5. A statement demonstrating the unique qualifications of the proposed contractor or the nature of the action requiring use of the authority.

The contracting officer has determined the circumstances of the contract action to meet the statutory exception under FAR 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements (41 U.S.C.3304(a)(1)), as supported below:

The Harvard Course is the only offering during a time period that coincides with the current fiscal year and at the critical junction of OIG’s policy making determination for remote work. The Stanford offering is not available until October, after the close of the fiscal year and approximately 6 months beyond the needed time. In addition to the proprietary research that is embedded in the curriculum, the unique approach to the instruction model in an in-person setting with global, organization leaders identify this as a single source to obtain the required skills for OIG executives within the time constraints. OIG leadership is poised to lead its workforce to a permanent state of maximum telework and remote work.

This change will require an investment of leadership time and commitment and will require specific skills to comprehensively transform the organization to this permanent operating posture. A unique, in-residence course was developed through a partnership between Harvard Business School and Stanford Graduate School of Business offers training to executives to provide the skills to focus on organizational change and renewal.

Market research was performed by reviewing other programs provided (in-person and virtual), to include Kellogg and Warton, but none of them met the requirement that Harvard did. Most were geared toward a retrospective aspect rather than leading into organizational change.

9. Other facts supporting the justification.

Requirement was provided to Acquisition Division on February 25, 2022, and funding was provided on February 28, 2022. Communication from Program Office stated registration for course must be paid by March 01, 2022, while this Justification is being prepared, reviewed, and approved. Timing of requirement does not permit posting of Sole Source Justification any sooner.

No other sources expressed written interest.
