About this file

This Statement of Work (SOW) details a comprehensive industrial controls upgrade project for the Marine Depot Maintenance Command (MDMC) at Marine Corps Logistics Base Albany, Georgia. The project involves replacing obsolete Programmable Logic Controllers (PLCs), Human-Machine Interfaces (HMIs), and climate control systems across multiple blast booths, paint spray booths, and paint drying ovens. Specifically, the vendor will replace existing control systems with Allen Bradley Compact Logix 5069-L306ER PLCs, re-use existing HMIs with new programming, and install new climate control units, with each asset having a three-day downtime window.

The project requires the vendor to perform reverse engineering of existing PLC code, provide an external hard drive with all programs and comments, and complete the entire upgrade within 140 calendar days after contract award. All work must be performed by qualified personnel, adhere to current safety standards, and minimize interference with normal government operations. The work will primarily occur between 7:30 a.m. and 5:00 p.m., Monday through Friday, with the vendor responsible for cleanup, proper debris disposal, and compliance with all relevant OSHA, NEC, and local safety codes.

MARINE DEPOT MAINTENANCE COMMAND – PRODUCTION PLANT ALBANY

MARINE CORPS LOGISTIC BASE

ALBANY, GEORGIA

MDMC Industrial Controls Upgrade (Phase 1)

POC – Chris Tipper 04/01/25

1.0 STATEMENT OF WORK

1.1 This document provides the description that shall be used to update the industrial controls for the Marine Depot Maintenance Command (MDMC) blast and paint process control cabinets to include Programmable Logic Controllers (PLC’s), Digital Input/Output Cards, Analog Input/Output cards, Cabinet Climate Control and programming. The intent of this Statement of Work is to remove and replace the antiquated components listed in each panel description below and replace them with common brands across our industrial control network to enable depot standardization and to further define the Supervisory Control and Data Acquisition system to enable the Unified Name Space data architecture.

1.2 All work shall be accomplished in strict accordance with prevailing industry standards, manufacturer’s written instructions and all applicable codes.

2.0 SCOPE OF WORK:

2.1 Vendor shall provide all labor, tools, materials, programming including comments, equipment, safety measures, supervision, and all associated services to remove and replace the below listed industrial controls at the Marine Depot Maintenance Command, Building 2200, MCLB Albany, GA.

2.2 Vendor shall be responsible for due diligence. Vendor shall verify all measurements and power availability prior to ordering materials.

2.3 Customer will provide basic building/shop layouts, site visits, other information as necessary upon request. For point of contact, reference section 4.5.

2.4 Customer shall provide no additional electrical power other than what is currently available in the control panels being upgraded.

2.5 Vendor shall coordinate with the Customer Point of Contact, listed in section 4.5, after receiving the contract award to discuss work schedule as this work will be done to the maximum extent over weekends, federal holidays or dates agreed upon by the customer.

Panels that are alike in nature (e.g. blast booths) will be taken down for work one at a time and the follow-on panels will not be taken down until all programming and modification have successfully been completed on the first panel. This approach will enable programming to be copied onto the next unit therefore minimizing risks to operational availability.

2.6 Vendor shall be responsible for connecting existing utilities in the control cabinet. Vendor shall supply items and labor for removing and replacing the specified parts along with any ancillary products required for a well-organized wiring installation. Work shall be done by qualified personnel.

2.7 Vendor shall be responsible for managing, receiving, and accepting all shipments delivered to MDMC, Marine Base, Albany GA to include product or equipment owned or rented by the Vendor or any of its sub-contractors.

2.8 All work requiring energy shall be done in compliance with OSHA 29 CFR 1910.147 and

1910.333 lock out tag out procedure. Electrical work shall comply with current NEC as well as local codes.

2.9 Vendor shall provide MDMC with an external hard drive that contains the programs with associated comments for all PLC’s and HMI’s that are upgraded as part of this project.

2.10 Vendor will be responsible for reverse engineering of PLC code and comments to ensure a fully defined program is provided to the government. No code/ladder logic will be provided to the vendor for this effort.

2.11 Final inspection per government end user acceptance.
