The contractor must provide a completed hazardous waste disposal manifest within 30 days of final disposal and return the range to its original configuration with new fire-retardant ballistics rubber installed.
The contractor must be bonded, licensed, and properly insured as a bullet trap system maintainer, provide current proof of insurance and license upon request, and maintain appropriate base access and vehicle passes for all personnel. Work shall be performed Monday through Friday 0730–1700 when the range is not in use, with scheduling coordinated through MDMC at 229-639-6536 or 229-639-7742. All tasks must comply with manufacturer operation manuals, maintenance handbooks, and repair guides, and contractor personnel must present a neat appearance and be easily recognizable as contractor employees.

Performance Work Statement (PWS)
Project Title: Gun Range Cleaning Contract 03 March 2026
I. GENERAL REQUIREMENTS:
1.1. The contractor shall provide all personnel, equipment, tools, materials, vehicles, supervision, transportation and other items and services necessary to perform the gun range cleaning and hazardous waste removal located at lane three of the MDMC indoor 100 meter gun range , including removal and replacement of ballistics rubber as defined in this Performance Work Statement (PWS) at the Marine Depot Maintenance Command (MDMC) gun range. The contractor shall perform to the standards in the contract as well as comply with all federal, state, and local regulations.
1.2. Applicable Regulations: Work shall comply with OSHA 29 CFR 1910.1025 (Lead Standard), OSHA 29 CFR 1910,120 (HAZWOPER, if applicable), EPA RCRA Regulations (40 CFR 260-273), DOT Hazardous Materials Transportation (49 CFR), Georgia EPD Regulations, Navy/Marine Corps Occupational Safety and Health (NOSH) Standards and all installation environmental policies.
1.3. Task 1 CLEANING OF LANE THREE ONLY
1.3.1. The range cleaning services will be used to reduce, to the greatest extent possible, the lead contaminants from surfaces within the range, the bullet trap room, removal of the ballistic rubber and the control room/booth. Lane three is 592 square feet.
1.3.2. HEPA vacuum the range floor from the bullet trap to the wall behind the shooters.
1.3.3. D-lead wipe all horizontal and vertical surfaces from the firing line to the back wall and from the bottom of the safety ceiling to the floor. D-lead wipe tables, walls, and floors within weapons cleaning room and the control room booth.
1.4. Task 2 HAZARDOUS WASTE
1.4.1. Contractor shall collect, handle, manage, and transport all hazardous waste from the bullet trap (ballistics rubber), firing range and transport in accordance with all state, federal, local and Marine Corps rules and regulations. Contractor shall take all measures to prevent the release of lead fragments and dust to the ground, atmosphere and water.
1.4.2. Package decontamination supplies and personal protective gear as lead contaminated hazardous waste for disposal in the designated hazardous materials waste barrel. Contractor is responsible for all hazardous waste disposal from the gun range cleanout and must provide a completed manifest within thirty (30) days of the final disposal.
2. PROJECT SCOPE:
2.1. Environmental Requirements: The contractor shall be knowledgeable of and comply with all OSHA and Environmental Rules and Regulations applicable to federal, state and local regulations and requirements regarding cleaning and handling of the hazardous waste from the range. The contractor will provide/wear all necessary Personal Protective Equipment (PPE) while performing duties associated with this PWS.
2.2. Security Requirements: The Contractor will be required to produce information and documents needed to gain access to MCLB and MDMC. A valid driver’s license, state issued identification card or passport will be needed.
2.3. Safety Requirements: The contractor shall not employ person for work on this contract if such employee is identified to the contractor by the Contracting Officer as a potential threat to the health, safety, security, general wellbeing or operational mission of the installation and its population. Contractor personnel shall present a neat appearance and be easily recognized as Contractor employees.
2.4. Licenses and Permits: The contractor shall be bonded, licensed, and properly insured as a maintainer of bullet trap systems. The contractor shall provide proof of license and insurance to the government upon request.
3. WORK SCHEDULE:
3.1 Hours of Operation. Normal operation is Monday through Friday 0730 to 1700, except for Federal Holidays.
3.2. Work will be performed when the range is not in use, and the contractor will schedule with MDMC personnel ahead of time for range use/available times to perform cleaning.

4. WORK AREA ACCESS:
4.1. The Small Arms Supervisor will unlock/secure (as needed) the range at the time of maintenance and repairs and shall access all equipment rooms/areas pertaining to the required work identified in this document.
5. PROTECTION OF GOVERNMENT PROPERTY:
5.1. The contractor is solely responsible for compliance with OSHA and EPA standards for the protection of their employees. The Contract Manager shall ensure specific safety requirements in the Navy/Marine Occupational Safety and Health (NOSH). The Marine Corps is not responsible for ensuring that contractors comply with personal safety requirements that do not present the potential to damage government resources.
6. SITE MAINTENANCE AND CLEAN-UP:
6.1. The contractor shall return the range to its original configuration after servicing. The range shall be clean of lead debris and new fire-retardant ballistics rubber shall be installed according to the configuration of the bullet trap. The contractor will also be responsible for immediately cleaning up any spills, debris, etc., which may occur during servicing of the range. The contractor will clean up all refuse generated by contractor maintenance. The contractor will be responsible for keeping common areas free of refuse and debris.
7. BASE ACCESS:
7.1. The Contractor shall obtain appropriate Base access for all employees and vehicle passes for all contractor and personnel vehicles requiring entry onto MCLB. Current vehicle registration, current proof of insurance and a valid driver’s license must be presented for all vehicles to be registered.
8. SPECIFICATIONS:
8.1. All tasks being performed on equipment requiring maintenance and/or repair shall be conducted in accordance with all operation manuals, maintenance handbooks, and repair guides established by the product manufacturer.
