Project Description:

Scope:

The National Park Service is seeking consultant services to develop a comprehensive master plan and memorial design for the Bus Burning Site of the newly designated Freedom Riders National Monument. The site is in Calhoun County, Alabama, and is the location where a violent mob set fire to a bus of Freedom Riders during the 1961 Freedom Rides, a movement to challenge discriminatory state laws and local customs that required racial segregation on buses and in bus station facilities. The bus burning site it one of two sites that comprise the national monument—the other being the bus station in downtown Anniston, Alabama, from which the bus departed. The bus burning site has the potential to serve as a place to commemorate the sacrifice of the Freedom Riders and to contemplate the ongoing struggle for equality and the need for racial reconciliation and healing.

The site has been severely altered since the time of the Freedom Rides, including the development of a state highway immediately adjacent and alteration of the original route that the bus traveled through the area. Much of the site has functionally served as little more than stormwater management since the highway was built, including existing concrete stormwater infrastructure and steep topography—conditions that do not support easy redevelopment for park purposes. Further, the proximity to a busy highway poses challenges for both visitor access and safety. Physical development of the Bus Burning Site will require a creative approach to landscape design and a cohesive vision that meets the functional challenges of this roadside location while effectively memorializing the story of the Freedom Rides and the importance of the Bus Burning Site to generations of national park visitors.

While site design will be the ultimate outcome of the effort, a heavy stakeholder engagement component will be required in the first phase of the project. This portion of the effort will require specialized expertise in civic engagement with communities of color, as well as the ability to understand and convey particularly sensitive stories through landscape development and memorial design. A stakeholder communication strategy will need to be developed as part of the project, to identify specific stakeholder groups, but we anticipate it will include, at a minimum, those directly involved in the Freedom Rides, experts in Civil Rights history and interpretation, and the local and national public. Given the breadth and complexity of outreach required, the consultant should be able to provide specialized civic engagement expertise, with special consideration given to proposals that include minority-owned businesses or can provide similarly diverse perspectives in the engagement and visioning process.

The four primary skillsets required to inform scope of work for this effort include strong community and partner engagements expertise, master planning, landscape architecture, and memorial design.

Details:

· The project is located at Calhoun County, Alabama.

· Civic and stakeholder engagement will take place locally and nationwide.

· The surrounding area is rural with lodging available in Anniston, Alabama.
