Addendum 1 to Justification and Approval for Other than Full and Open
Competition (SPRBL1-17-D-0014)
1. Contracting Activity:
Defense Logistics Agency (DLA) DLA Land at Aberdeen (DSCC-ZLAA) 6565 Surveillance Loop Room C1-301 Aberdeen Proving Ground, MD 21005-1846
This Justification and Approval for Other than Full and Open Competition (J&A) Addendum 1 supports requirements generated by the Defense Logistics Agency (DLA). The contracting activity for this requirement is DLA Land at Aberdeen, Aberdeen Proving Ground, MD.
2. Description of the Action Being Approved:
Contract SPRBL1-17-D-0014 was awarded on August 29, 2017, to L-3 Communications Avionics Systems Inc., 5353 52ND Street SE, Grand Rapids, Michigan 49512, as a large business under Contractor and Government Entity (CAGE) code 25583, on a five (5) year, Firm-Fixed Price Indefinite-Delivery Indefinite-Quantity (IDIQ) contract for a stock replenishment and repair services contract in support of the WX-500/1000/1000+ Stormscope and AN/ARN-154 Tactical Air Navigation (TACAN) systems. The original Justification and Approval (J&A), approved on May 5, 2016, supported an Indefinite-Delivery Indefinite-Quantity (IDIQ) contract on a sole-source basis for three (3) consumable spare parts manufactured by L-3 along with repair services for four (4) parts.
The ceiling increase is necessary based on unexpected increase in demand. Since the time of award, the item is now included on the UH-60V production line. The UH-60V has extended the useful life through FY50, which has caused an increase in demands. Additionally, there has been increased support requirements from foreign military sales customers due to the service life extension of aircraft that are being upgraded. Both of these increases were unplanned and unexpected.
This J&A Addendum 1 authorizes an increase to the contract ceiling from Approximately of the current contract ceiling remains, not counting the pending task/delivery orders which may exhaust the ceiling. Current expected demands estimate $ to support additional growth of the contract from 2020 through 2022. This amount was determined by the independent government cost estimate that was prepared by the engineer on July 22, 2020, which shows a projection increase for FY2020-2022. The decision to increase the ceiling to allows for the award of various projects identified in Table 1 and provides flexibility for future growth. There will be no change in scope with the ceiling increase.

Stormscope Parts The Stormscope is a high frequency receiver that detects and locates lightning at a distance of 25 to 200 nautical miles from an aircraft. It enables an aircraft’s crew to avoid potential lightning strikes that could cause aircraft equipment malfunctions or loss of control of the aircraft. The systems in the Stormscope product line include the WX-500, the WX-900 series and the WX- 1000 Series II (WX-1000 and WX-1000+). All models can operate in cell or strike mode, depending on the pilot’s preference. The WX-500 interfaces with an exterior display and the WX-900/1000 series models have an integrated display. Cell mode detects and maps electrical discharge activity in a storm cell. Strike mode shows the electrical discharge activity points, or
