About this file

This is a Special Conditions Amendment No. 1 document issued by the Colorado Department of Natural Resources, Division of Reclamation, Mining and Safety (DRMS) for the Wandering Prospector Project (DQ1 PKAA 2026*0476). The amendment clarifies and amends the original bid documents for mine closure and reclamation work. The project involves the closure of multiple abandoned mine features using various methods, including newly specified reinforced polyurethane foam (PUF) plugs for features WP-02, WP-07, WP-08, and WP-24, with material requirements ranging from 12 to 15 cubic yards of PUF per feature along with pressure-treated 4x4-inch posts. The revised bid submittal deadline is Wednesday, July 1, 2026, at 4:00 p.m., with bid opening scheduled for Thursday, July 2, 2026. Additional modifications include changes to closure methods for features WP-11, WP-12, WP-16, WP-19, and WP-27, as well as tree removal and debris management specifications. A pre-bid meeting was held, and 14 features (WP-02, WP-03, WP-04, WP-14, WP-15, WP-16, WP-17, WP-18, WP-19, WP-20, WP-25, WP-27) were not visited during the pre-bid inspection; however, feature photos, maps, GIS files, and driving directions with travel times have been provided via shared access.

A current Davis-Bacon wage determination sheet dated May 15, 2026, has been provided with this amendment, establishing prevailing wage requirements for the project. The revised bid schedule and revised feature work list replace the original bid documents and must be acknowledged and submitted by bidders. All terms and conditions of the original documented quote remain in effect except as modified by this amendment. No pricing information, set-asides, incumbent contractor details, or specific funding amounts are detailed in this amendment document.

Amendment No. 1 DQ1 PKAA 2026*0476

June 16, 2026

Thank you for attending the Pre-Bid Meeting. The following clarifications and amendments should be noted and incorporated into the bid documents:

1. The Bid Submittal Deadline is changed to Wednesday, July 1, 2026, by 4:00 p.m.

The Bid Opening Date is changed to Thursday, July 2, 2026.

2. A current Davis-Bacon wage determination sheet, dated May 15, 2026, is provided with this amendment.

3. The Bid Schedule and Feature Work List attached to the original bid is replaced with the attached Revised Bid Schedule and Revised Feature Work List attachment named “A#1 Revised Bid Schedule and Revised Feature Work List” and includes the following changes:

4. ITEM 3.0: WP-02

The closure method for this feature is changed to a Reinforced Polyurethane Foam (PUF) Plug. The closure shall be constructed in a similar manner to a Concrete Monolithic Plug (SWS 7) except substituting PUF for concrete. The PUF plug will also be reinforced using pressure treated 4”x4”x12’ posts. Prior to installing PUF, four (4) reinforcing posts shall be placed horizontally roughly three (3) feet above the bottom of the opening. Posts shall be parallel and spaced twenty-four (24) inches apart. Both ends of the reinforcing posts shall be keyed into the sides of the shaft, keeping the posts level with each other. Installed posts should resemble floor joists. Trimming posts may be required for proper fitment. Contractor must ensure that the posts are anchored and don’t “float” as the PUF rises and that both ends are fully encased with foam. PUF must be installed slowly to prevent voids from forming below the reinforcing posts. Once the final lift of PUF has solidified, a one (1) inch uniform layer of fill material shall be shoveled over the surface to protect the PUF from sunlight and vandalism. The PUF plug must cure for a minimum of forty-eight (48) hours before finishing the remainder of the backfill. Minor adjustments to this specification may be required in the field to properly construct the closure.

All personnel working in or around the opening must be harnessed and tied off to a secure point. Twelve (12) cubic yards of PUF and four (4), twelve-foot-long (12’) pressure-treated 4x4-inch posts (4”x4”x12’) are required for this closure.

Rockfill or a drainpipe are not required. A standard monument pipe is required.

5. ITEM 3.0: WP-07

(PUF) Plug. Closure shall be constructed as described above for feature WP-02.

Twelve (12) cubic yards of PUF and four (4), twelve-foot-long (12’) pressure-treated 4x4-inch posts (4”x4”x12’) are required for this closure. Rockfill or a drainpipe are not required. A standard monument pipe is required.

6. ITEM 3.0: WP-08

(PUF) Plug. Closure shall be constructed as described above for feature WP-02.

Fifteen (15) cubic yards of PUF and five (5), twelve-foot-long (12’) pressure-

7. ITEM 3.0: WP-11

The quantity of polyurethane foam (PUF) required for this closure is increased to fifteen (15) cubic yards. Contractor must remove debris to open up and expose all sides of the shaft before installing PUF. Shaft cribbing may have double compartments. The dimensions remain the same, but a second bottom form may be required. All personnel working in or around the opening must be harnessed and tied off to a secure point.

8. ITEM 3.0: WP-12

Rockfill is not required for this closure.

9. ITEM 3.0: WP-16

A second slot “rat gate” is added to this closure. The rat gate shall measure 6”x24” and be framed in 2” angle iron. The opening will be placed in the lower section of the grating in a location determined in the field by the Project Manager.

The debris removal is limited to only the eight (8) used car tires just inside of the portal. All other debris will remain inside of the adit. The entire portal area, inside and out, must still be sprayed with a bleach solution to mitigate for hantavirus before any work may start.

10. ITEM 3.0: WP-19

This feature does not have water available nearby and must be packed in.

11. ITEM 3.0: WP-24

(PUF) Plug. Closure shall be constructed as described above for feature WP-02.

Twelve (12) cubic yards of PUF and four (4), twelve-foot-long (12’) pressure-

12. ITEM: 3.0: WP-27

Crossbars for the bat grate shall be ¾” x 3” flat steel bar.

13. Any trees removed during construction activities shall be bucked to six (6) feet or shorter and scattered.

14. Features WP-02, WP-03, WP-04, WP-14, WP-15, WP-16, WP-17, WP-18, WP-19, WP-20, WP-25, WP-27, were not visited during the prebid. A summary of the driving directions, distances, approximate travel times, and feature access is provided with this amendment. Feature photos, maps, and GIS files are also provided. These items can be accessed here:
