This is a Statement of Work for the administration and maintenance of U.S. Technical Advisory Groups (TAGs) supporting three International Organization for Standardization (ISO) committees under the USDA Agricultural Marketing Service Livestock and Poultry Program. The work involves maintaining active participation in ISO TC 34/SC 5 (Milk and milk products), ISO TC 34/SC 6 (Meat, poultry, fish, eggs, and their products), and ISO TC 34/SC 17 (Management systems for food safety). USDA AMS serves as the delegated U.S. member body with P-member status and voting obligations on all formal questions, new work item proposals, enquiry drafts, and final draft international standards within these three committees. The organization has held TAG administration responsibility for ISO TC 34/SC 6 for 21 years, established the ISO TC 34/SC 5 TAG in 2019, and created the ISO TC 34/SC 17 TAG in 2023.
The required deliverable is ANSI Government Membership encompassing three ISO committee P-memberships with associated international participation fees and program-specific fees. The performance period runs January 1, 2026 through December 31, 2026, with an expected annual cost of $18,325.00. The work is administered by the USDA AMS Livestock and Poultry Program located at 1400 Independence Avenue, SW, Washington, DC 20250-0249, with primary contacts David Bowden (202-690-3148) and Michael Sussman (202-770-7230). Statement of Work
AMS Livestock and Poultry Program ANSI/ISO Technical Advisory Group Administration
Background The International Organization for Standardization (ISO) is an independent, non-governmental, non-treaty international voluntary consensus standard development organization with a membership of 175 national standards bodies representing their respective countries (one NSB per country). ISO develops standards for the food and agriculture sector, ensuring the safety, quality, and sustainability of all food products and farming practices driving innovation, harmonize practices, and addressing global challenges like food security. In the United States the sole ISO member is the American National Standards Institute (ANSI), a consortium of US national standardization bodies. ANSI strives to demonstrate the broad value of standards by expanding information and outreach about how standards drive innovation, safety, and market access.
According to the National Technology Transfer and Advancement Act of 1995 all Federal agencies and departments should use technical standards that are developed or adopted by voluntary consensus standards bodies to carry out policy objectives or activities. ANSI and ISO satisfy this requirement. ANSI provides financial and administrative support for overall US ISO membership together with management leadership. ANSI manages ISO participation in the technical areas of work for Meat, Fish, Poultry, Eggs, Milk and their products and Management systems for food safety as covered by the ISO committees: ISO technical committee 34 Food Products/subcommittee 5 Milk and milk products, ISO TC 34/SC 6 Meat, poultry, fish, eggs and, their products and ISO TC 34/SC 17 Management systems for food safety.
Currently, ISO TC 34/SC 6 has 72 international member countries, 29 published standards, and 15 standards under development. ISO TC 34/SC 5 has 75 international member countries, 186 published standards and 21 under development. ISO TC 34/SC 5 also works to produce dairy standards in collaboration with AOAC International, and the International Dairy Federation. ISO TC 34/SC 17 has 105 international member countries, 13 published standards and 1 under development. Many of the standards from all three committees are used intact or adapted for use in the United States.
National participation in ISO is facilitated by ANSI with the establishment of U.S. technical advisory groups (U.S. TAGs and TAG Administrators) for ISO committees and, as appropriate and consistent with ANSI’s mission to promote U.S.-based technologies. ANSI management of the ISO TAGs requires both a framework for operation and fees paid to ANSI for its role in maintaining and managing the ISO US membership. The USDA TAGs follow ANSI Procedures for U.S. Participation in International Standards Activities of ISO. Fees for TAG operation include an ANSI membership fee, a program specific fee and an international participation fee for the TAG. ANSI has delegated the TAG administration of ISO TC 34/SC 5, ISO TC 34/SC 6 and ISO TC 34/SC 17 to the USDA Agricultural Marketing Service, Livestock and Poultry programs. AMS, L&P is a current member of ANSI and an ANSI accredited standards developer. AMS, L&P has held the ANSI TAG for ISO technical committee 34 Food Products/subcommittee 6 Meat, Poultry, Eggs, Fish and their products for 21 years. In 2019, USDA, AMS Dairy program established a U.S. Technical Advisory Group accredited by ANSI for participation in the activities of ISO technical committee 34 Food Products/subcommittee 5 Milk and milk products. In 2023, USDA, AMS, Livestock and Poultry programs established a U.S. Technical Advisory group accredited by ANSI for participation in the activities of ISO technical committee 34 Food Products/subcommittee 17 Management systems for food safety. TAG administration for these three committees is handled by the AMS, L&P programs to save costs, and increase efficiency and effectiveness. AMS is a U.S. National Interested Party and is directly and materially interested the standards activities of ISO TC 34/SC 5, ISO TC 34/SC 6 and ISO TC 34/SC 17. The work of both committees supports the entire agency. US TAGs for ISO TC 34/SC 5, ISO TC 34/SC 6 and ISO TC 34/SC 17 are accredited with ANSI and have the authority to perform all of the functions of a US TAG.
Purpose The purpose of this statement of work is to maintain the activity and administration of the US Technical Advisory Groups for ISO TC 34/SC 5, ISO TC 34/SC 6 and ISO TC 34/SC 17 and provide for annual submission of fees to ANSI for participating membership, and international activity for the specific programs and for TAG administration.
Specific Task Requirements As the sole US member body of ISO, ANSI will continue to recognize USDA AMS as the delegated international ISO member of ISO TC 34/SC 5, ISO TC 34/SC 6 and ISO TC 34/SC 17. USDA AMS will continue to participate in the work of these committees as the administrator with P-member status and an obligation to vote on all questions formally submitted for voting within these three ISO committees, on new work item proposals, enquiry drafts and final draft international standards and to contribute to meetings. The positions developed by the USDA AMS for US TAGs for ISO TC 34/SC 5, ISO TC 34/SC 6 and ISO TC 34/SC 17 will be considered the US delegation’s position. The US TAGs will be administered by USDA AMS L&P.
