Statement of Work (SOW)

Background:

Project is located at 101 N. College Street, Greeneville TN at Andrew Johnson’s Tailor

Shop which is housed inside of the Memorial Building. Both structures are on the List of

Classified Structures. The Tailor Shop is listed as contributing to the national significance of the Andrew Johnson National Historic Site under National Register Criteria B for its association with Andrew Johnson’s life and political career. The Tailor Shop was built c.

1820 and used by Johnson as the location of his tailoring business.

Replacing the metal fence with a wooden picket fence and installing an interior commercial grade carpet that will allow historical accuracy to be preserved and enhance the overall visitor experience.

Objectives:

The Contractor will carefully remove and recycle 74 LF of painted, iron-metal, horizontal rail sections located around the Tailor Shop, while leaving the iron floor-mounted posts in place. The goal of this project is to replace the fence with a non-pressure treated de-barked wood picket fence that has a natural finish.

Additionally, there will be 1,250 SF of carpet to resemble the natural appearance of dirt under the Tailor Shop. The floor vent located around the Tailor Shop will be cleaned and painted with two coats of black in color approved paint.

The Contractor will re-use the iron rail vertical posts (21 count) in the slab flooring and shall not drill or create new penetrations in the slab flooring due to the historical status of the building and flooring. The Contractor will center drill 21 non-pressure treated, de-barked wooden 4x4 posts and then mount those 4x4 posts to the old floor mounted iron painted posts so that the iron posts are encapsulated and not visible. The Contractor will install a decorative wooden cover over each 4x4 after installation to conceal the iron post.

The decorative wooden cover will be made of the same wood as the fence and fence pickets.

The replacement fence will be constructed of grade “A” non-pressure treated lumber that is smooth finish and free of tree bark. The exterior of the pickets, fence rails, and posts will be unfinished but free of splinters and imperfections for visitor safety. Each fence picket will have a small application of construction adhesive behind each picket for added strength. The height of the replacement fence will be 42 inches from the slab surface to the top of the picket and located in the existing fence location. The fence picket will be three (3) inches wide by a half inch thick and be roughly 32 to 33 inches long. The top of the picket will have a 45-degree miter cut. The fence rails will be constructed out of 2x4 lumber that is of the same grade “A” non-pressure treated lumber as the pickets for aesthetics. The bottom of the fence will have a 1x 8 kick board that runs the length of the fence roughly 74 LF. The kick board will be made of lumber that is of the same grade “A” non-pressure treated lumber and unfinished.

See attached photos of the current fence layout. The Contractor will be responsible for removing and reinstalling the interpretive “tailor’s goose/iron” display, and panels mounted on the fencing will go back in the same locations. On the visitor viewing side of the replacement fence only period specific hardware and nails will be used to promote the time-period of interpretation, C.1830s. The project will only use cut nails and rough forged fence hardware for this project. The replacement fence will have one (1) gate located near the brick wall of the Memorial Building. The gate’s width will be roughly 30 inches by the same height of the fence This gate will be located on the Depot Street side of the Tailor Shop. The gate will be made of the same grade “A” non-pressure treated unfinished lumber and the gate hardware will be made of rough iron that is appropriate to the time period of C. 1830s.

The Contractor will remove roughly 1,250 SF of carpet tiles and then install roughly 1,250

SF of carpet tiles to resemble the natural appearance of dirt around the exterior of the

Tailor Shop to give the visitor the appearance of a natural ground surface underneath and around the Tailor Shop.

The replacement carpet will not extend past the fence line. The replacement carpet will resemble green grass located in East Tennessee earth.

The floor vent located around the chimney of the Tailor Shop will be cleaned, prepared, and painted with two coats of “black” color “gloss” finish paint. The vent is roughly 58 SF.

This project will be completed by contract during normal staff duty hours. The Memorial
