Project Description:
Grand Canyon National Park requires the repair and restoration of existing potable water, sanitary sewer and electrical distribution infrastructure associated the repair of damages to these systems caused by the 2025 Dragon Bravo wildfire.
The North Rim is a remote, high‑elevation site, with seasonal access generally from May through October, and limited road and staging areas. Helicopter access will not be required for equipment or materials transport. The anticipated utility system repairs will restore the National Park Service owned and operated potable water, sanitary sewer and electrical distribution systems to operable condition as quickly as possible during the 2026 summer/fall season. The work will be coordinated with Arizona Department of Environmental Quality (ADEQ) permit requirements for these systems as applicable.
The project is located at: Grand Canyon National Park, North Rim, AZ.
The construction magnitude is $1M - $5M
The surrounding area is rural with limited staging located adjacent to the site. The construction site is approximately 45 miles from nearest suppliers and lodging facilities (Jacobs Lake with limited facilities) and 80 miles to Kanab UT.
Grand Canyon National Park has not confirmed official campground or utility service openings for 2026; however, the target seasonal opening for roads and developed areas is May 15. Visitor facilities typically close mid-October, with day-use access extending to mid-November. Affected visitor facilities include:
• North Rim Campground and associated facilities
• Scenic viewpoints and trails that can be safely accessed
• Seasonal roads (AZ‑67) into the developed area.
Contract activities and logistics must be structured to be fully self-sufficient in terms of water, sanitary and electrical requirements and to minimize visitor impact. Protective measures are required to ensure the surrounding area remains undisturbed. Seasonal or other shutdowns may occur during the construction season. Construction during winter conditions may be required through December 2026 as weather and roadway access allow, to complete the work before the winter shutdown period.
Scope of Work
The proposed project would perform repair and restoration of the existing, NPS owned potable water, sanitary sewer and electrical distribution systems to bring them into operable condition. Typical work under this project would include potable water system repairs/replacement of piping, hydrants, valves, etc. and repressurization, flushing and disinfecting of the system; sanitary sewer system repairs/replacement of piping, manholes, lift stations, septic tanks, drainfields, etc.
and jetting, root cutting and flushing of the system; and electrical distribution system repairs/replacement of conductors, switchgear, transformers, etc. and testing and re-energization of the system.
Construction Schedule
• Complete the full scope of work as soon as possible during the 2026 operating season and before the winter 2026-
2027 shutdown period.
The existing utility systems were heavily damaged by the Dragon Bravo Fire in 2025. The park's intent is to provide all visitor services to the extent possible for the 2027 operating season, using the 2026 season to make repairs to or otherwise address damaged infrastructure. Getting the water, sewer and power utility systems into operational status are critical to park operations and visitation.
Contractor Capabilities
Contractors responding should demonstrate experience with repair, restoration and startup of municipal potable water, sanitary sewer and electrical distribution systems in addition to experience performing this work at remote job sites, and compliance with state/federal potable water and wastewater regulations.
