SYNOPSIS: CDC ATLANTA IDIQ ARCHITECT-ENGINEER (A-E) DESIGN SERVICES
Proposed Solicitation No: 75D30122Q74428
THIS IS A SYNOPSIS OF PROPOSED FUTURE CONTRACT ACTION. IT IS NOT A
REQUEST FOR PROPOSAL (RFP) AND DOES NOT OBLIGATE THE GOVERNMENT TO
AWARD A CONTRACT, NOR DOES IT OBLIGATE THE GOVERNMENT TO PAY FOR ANY
CURRENT OR FUTURE PREPARATION COSTS, e.g., forms, proposals, etc.
This future contract is for Architect-Engineer (A-E) services of an indefinite quantity during a fixed period of time.
Such services may include, but are not limited to, investigations, surveys, design calculations, drawings, specifications, and cost estimates for, repair, alteration, and new construction projects.
Future projects require multi-discipline engineering and architectural services for various facilities at CDC. The predominant location of projects is the Atlanta area (Roybal Campus, Chamblee Campus, and Lawrenceville Campus), although there may be occasional projects at other CDC locations. Each project will be clearly defined in a Project Task Order (PTO).
The Architect-Engineer (A-E) shall perform all the services and furnish all materials required for the production and subsequent delivery to the Office of Acquisition Services’ (OAS) Contracting Officer (CO) of field investigations, surveys, design calculations, drawings, specifications, and cost estimates for, repair, alteration, and new construction projects. These projects require multi-discipline engineering and architectural services for various facilities at CDC. The predominant location of projects is the Atlanta area (Roybal Campus, Chamblee Campus, and Lawrenceville Campus), although there may be occasional projects at other CDC locations. Each project will be clearly defined in a Project Task Order (PTO).
The CDC anticipates a single award of an indefinite-delivery indefinite-quantity (IDIQ), firm fixed-price A/E contract.
Services will be required for a 12-month base period with four 12-month option periods. Options to be exercised at the unilateral discretion of the Government. The guaranteed minimum for the base period of performance is $1,000. There are no guarantees associated with any of the option periods. The estimated maximum for each period is $3,000,000. The total estimated value, if all options are exercised, is $15,000,000.
This is a 100% total small business set aside. The North American Industrial Classification System (NAICS) code applicable to this requirement is 541310 (Architectural Services). The current size standard for this NAICS code is $8 million average annual receipts for the firm’s preceding three fiscal years. Interested small business firms must be registered in the System for Award Management (SAM) at www.sam.gov. Firms exceeding the small business size http://www.sam.gov/ standard will not be considered.
This requirement will be fulfilled pursuant to Federal Acquisition Regulation (FAR) 36.6 and The Brooks Act. Pursuant to FAR 36.209 and 36.606(c), for any firm(s) receiving award under this requirement, no construction contract may be awarded to the firm (including any of its subsidiaries or affiliates) that designs the corresponding project.
Firms shall also be required to provide a plan of action addressing their ability, and their subcontractors’ abilities, to meet CDC’s COVID-19 campus access requirements. Effective January 18, 2022, all contractors, Oak Ridge Institute for Science and Education (ORISE) fellows, guest researchers, and other non-employees and visitors coming on-site to a CDC facility are required to either verify that they are fully vaccinated for COVID-19 or provide evidence of a negative lab-based COVID-19 PCR test taken in the three days prior to coming on-site.
Firms should be prepared to discuss their submission and to demonstrate their ability to fulfill the contract requirements. A minimum of three firms will be selected for an interview based upon submissions. After the SF-330 review and interview process, one firm will be asked to submit a formal proposal and must be prepared to negotiate overhead, profit, and hourly rates for anticipated disciplines.
Again, this is a synopsis of proposed future contract action. It is not a request for proposal. No responses to this synopsis are required. END
