Purchase Description Summary
This is a Purchase Description document (FAR Part 11) issued by the National Institute of Mental Health (NIMH) at the National Institutes of Health (NIH) for procurement of a specialized stimulus presentation system. The procurement is for the Section on Learning and Plasticity, Laboratory of Brain and Cognition, to support cutting-edge behavioral and psychophysical research involving visual stimulus presentation and cognitive task analysis for over 40 researchers.
The required system comprises four primary components: (1) a PROsix high refresh rate 6-primary hyperspectral LED projector or equal capable of presenting visual stimuli with more than standard RGB color primaries; (2) a DATAPixx3 data acquisition system with DisplayPort output or equal for synchronizing experimental data collection with stimulus presentation; (3) a short-throw lens with a throw ratio of 1.56–1.86:1 and focus range of 4.0–23 feet; and (4) a rear projection screen table mount measuring 25.5" × 14.5". Essential specifications include ultra-high refresh rate exceeding 200 Hz, 10-bit calibration accuracy for luminance and color, expanded spectral/color gamut supporting 4–16 custom color primaries, and capability for melanopsin-isolating stimulation and intrinsically photosensitive retinal ganglion cell (ipRGC) research. The system must maintain stable performance over time, integrate with existing Python and MATLAB-based software and protocols, and be compatible with existing desktop and laptop computers and research modalities including fMRI and MEG. The contractor must ship equipment within one week of order receipt, provide a minimum 24-month hardware warranty from acceptance date, and deliver long-term manufacturer technical support for hardware, calibration, and research applications. Quantity required is one advanced stimulus display system including shipping, handling, and insurance.

Version 11-30-2016-1 FAR Part 11—Describing Agency Needs
PURCHASE DESCRIPTION
1. Statement of Need and Purpose:
To procure a stimulus presentation system for presenting visual stimuli at a high screen refresh rate (>200Hz) with precise calibration for both luminance and color, with a wide field of view, and the capability of unusual color primaries in the violet, cyan, or yellow regions. Finally, we require a projector with 4-16 primaries, instead of the standard 3-primary systems. This instrument will be used within the behavioral laboratory in the OP4 clinic for use by all investigators in the Laboratory of Brain and Cognition and their collaborators (>40 researchers) in behavioral and psychophysical experimental setups.
2. Background Information and Objective:
This request originates from the Section on Learning and Plasticity, Laboratory of Brain and Cognition at The National Institute of Mental Health (NIMH) at The National Institutes of Health (NIH). To continue to support cutting-edge research, it is essential to acquire scientific equipment that will enhance its capabilities as required by specific projects. As such, the current purchase involves acquisition of a device that can rapidly present precisely controlled visual stimuli beyond the range of what may be presented with current equipment to help to understand brain function during cognitive tasks.
3. Generic Name of Product:
high refresh rate 6-primary hyperspectral LED projector
4. Purchase Description:
• PROsix high refresh rate 6-Primary Hyperspectral LED projector or equal
• DATAPixx3 data acquisition system with DisplayPort output or equal
• Short-throw lens throw ratio of 1.56 -1.86 : 1 focus range 4.0 - 23 ft
• Rear projection screen table mount 25.5'' X 14.5''
5. Salient Characteristics
The PROsix High-Refresh-Rate 6-Primary Hyperspectral LED Projector, or equal, must provide the following essential characteristics:
• Six-primary hyperspectral LED projection capable of presenting visual stimuli using more than the standard three RGB color primaries.
• High-precision luminance and color presentation, with 10-bit calibration accuracy, to support controlled vision research.
• Ultra-high refresh rate of greater than 200 Hz to enable precise temporal presentation of visual stimuli.
• Expanded spectral/color gamut, including non-standard color primaries and the capability to support melanopsin-isolating stimulation.
• Capability to support specialized visual and retinal research involving rod photoreceptors, tetrachromatic vision, and intrinsically photosensitive retinal ganglion cells (ipRGCs).
• Capability to support 4–16 custom color primaries for specialized visual stimulation, including the isolation and study of ipRGC responses.
• Multi-primary projection technology capable of providing the spectral control required for research applications beyond conventional RGB display systems.
• Long-term manufacturer technical support for the specialized projector hardware, calibration, and associated research applications.
• Data acquisition integration capable of synchronizing experimental data collection with visual stimulus presentation.
• Rear-projection screen compatible with the projector and required experimental configuration.
• Compatible short-throw lens capable of accommodating the laboratory's required projection geometry, projection distance, and space constraints.
The system must be capable of rapidly presenting visual stimuli on a large-format screen while maintaining precise and repeatable luminance and color calibration at 10-bit precision. The system must support a refresh rate of greater than 200 Hz and maintain stable luminance, color, spectral, and temporal performance over time to ensure the accuracy and reproducibility of experimental results.
