drilling of two 8-to-26-inch diameter, 9,260-foot-long boreholes from the North Rim ballfield to Roaring Springs Pumphouse; water treatment plant installation; sewer collection system replacement; standby generator and transformer replacement; and fiber communications replacement. The project magnitude exceeds $10 million with an estimated period of performance of 36-48 months. The NAICS code is 237110 (Water and Sewer Line and Related Structures) with a small business size standard of $45 million. Bid, performance, and payment bonds will be required. The site is remote and high-elevation with seasonal access (May-October), requiring helicopter support for equipment transport and contractor self-sufficiency in logistics, housing, and access solutions.
Interested contractors should submit responses by May 13, 2026, to james_waller@ios.doi.gov and kristin_tauber@ios.doi.gov including: company information and DUNS number; business classification (large/small, HUBZone, VOSB, SDVOSB, WOSB, EDWOSB); bonding capacity statement; and demonstrated experience on projects of similar size, scope, and magnitude constructed under comparable conditions (large-scale utility infrastructure systems, directional drilling in complex geology, remote logistical challenges, water/wastewater treatment systems, electrical power systems, environmentally/culturally sensitive work, and helicopter-supported construction operations). A pre-proposal site visit is planned prior to North Rim seasonal closure in mid-November, subject to schedule and access conditions.

This is a Sources Sought Notice (SSN) for the purpose of conducting market research. Proposals are NOT being requested, nor accepted at this time. Responses are being requested from both large and small businesses.
Purpose: The purpose of this notice is to gain knowledge regarding the type of interested businesses and their qualifications. The National Park Service (NPS) will use information obtained through this notice to develop an acquisition strategy.
The Government anticipates conducting a competitive acquisition for this requirement. The amount of interest or lack thereof will determine the possibility of a small business or other socio-economical small business set-aside for the solicitation. Analysis of the quality of responses to this source sought announcement will be considered in the market research being conducted, and in the making of any small business set-aside determination for this requirement.
Additional Information: No proposal package, solicitation, specification or drawings are available with this notice.
Cost Reimbursement: Response to this announcement is strictly voluntary; no reimbursement will be made for any costs associated with providing information in response to this sources sought announcement or any follow-up information requests.
North American Industry Classification System (NAICS) code: 237110 Water and Sewer Line and Related Structures
Small Business Size Standard: $45
Solicitation: The NPS anticipates issuing a Request for Proposal (RFP) in the Summer/Fall 2026. The Government intends to schedule a pre-proposal site visit prior to seasonal closure of the North Rim (typically mid-November), subject to schedule and access conditions.
Bonding: The NPS anticipates bid, performance and payment bonds will be required
Project Description:
The National Park Service (NPS) has a requirement to rehabilitate the utility infrastructure systems throughout the North
Rim developed area and at certain inner canyon sites at Grand Canyon National Park, Arizona. This project will address critical system deficiencies associated with water, wastewater, electrical, and communication systems, along with their associated equipment, components, and support structures. Infrastructure includes water (raw water, treatment, and distribution), wastewater conveyance, power and communications (standby power, overhead power, solar power, fiber communications). The project will require work at locations throughout the North Rim developed area as well as at several geographically separate locations within the inner canyon including Roaring Springs Pump House, Manzanita Use
Area and Cottonwood Campground.
A key project component includes new boreholes to be directionally drilled from the North Rim to Roaring Springs Pump
House with carrier pipes to include raw and potable waterlines. Two approximately 8-to-26-inch diameter, 9,260-feet-long boreholes will be drilled sequentially using vertical direction drilling, extending from the drill site (i.e., bore entry site) at the North Rim ballfield to the bore exit site just west of Roaring Springs Pumphouse in the inner canyon, where the borehole would daylight. The planned boreholes have a vertical length of 3,310 feet, a total measured length of 9,260 feet, and will be drilled through several Paleozoic geologic units of variable lithology with the potential for a variety of geologic risks
The purpose of this project is to provide Grand Canyon National Park with reliable water, wastewater and power systems to serve the North Rim and related inner canyon locations. Critical and obsolete aspects of these utility systems will be replaced and rehabilitated to meet code requirements. These utility systems support visitor services and administrative operations.
The North Rim is a remote, high‑elevation site, with seasonal access generally from May through October, and limited road and staging areas. Helicopter access will be required for equipment or materials transport, primarily for inner canyon construction.
The project is located at: Grand Canyon National Park, North Rim, AZ.
The construction magnitude is greater than $10M
The surrounding area is rural with limited staging located adjacent to the site. The construction site is approximately 45 miles from nearest suppliers and lodging facilities (Jacobs Lake with limited facilities) and 80 miles to Kanab UT.
The North Rim of Grand Canyon National Park generally opens to the public in mid-May and closes to the public in mid-
November each year depending on weather and road conditions, with visitor facilities typically opening in mid-May and closing in mid-October. Due to impacts from the 2025 Dragon Bravo wildfire which impacted many North Rim facilities, the NPS has not determined what services, if any, will be available to the public or for contractor use starting in 2026 and beyond.
Seasonal or other shutdowns may occur during the period of performance and winter construction may be required throughout the period of performance of this project. The Contractor may need to coordinate winter access logistics with
NPS and may be required to provide their own access to certain work locations during the winter. The successful contractor on this project will be self-reliant and able to prosecute the work with limited reliance on NPS for logistics support and site access.
Due to the project’s location in a remote but popular national park and because much of the work of this project will be performed in areas with high public visitation, difficult access and in close proximity to sensitive natural and cultural resources, this project includes many critical requirements associated with contractor operations and visitor and resource protection. Contract activities and logistics must be structured to minimize visitor impact and protective measures are required to minimize impacts on park resources. These unique project requirements combined with the project’s logistical challenges will demand careful management, scheduling and work planning and very close attention and coordination on the part of the prime contractor and all subcontractors.
