TEMPORARY FENCES
1. DESCRIPTION OF SERVICES. The Marine Corps Recruit Depot, Parris Island is executing a quarantine plan for newly shipped poolees at The Citadel, The Military Collage of South Carolina in response for the Corana Virus Pandemic (COVID-19). The plan will begin on 30 April 2020.
2. SCOPE: This requirement is for a firm-fixed price type contract. The resulting contract shall be for the leasing of temporaty fences surrounding the balcony passage ways of the third and fourth floors of three buildings. The contractor shall provide all labor, materials, supply and transportation required to fulfill this requirement.
3. TECHNICAL REQUIREMENTS: The Contractor shall:
3.1. Task: Provide at least seven feet high metal temporary fencing surrounding the entire perimeter of the third and fourth floors’ balcony passage ways for the Padgett Thomas Building, Law Building, and Stevens Building at the Citadel in accordance with the schedule below. The contractor shall connect each segment of the tent to each other in a way that it becomes unfeasible for the average person to disconnect them without the use of special tools. Examples of acceptable way to connect the fence pieces are metal banding and chains. Include your plan to connect the fence pieces in your proposal.
3.1.a. Time:
Padgett Thomas (PT) Building: Temporary fences shall be in place on the third and fourth floors of Padgett Thomas building no later than 1 May 2020 and remain in place until 31 July 2020. Each floor will have about 660 feet of fence for a total of 1320 feet.
Law Building: Temporary fences shall be in place on the third and fourth floors of Law building no later than 15 May 2020 and remain in place until 31 July 2020. Each floor will have about 468 feet of fence for a total of 936 feet.
Stevens Building: Temporary fences shall be in place on the third and fourth floors of the Stevens building no later than 29 May 2020 and remain in place until 31 July 2020. Each floor will have about 420 feet of fence for a total of 840 feet.
Total amount of 8’ x 12’ temporary panels required is at least 3,096 feet.
3.1.b. Additional Requirements:
Contractor shall not make and infrastructural adjustment to the buildings to include drilling holes. The contractor will be responsible for any damage caused during the seteup and removal of the temporary fences.
3.1.c Removal of Fences: Removal of fences will occur in different dates and will be determined by the Government. The contractor will be given at least a 7-day notice. Fences must be removed by the date determined by the Government.
3.2. General Requirements. The contractor shall deliver undamaged temporary fences that are at least six feet in heigt. The fences will be used as an extra safety barriers along the third and fourth floor balconies. The fences shall also be recovered by the contractor immediately at the end of the period of performance.
4. SUPPORTING INFORMATION:
4.1. Period of Performance. The initial Period of Performance (POP) for leasing will be in accordance with the schedule on paragraph 3.1.a. The government will pay for daily lease, the government will reserve the right to terminate the contract at any date earlier than the end of the initial period of performance and will pay the vendor for services rendered only.
The fences will be placed on third and fourth floor balcony. Proposals must indicate a plan to get the panels to the third and fourth floors. There is enough room to carry them up the stairs. There is a 10’ x 10’ clearance limit on the gate.
4.2. Place of Performance. All services shall be completed aborad The Citadel, 171 Moultrie St, Charleston, SC, 29409.
4.3. Government Furnished Property
4.3.1. No Government Furnished Property will be provided for the performance of this contract.
4.4. Cost of Operation. All cost of operation under this contract shall be borne by the Contractor. This includes but is not limited to taxes, surcharges, licenses, insurance, travel, salaries and bonuses. No payments other than those provided for in the Price Schedule will be made to the contractor.
4.5. Insurance. The Contractor is responsible for obtaining any and all insurance to cover personal injury of the Contractor’s members while working on the military exercise or otherwise performing pursuant to this contract. The Government will assume no responsibility or liability for any injury that might occur to Contractor personnel while performing the specifications of the solicitation or due to the negligence of the Contractor or contract employees.
4.6. Damages. The Government shall not be responsible for acts of God that may result in damage to the fences (i.e. hail storms, thunderstorms etc.). In addition, the Government shall not be responsible for normal depreciation to the fences. For purposes of this contract, “normal depreciation” is defined as the wear and tear that can reasonably be expected to result given setup and removal of temporary fences. Normal depreciation includes, but is not limited to, minor scratches and dents to fences and fence posts. The Government will only be responsible for damage in excess of normal wear that results from negligence, neglect, or similar acts of the Government. All contractor claims for damage by the Government should be submitted to the contracting officer for consideration.
4.7. Invoices. Invoices shall only be paid for actual services rendered. Invoice must be submitted when all tasks have been completed and will be accepted via Wide Area Workflow by an Accepting Official designated in the contract. Invoice must meet all requirements of the invoice clause to be processed for payment.
5. POINTS OF CONTACT.
5.1. Contractor points of contact - The contractor will provide points of contact within his company to interface with the contract representative on issues concerning rental vehicles. Names, business address, phone numbers, and hours of operation are the minimum information requirements. Arrangements for contacting the contractor's points of contact after normal business hours should also be made.
