About this file
This document provides a sole source justification for the acquisition of Trimble brand land surveying GPS receivers, total stations, data collectors, and software by the US Forest Service. The agency requires this equipment to replace aging inventory across multiple locations in Oregon, with delivery desired by June 2023 to utilize fiscal year 2023 funding. A justification for a sole source procurement from Frontier Precision is provided due to the need to integrate the new equipment with existing Trimble assets, as the vendor is the only authorized Trimble dealer for the region that can ensure compatibility. Additionally, the Chief Information Officer has pre-approved Trimble equipment for IT security compliance, while comparable non-branded devices would require further testing and evaluation. The contracting officer concurs with the requesting office that only a single source meets the requirements for this acquisition.

SOLE SOURCE or BRAND NAME JUSTIFICATION (FAR 13 Under the SAT)
1. DESCRIPTION OF THE SUPPLIES/SERVICES REQUIRED
USFS R6 Lands Zones stationed in Springfield, OR are in need of updated survey grade GPS receivers and data collection equipment to replace aging and obsolete equipment of he same.
Reference schedule of items and specifications attached to requisition for details or requirements.
Total estimated value of the equipment needed is as per IGE., Quote provided by proposed sole source vendor came in very close to hat estimate.
Order needs to be placed by the end of FY23 to u ilize FY23 funding that does not roll over to FY24. Delivery by June 2023 is desireable.
2. JUSTIFICATION FOR SOLICITING FROM A SINGLE SOURCE or FOR A BRAND NAME
Trimble brand Land Surveying GPS receivers, total sta ions, data collectors, and software are extensively used by the USFS survey teams at these loca ions for survey measurements and data processing. Not all surveying equipment is due for replacement, and the equipment still in use and to be retained is all Trimble branded. Full integration of new receivers and data collectors with the Trimble equipment being retained is required. Other comparable non-Trimble equipment is not compatible with the retained Trimble brand equipment without a complex and costly integration effort requiring the acquisition of additional software and hardware, at substantial additional time and money cost to the government. Even if the effort was made to address the compatibility issue, overall system performance would be reduced and would negatively impact productivity of he USFS survey teams using the equipment. Acquiring non-Trimble branded receivers and data controllers would result in substantial duplication of cost to the Government that is not expected to be recovered through competition.
Trimble only authorizes one vendor in a given geographical area to sell Trimble receivers and data collectors. The au horized vendor for Washington and Oregon is Frontier Precision, who provided the quote attached to his requisition. Frontier Precision is the sole source hat can provide the equipment needed to integrate into existing Trimble branded equipment.
Additionally, he CIO has classified Trimble branded GPS receivers and data collectors of he type proposed for acquisition to be pre-approved and exempt from Technical Approval (TA) requirements, as they have been determined to meet CIO IT security standards. Conversely, other comparable non-Trimble receivers and data collectors have not been evaluated by the CIO, are not approved, and would require a TA to attain approval, involving testing and evaluation of each individual hardware item at he expense of dedicated CIO time and resources. Note that there are a few other GPS receivers on the pre-approved list, but none of them are comparable in that they do not meet the minimum specifications required for this acquisi ion. In he interest of economy and efficiency the TA exemption for these Trimble branded receivers and data collectors further justifies the use of a single source.
3. EFFORTS TO OBTAIN COMPETITION
Market research was done to evaluate specifications of other TA approved survey grade GPS receivers and data collectors to determine if they met minimum requirements for integration wi h Trimble branded receivers and collectors currently being utilized, and none were found to meet minimum requirements (ref. schedule/specification document attached to requisition). Non-TA approved receivers and data collectors were evaluated for compliance with minimum requirements as well. Some do meet performance requirements, but none meet the integration requirements as noted in #2 above.
4. STEPS TO PRECLUDE FUTURE SINGLE SOURCE (or BRAND NAME) AWARDS
The next ime equipment needs to be replaced try to secure enough funding to replace all equipment with more open-source oriented equipment.
5. CONTRACTING OFFICER’S DETERMINATION
I have determined, in accordance with FAR 13.106-1(b) that the circumstances of this contract action deem only a single source is available for he required services.
