About this file

Summary

This is a Justification and Approval document for Other than Full and Open Competition (Sole Source Justification) for the U.S. Army Corps of Engineers, New Orleans District. The procurement seeks approval to award a $900,000.00 firm-fixed-price contract for office furniture purchase to support the Engineering Division's phase of office updates. The requirement includes specific Knoll-manufactured office furniture systems and components to match existing phases of furniture already installed throughout the district building. The office furniture purchase is scheduled for delivery by September 30, 2026, and will be procured as a single job through a GSA eBuy contract (CAGE 13207) awarded to Knoll, Inc. located in East Greenville, Pennsylvania.

The justification cites GSAR 538.7104-3(b)(1)(ii) as the authority, asserting that only one source—Knoll, Inc.—is capable of providing the required products at the requisite quality level because the products are unique and highly specialized. The agency requires brand-name restriction to Knoll manufactured systems to ensure seamless integration, structural modularity, and aesthetic compatibility with the pre-existing phases of the 5-year MVN office upgrade plan. Previous phases of furniture procurement (totaling $339,275.00 across three prior sole-source contracts awarded to Knoll between August 2024 and November 2025) establish procurement history and vendor performance. The document includes certifications from the Technical Officer (David Ulm, Landscape Architect), Requirements Officer, Contracting Officer (Christopher Nuccio), Small Business Procurement Analyst, and Legal Counsel confirming the justification's adequacy and accuracy.

3. Description of Action:

4. Description of Supplies/Services: The office furniture purchase requirement is necessary to support Engineering Division with their phase of office updates as approved by the district. The requirement includes specific name brand manufactured office furniture so that it matches all other phases of furniture in the building.

Reason for Authority Cited: In researching of previous similar requirements, it is determined only one source via GSA has the ability to fulfill the needs of this action.

Knoll, Inc. was awarded the previous furniture contracts and proven to be a responsible vendor for acquiring office furniture and accessories, like the ones in this requirement.

Background: All phases of office furniture have been manufactured and purchased through Kimball International and Knoll, Inc. The previous task orders were awarded to Knoll, Inc. because they had majority of the furniture needed on those task orders. Knoll and Kimball International have a teaming agreement and both companies

This specific task order is strictly for the Knoll manufactured furniture, therefore will be sole sourced to Knoll, Inc. through GSA.

Justification: In accordance with GSAR 538.7104-3(b)(1)(ii) and specifying brand name or brand name equivalent descriptions, or proprietary specifications or standards shall be supported in accordance with the U.S.C. and in accordance with DFARS 206.302- 1(c)(2). All existing office furniture systems have been manufactured by Knoll. It is imperative that we continue to use the same manufacturer throughout the district so all office furniture matches and coincides with each division.

This furniture and manufacturer selection is a part of the MVN Master Plan for renovating the offices. This order includes cubicle wall panels and desks that are the only ones compatible with the existing systems already installed through previous phases of this furniture plan.

b. Alternatives: No alternatives will suffice. There would be cost duplications and the re-purchasing of whole new office systems if we went with a different manufacturer.

c. Impact if not approved: Continuation of increased time and cost to projects.

7. Efforts to Obtain Competition: Previous phases of the furniture plan include multiple GSA task orders to both Kimball and Knoll, as per their teaming agreement.

a. Effective competition: In the first phase contract, an RFQ was posted to GSA to multiple vendors. There were 18 who submitted quotes. Only one quote proved capable and in award-able range. It would be in the best interest to sole source this action to Knoll, Inc. The cost of re-competing this requirement would cause delays and cost more to the Government.

b. Subcontracting competition: None

Actions to Increase Competition: In accordance with GSAR 538.7104-3(b)(1)(ii) Only one source is capable of providing the products, services, or solution required at the level of quality required because the products, services, or solutions are unique or highly specialized.
