OPRD CLARIFICATIONS AND RESPONSE(S) TO QUESTIONS
The following provides OPRD’s answers to questions asked during the Voluntary Pre-Bid conference held on September 5, 2023. The information provided below is for clarification purposes only and does NOT constitute a change to the solicitation documents or requirements.
1. QUESTION: If I have sold timber to an export facility, but did not directly export the timber does that qualify for 24 month requirement listed in the ITB?
RESPONSE: The person making the bid is not eligible if they have exported logs personally within 24 months of the submission date of the bid. This also applies to anyone they have sold logs to previously within the last 24 months or who they plan to sell the current wood from the current state contract.
2. QUESTION: Disposal will be the majority of the project. Is the majority to be removed to offsite disposal?
RESPONSE: OPRD will designate the southwest corner of the Day Use Parking Lot (adjacent to the WL Log Placement Area noted on Attachment A, Exhibit B Map) for placement of chipped material.
3. QUESTION: Are the fish logs noted as Wildlife logs? Are they whole logs, not chunks?
RESPONSE: Attachment H – Appraisal Worksheet notes the number of identified Wildlife Trees, also known as Fish Logs. These trees shall be in noted lengths of 20 feet, 30 feet, or 40 feet sections, with or without root wad. Merchantable Timber may be used to supply Fish Logs to the maximum amount noted in the ITB. Attachment I Log Types shall be added to the ITB, see amendment section.
4. QUESTION: Is there a map of trees?
RESPONSE: A map with GPS coordinates will be provided for the Contractor at the pre-operations meeting.
5. QUESTION: Is there a special order you want the project to be performed in or can we work as needed?
RESPONSE: OPRD and Contractor will work together on an operations plan after Notice to Proceed is issued.
6. QUESTION: My initial estimates do not seem to find $16,000 in merchantable logs, how did you determine the value?
RESPONSE: The value was determined by a 100% cruise of the trees to a 5 inch top, with the timber value based on the regional pond values as of July 2023.
7. QUESTION: What kind of protection will be required across the roads when falling trees?
RESPONSE: Contractors can use mats, logs, etc to protect the pavement from damage from falling trees.
8. QUESTION: Are we required to clean up to the original condition? Blow and sweep?
RESPONSE: Yes, for the most part. Stumps shall be cut flush as close to the ground as possible; and large pieces, branches, etc shall be removed. Raking and blowing is not required.
9. QUESTION: Are three bar pads on a small excavator acceptable on pavement for this project?
RESPONSE: Yes, rubber or three bar pads (grousers) are acceptable.
10. QUESTION: Some trees are close to the power lines. Can they be deenergized while working in that area?
RESPONSE: Yes, OPRD can arrange for the lines to be deenergized.
11. QUESTION: Can we broadcast chips into the brush and at some campsites?
RESPONSE: OPRD has arranged for all chips to be hauled to the southwest corner of the Day Use Parking Lot, see amendment section.
12. QUESTION: If the park is closed, can we work on the weekends? Do we need to be onsite every day once we start the project?
RESPONSE: Yes, Contractor may operate from sun up to sundown, 7 days a week, see amendment section for ITB change. Contractor is not required to be onsite daily during performance of the Contract, while meeting the Contract Completion Date.
