PERFORMANCE WORK STATEMENT
Marine Corps Installation West, MCB Camp Pendleton
Active Shooter Rapid Response Training
1. Background. This Performance Work Statement (PWS) outlines the performance objectives and requirements for the provision of Active Shooter Response Training in support of the United States (U.S.) Marine Corps Marine Corps Installations West (MCI-WEST). The training curriculum aims to equip military police/security personnel with the necessary skills and knowledge to effectively respond to active shooter scenarios. In accordance with NAVMC 3500.10D, 5803-POL-1006 Neutralize and Active Shooter Mission Assurance Department has been tasked with providing the MCI-WEST, Marine Corps Base Camp Pendleton (MCB CPEN) Active Law Enforcement Rapid Response Instructor Training to train and prepare military police and Marine Corps Law Enforcement on how to encounter an active shooter and respond accordingly without hesitation in order to preserve life and neutralize the active threat.
2. Objective. To provide the MCI-WEST Law Enforcement Training instructors with the ability to train our military police across the region on active shooter response.
3. Scope. The Active Shooter Response Training shall cover the following key topics, representing the minimum training requirements for preparing military police/security personnel for active shooter response scenarios listed below. Training will be provided for 24 students once a year from August 2024 to September 2028.
• Initial Response to an Active Threat
• Handling Suspects with Visible Weapons
• Rapid Response Tactics
• Door Entry and Room Clearing
• Active Threat Considerations
• Clear and Cover Danger Areas
• Safe Weapons Handling for Tactical Operations
• Contact and Cover Techniques for Tactical Applications
• Tactical Use of Cover and Concealment
• Coordination of Contact Teams
• Non-traditional Response Techniques to Save Lives
• Proper Body Movement Techniques in Tactical Applications
• Rescue Task Force Organization and Deployment
4. Tasks .
4.1. The Contractor shall provide the following:
4.2. The Contractor shall provide a training facility, and on-site training classroom to conduct practical application.
4.3. The Contractor shall provide a classroom facility equipped to train 24 students on curriculum and practical applications.
4.4. The Contractor will provide all necessary training materials including but not limited to, training rounds, training firearms, and any specialized protective equipment.
4.5. The Contractor will provide practical exercises covering the following topics:
• Successfully approach and enter an attack site quickly and safely, even if they come under fire and encounter locked doors.
• Demonstrate how to move through internal hallways quickly and safely and setup to make an effective room entry either as a solo responder or as a contact team.
• Recognize when improvised explosive devices (IEDs) are deployed against them and react in a manner that minimizes the potential for injury to LE responders, while allowing responders to continue to Stop the Killing and Stop the Dying.
• Identify and properly prioritize the critical tasks that must be accomplished during the Stop the Dying phase and an active shooter response by utilizing the SIM acronym (security, Incident Command, medical).
• Be able to put together all steps of an active shooter response, from initial approach through the evaluation of the wounded. These steps include approach/enter the attack site, move internally, setup for and make room entry, create a secure area, threat the wounded, conduct link up, establish a secure corridor, triage, and evacuate the wounded to an external CCP. The purpose of this module is to help students gain competence and confidence with the sills they have acquired and to prepare them to be successful in the scenario-based practical exercises.
• Control the physiological effects of stress and effectively apply the active shooter response skills they have learned during this course under a variety of different circumstances including force-on-force simulation training.
5. Deliverables.
5.1. The Contractor shall provide confirmation vie email to the Technical Point of Contact (TPOC) of receipt of training dates no later than 14 days after receipt of training dates.
5.2. The Contractor shall provide via email to the TPOC, a training schedule and a detailed training curriculum, including learning objectives, practical applications, and any required precourse work no later than 14 days before the start of training.

6.1. The Technical Point of Contact will notify the Contractor of training dates for upcoming option period no later than 90 days before the yearly training event.
6.2. All necessary transportation to and from the training facility.
6.3. Lodging for students.
6.4. Standard Duty Equipment for military police.
7. Other Unique Requirements and Considerations
7.1. No data from this exercise shall be published, distributed, or briefed without written consent of the Contracting Officer.

10.0. Duration and Schedule
10.1. The training program is expected to be conducted off-site and be no shorter than a three and no longer than a five day training period.
11.0. Government Technical Point of Contact. The Contracting Officer shall designate a TPOC during the term of this contract. The TPOC will provide assistance in identification and resolution of problems, conflicts in priority, subtask requirement definitions, and other operations type problems within the scope of this Statement of Work. The TPOC will provide technical clarification and assistance in support of the contract requirements. The TPOC DOES NOT have the authority to make changes and/or give direction under this contract. The only authority under this contract authorized to make changes, give direction, and/or provide monetary adjustments is the Contracting Officer from the Regional Contracting Office MCI-WEST, Camp Pendleton CA, see paragraph 18.
11.1. TPOC Information: TO BE PROVIDED AT TIME OF AWARD.
12.0. Contracting Officer Authority. The Contracting Officer is the only person authorized to direct changes in any of the requirements under this contract, and, notwithstanding any provisions contained elsewhere in this contract, said authority remains solely in the Contracting Officer (Reference Block 31 on the SF1449). In the event the Contractor effects any such change at the direction of any person other than the Contracting Officer, the change will be considered to have been made without authority and solely at the risk of the contractor.
