About this file
This sources sought notice provides information for a construction project to stabilize the concrete wharf at Alcatraz Island in the Golden Gate National Recreation Area. The National Park Service seeks to repair and seismically strengthen the historic steel-cased concrete piles, beams, and slabs of the wharf, which are in fair to poor condition with damage. Two new seismic resisting elements will be installed to upgrade the wharf's seismic risk category. Concrete repairs and seismic improvements will be undertaken in a phased approach to maintain visitor, employee, and concessionaire access while protecting species during nesting seasons. Interested small and large businesses should submit information by August 27th demonstrating relevant experience on projects of similar size, scope, and conditions, along with bonding capacity and marketing materials. The anticipated $10 million project will be awarded in spring 2022, with a planned 1050-day performance period including seasonal shutdowns.

Project Description:
The project is located at Golden Gate National Recreation Area, CA
The construction magnitude is Over $10M
Alcatraz Island receives an average of 1.6 million visitors annually. The Park will remain open during construction, thus contract activities and logistics must be structured and scheduled to minimize visitor impact. All visitors, Park personnel, concessionaire, and park partner operations utilize the fixed wharf for access to and queuing for the ferries. The fixed wharf is the only access and egress site for the island. Care must be taken to allow space for disembarkation of passengers, dock announcements, tram path, and ferry queuing area. Permanent public restrooms are situated on the fixed wharf; restroom facilities, whether permanent or temporary, must remain in service during construction operations. Nearly the entire deck of the wharf is used by the concessionaire, visitors, Park personnel, and park partner personnel, while the finger pier is exclusively used by the Park.
The construction site is on Alcatraz Island, at least two (2) miles over water (San Francisco Bay) from nearest suppliers and lodging facilities. Material, equipment, and personnel transportation service must be coordinated with the Park and Park Concessioner, Alcatraz Cruises. Alcatraz is the only approved vendor for landing at the floating berth (i.e. custom berthing configuration) attached to the fixed wharf. The Contractor may organize transportation services with any vendor of their choosing or self-perform material/personnel deliveries, but must coordinate with the Park and Alcatraz Cruises to prevent conflict with regularly scheduled ferries, provide certificates of insurance, and provide landing plans for each type of delivery. There is limited onsite staging area available at the fixed wharf.
The site requires protective measures to ensure the surrounding area remains undisturbed including erosion, sediment, and dust control. The fixed wharf structure is a historic resource and must be treated per the Secretary of the Interior’s Standards for the Treatment of Historic Properties. There are seasonal shutdowns mandated through the construction duration to accommodate protected species (e.g. bird nesting seasons). Special requirements exist for noise and acoustics management during construction operations, especially during pile driving activities.
The anticipated period of performance is 1,050 calendar days including seasonal shutdowns and any potential weather shutdowns.
Project Scope:
This project will make critical repairs to and seismically strengthen the concrete wharf on Alcatraz Island, a contributing feature of the Alcatraz Island National Historic Landmark District built in 1939. Work will include repair of the historic, steel-cased concrete piles, concrete beams, and concrete slabs. These elements are in fair to poor condition, with varying degrees of damage. Two new seismic resisting elements will be installed to bring the wharf up to a seismic Risk Category III structure. Concrete repairs and seismic improvements will be undertaken in a phased approach to maintain visitor, employee, and concessionaire traffic and to mitigate impacts to protected species.
Subject to availability of funds of a separately tracked project, GOGA 312663A Repair Finger Pier and Moveable Gangway at Alcatraz Island, a set of construction contract options will also include repairs to the finger pier. The finger pier is connected to/an extension of the concrete wharf. The project will repair or replace the existing wooden fender and bearing piles, cross bracing, gangway ramp landing and motorized pulley system, to match the existing.
