About this file

This is a Sources Sought Notice issued by the National Park Service (NPS), Denver Service Center, for market research purposes regarding the construction of a temporary wastewater treatment plant at the North Rim of Grand Canyon National Park. The notice is not requesting formal proposals at this time but is soliciting information from both large and small businesses to assess market interest and capability, which will inform the NPS acquisition strategy and any potential small business set-aside determination.

The project involves installing a temporary, packaged 90,000-gallon-per-day wastewater treatment plant with an estimated construction magnitude of $5 million to $10 million. The facility will include headworks, two 45,000-gallon-per-day membrane bioreactor (MBR) treatment units, equalization tank with aeration and pumping systems, treated effluent break tank, ultraviolet disinfection system, temporary chemical storage units, and on-site yard piping and cabling connected to existing utilities. The project is located at a remote, high-elevation site with seasonal access from May through October, approximately 45 miles from the nearest suppliers and lodging at Jacobs Lake and 80 miles from Kanab, Utah. Construction is scheduled for Fall 2026 (site preparation and utility installation) through Spring 2027 (equipment delivery, startup, and commissioning by May 15). The applicable NAICS code is 237110 (Water and Sewer Line and Related Structures) with a small business size standard of $45 million. Interested contractors must demonstrate experience with packaged wastewater treatment plants, temporary installations, remote site construction, and compliance with state and federal wastewater regulations. Responses must be submitted by April 2, 2026, to james_waller@nps.gov and kristin_tauber@nps.gov and should include company information, business classification status, bonding capacity statement, and project experience demonstrating similar size, scope, and construction conditions. The NPS anticipates issuing a Request for Proposals in Summer 2026, with bid, performance, and payment bonds anticipated to be required.

Project Description:

Grand Canyon National Park requires the installation of a temporary wastewater treatment plant (WWTP) at the North

Rim to support visitor facilities and campgrounds during reconstruction or upgrades of the permanent wastewater system.

The North Rim is a remote, high‑elevation site, with seasonal access generally from May through October, and limited road and staging areas. Helicopter access will not be required for equipment or materials transport. The facility must provide temporary treatment capacity while ensuring continued compliance with Arizona Department of Environmental

Quality (ADEQ) effluent standards.

The project is located at: Grand Canyon National Park, AZ.

The construction magnitude is $5M -$10M

The surrounding area is rural with limited staging located adjacent to the site. The construction site is approximately 45 miles from nearest suppliers and lodging facilities (Jacobs Lake with limited facilities) and 80 miles to Kanab UT.

Grand Canyon National Park has not confirmed official campground or service openings for 2026; however, the target seasonal opening for roads and developed areas is May 15. Visitor facilities typically close mid-October, with day-use access extending to mid-November. Affected visitor facilities include:

• North Rim Campground and associated facilities

• Scenic viewpoints and trails that can be safely accessed

• Seasonal roads (AZ‑67) into the developed area.

Contract activities and logistics must be structured to minimize visitor impact. Protective measures are required to ensure the surrounding area remains undisturbed. Seasonal or other shutdowns may occur during the construction season. Winter construction may be required through December 2026, as weather and roadway access allow, to complete site preparation and utility installation so the site is ready for equipment deliveries and startup in Spring 2027, in time for the May 15 opening.

Scope of Work

The proposed project would install a temporary, packaged, 90,000 gallon per day (gpd) WWTP along the existing south fenceline of the WWTP (adjacent to the sludge drying beds) until a permanent WWTP can be constructed. The temporary packaged WWTP will include headworks, two 45,000 gpd MBR treatment units, an equalization tank with aeration and pumping system to the MBR units, and a treated effluent break tank and ultraviolet (UV) disinfection system. Temporary storage units would be installed for chemical storage and laboratory functions. On site utilities (yard piping/cabling) would be installed and connect to existing utilities.

Construction Schedule

• Fall 2026: Site preparation and utility installation

• Spring 2027: Major equipment deliveries, startup, and commissioning to allow operational use prior to May 15 seasonal opening

The North Rim wastewater treatment plant (WWTP) was destroyed by the Dragon Bravo Fire in 2025. The park's intent is to provide all visitor services to the extent possible for the 2027 operating season, using the 2026 and early 2027 to make repairs to or otherwise address damaged infrastructure. Wastewater infrastructure is critical to park operations and visitation. Currently, the only wastewater treatment available on the North Rim is via the existing septic system, which has a much lower treatment capacity than the former WWTP.

Contractor Capabilities

Contractors responding should demonstrate experience with packaged wastewater treatment plants, temporary installations, remote site construction, and compliance with state/federal wastewater regulations.
