About this file

This is a Notice of Intent to Sole Source a purchase order for customized proficiency testing panel services. The Centers for Disease Control and Prevention (CDC) intends to award a sole source contract to Quality Control for Molecular Diagnostics (QCMD) under the authority of FAR 12.102(a) and 41 U.S.C. 3304(a)(1). QCMD will provide support for enterovirus proficiency testing panels, including preparation, distribution, and data collection services. The CDC has determined that QCMD is the only responsible source capable of meeting the requirement because it is the sole vendor specializing in the provision and management of External Quality Assessment (EQA) and proficiency testing schemes in accordance with relevant regulations. External laboratories conducting enterovirus testing must demonstrate proficiency by participating in a CDC-approved proficiency testing scheme.

Although this notice of intent is not a request for competitive quotations, interested parties may submit quotations or responses to demonstrate their capability and interest in the requirement. All responses must be submitted by email to the contract specialist at xrm5@cdc.gov by 11:00 a.m. EDT on June 22, 2026, within ten days of issuance. The government will consider any responses received solely for the purpose of determining whether to conduct a competitive procurement, with the final determination to remain at the government's discretion.
