About this file
This is a Notice of Intent to Sole Source for exhibition space at an international defense air show. Washington Headquarters Services (WHS), on behalf of the Defense Security Cooperation Agency (DSCA), intends to award a sole-source, firm-fixed-price commercial contract for prime exhibition booth space within the official USA Partnership Pavilion at the Farnborough International Air Show (FIA) 2028, scheduled for July 17-21, 2028, in Farnborough, United Kingdom. The required space is 11 meters by 9 meters, totaling 99 square meters. The Product Service Code is X1AB (Lease/Rental of Exhibition Buildings), and the NAICS Code is 561920 (Convention and Trade Show Organizers).
Kallman Worldwide, Inc. (UEI: FZ12B4FQHVR6) is identified as the exclusive organizer, sales representative, and space consolidator for the official USA Partnership Pavilions at FIA, making it the sole source capable of fulfilling this requirement. The justification for sole sourcing is that procuring space outside the official USA Pavilion would isolate the Government's exhibit from the centralized U.S. delegation and negatively impact the strategic and diplomatic mission. This acquisition is conducted under FAR 12.102(a) authority for commercial items valued at or below the Simplified Acquisition Threshold. Capability statements from any responsible source believing it can provide the exclusive USA Pavilion venue space may be submitted electronically to Courtney S. Taitt at courtney.s.taitt.civ@mail.mil no later than November 19, 2026. The Government retains sole discretion to determine whether to compete this proposed contract based on responses received.

Subject: Notice of Intent to Sole Source – USA Pavilion Exhibit Space for Farnborough International Air Show (FIA) 2028 Notice Type: Special Notice / Notice of Intent to Sole Source Product Service Code (PSC): X1AB – Lease/Rental of Exhibition Buildings NAICS Code: 561920 – Convention and Trade Show Organizers
1. Description of Requirement Washington Headquarters Services (WHS), on behalf of the Defense Security Cooperation Agency (DSCA), intends to award a sole-source, firm-fixed-price contract for the procurement of prime exhibition/booth space within the official USA Partnership Pavilions at the following upcoming international defense exhibition:
1. FIA 2028 (Farnborough, UK)
1. Dates: July 17-21, 2028
2. Required Space: 11m x 9m, for a total exhibit space of 99 square meters
2. Sole Source Justification & Authority:
This commercial acquisition is being conducted under the authority of FAR 12.102(a), which requires the documentation of decisions to restrict competition for acquisitions valued at or below the Simplified Acquisition Threshold (SAT).
Kallman Worldwide, Inc. (UEI: FZ12B4FQHVR6) is the exclusive organizer, sales representative, and space consolidator for the official USA Partnership Pavilions at FIA. No other vendor or broker has the authority to lease, assign, or sell space within the designated U.S. Pavilion footprint at this event. Attempting to procure space outside of the official USA Pavilion would isolate the Government’s exhibit from the centralized U.S. delegation, severely impacting the strategic and diplomatic mission of the DoW presence.
Therefore, Kallman Worldwide, Inc., is the only source capable of satisfying the Government's requirements.
3. Response Instructions & Capability Statements This notice is not a request for competitive proposals or quotations. However, in accordance with FAR 5.101(c)(4)(vi), any responsible source that believes it can provide the required exclusive USA Pavilion venue space may submit a capability statement.
All capability statements must be submitted electronically to the Contracting Point of Contact listed below no later than November 19, 2026. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
