About this file

This is an Addendum #1 document dated May 5, 2023, issued by the Oregon Parks and Recreation Department (OPRD) for RFP S-63400-00006618 regarding marine debris removal at Oswald West State Park. The project involves the removal and disposal of a single large metal object from the park, with proposers permitted to submit multiple options for removal and disposal methods, each scored separately. The RFP opening date remains May 17, 2023, at 2:00 PM, with a question and clarification deadline of May 10, 2023, at 2:00 PM. Project completion is required by June 30, 2023. The scope permits debris to be cut in half for transport with environmental mitigation requirements, and allows helicopter landing on the beach for attachment of removal lines. OPRD will coordinate trail closures, park closures during helicopter operations, and highway closures with the Oregon Department of Transportation (ODOT), though proposers must coordinate with the project manager and may be responsible for providing flagging if ODOT cannot supply it. The helicopter company's Key Person experience is acceptable to meet minimum experience requirements.

Pricing must be submitted as a separate document from the proposal, with proposers required to provide a Not-to-Exceed amount with detailed breakdown, as well as unit costs and contingency pricing estimates for potential project postponements due to weather or unforeseen factors. The contingency estimates will not be evaluated in scoring, which will be based solely on the Not-to-Exceed amount. For pricing comparison purposes, OPRD provided historical data from a similar debris removal at Rockaway Beach that weighed 14,000 pounds. The addendum constitutes a material change to the solicitation and requires acknowledgment per Attachment C of the RFP. Proposers should establish both primary and alternate performance dates early after award and include alternate flagging plans with cost estimates in case ODOT is unavailable to provide flagging services.

OPRD CLARIFICATIONS AND RESPONSE(S) TO QUESTIONS

The following provides OPRD’s answers to questions asked during the Nonmandatory Preproposal Conference held on May 2, 2023 and received from prospective Proposers. The information provided below is for clarification purposes only and does NOT constitute a change to the solicitation documents or requirements.

1. QUESTION: How many metal objects are to be removed?

RESPONSE: There is one object. Photos are of the same object at different points in time.

2. QUESTION: Will Oregon Parks and Recreation be available to flag off trails for public safety (in the flight path) or shut down the park during helicopter operations, which would be less than a day?

RESPONSE: Yes, OPRD can close trails or entire park for the operations. Proposers would need to coordinate with the Project Manager in advance for schedule and details.

3. QUESTION: Can the debris be cut in half for transport?

RESPONSE: Yes, the debris can be cut before transport. Proposer will need to mitigate environmental impacts, such as contain all shavings during the cutting process.

Cutting through the foam encased sections will not be allowed.

4. QUESTION: If the flight path crosses the highway, who would be responsible for coordinating the highway closure with ODOT?

RESPONSE: OPRD will coordinate with ODOT for any needed highway closure. Proposer will be required to coordinate with OPRD. Contractor may be responsible to provide flagging for the closure.

5. QUESTION: Can the helicopter land on the beach to attach the needed lines?

RESPONSE: Yes, landing the helicopter on the beach is acceptable. The Proposer takes all responsibility for all hazards of the beach landing.

6. QUESTION: When does the project need to be completed?

RESPONSE: The project needs to be completed by June 30, 2023.

7. QUESTION: What times of day are there greatest use of the beach?

RESPONSE: Beach usage is lowest in early morning, increasing throughout the day.

8. QUESTION: Is the helicopter company Key Person acceptable to be used to provide the needed minimum experience required?

RESPONSE: Yes, the helicopter company Key Person experience is acceptable to meet the experience requirement.

9. QUESTION: Do you have the weight of the debris removed from Rockaway Beach previously?

RESPONSE: Rockaway Beach debris was removed previously. For comparison use only, we are providing the following information.

Records show the weight of the object at Rockaway Beach was 14,000 pounds.

Photographs of the debris at Rockaway Beach are attached for comparison only.

CLARIFICATION

1. OPRD has consulted with ODOT regarding the highway closure. ODOT prefers to coordinate with OPRD on the highway closure. ODOT also prefers to provide flagging if they have the crew available.

A primary and alternate performance date should be determined as early after award as possible.

Proposer should have an alternate plan for providing flagging and cost estimates in case ODOT is not able to provide flagging.

END OF CLARIFICATIONS

Project Completion: The project must be completed by June 30, 2023.
2. Section 3.2.6.1 Price Proposal shall be modified by adding the additional paragraph:
In addition to the Not-to-Exceed amount and breakdown for the project, Proposers shall provide unit costs and contingency pricing estimates in the event the project is postponed due to unforeseen factors such as weather delays.
These unit costs and contingency estimates will not be included in the evaluation of pricing. Scoring will be based on the Not-to-Exceed amount for project performance.
