About this file

This document is an Addendum #1 to an RFP (Request for Proposals) issued by the Oregon Parks and Recreation Department (OPRD) for Marine Debris Removal at Oswald West State Park. The RFP seeks a qualified contractor to remove a single metal object from the park, which must be completed by June 30, 2023. The addendum modifies the scope of work to allow for alternate removal and disposal options, as well as the submission of unit costs and contingency pricing in the event of weather delays. Proposers have until May 10, 2023, to submit written questions or protests regarding this addendum. The RFP opening date and time remain unchanged at May 17, 2023, at 2:00 PM.

The price proposal must include a not-to-exceed amount and breakdown for the project, as well as unit costs and contingency pricing estimates in case the project is postponed due to unforeseen factors such as weather delays. Scoring will be based on the not-to-exceed amount for project performance, and the unit costs and contingency estimates will not be included in the evaluation of pricing.

2. QUESTION: Will Oregon Parks and Recreation be available to flag off trails for public safety (in the flight path) or shut down the park during helicopter operations, which would be less than a day?

CLARIFICATION

1. OPRD has consulted with ODOT regarding the highway closure. ODOT prefers to coordinate with OPRD on the highway closure. ODOT also prefers to provide flagging if they have the crew available.

A primary and alternate performance date should be determined as early after award as possible.

Proposer should have an alternate plan for providing flagging and cost estimates in case ODOT is not able to provide flagging.

END OF CLARIFICATIONS

2. Section 3.2.6.1 Price Proposal shall be modified by adding the additional paragraph:
