About this file

This is a Performance Work Statement (PWS) for mortuary affairs realistic lane training support services required by the Marine Corps Personnel Retrieval and Processing (PRP) Company during Northern Strike-26.2 at Camp Grayling, Michigan.

The contractor must provide comprehensive cadaver training support services including fifteen (15) cadavers, five (5) instructors, and cadaver handlers for delivery, scenario preparation, disposition variations, and post-training cleanup. The contractor is responsible for cadaver transportation to multiple training sites, provision of means to support scenario-based injuries and amputations, embalming and autopsy support, and disposal of cadavers and bio-hazard materials post-training. All personnel must demonstrate expertise in transportation, storage, and handling of deceased personnel in compliance with the Revised Uniform Anatomical Gift Act (2006). The contractor will provide technical expertise, safety guidance, and operational support to DoD personnel conducting mortuary affairs and medical training operations including processing, recovery in various terrains, and embalming, but will not dictate training unless safety violations or cadaver usage concerns arise.

The contract performance period is ten (10) days from August 2-12, 2026, with all work conducted aboard Camp Grayling (South Camp), Michigan. Training occurs daily from 0700-1800 hours across multiple locations including Prisoners Camp, Combat Town, Cantonment, Grayling Army Airfield, and other sites, involving search and recovery, end-of-life care, mortuary affairs collection point operations, theater mortuary evacuation point operations, and dignified transfer scenarios. The contractor must obtain base access approval, comply with access requirements including vehicle documentation and military escort protocols, and provide personnel resumes meeting the specified cadaver handler qualifications. The contractor bears responsibility for all personnel billeting and food costs. This is a performance-based contract with government quality assurance surveillance monitoring contractor performance through procedures such as random sampling, checklists, inspections, and customer complaints. The contracting activity is the United States Marine Corps (MARFORRES RCO), and the related pre-solicitation indicates this is a ROM pricing opportunity for market analysis.
