About this file

This draft performance work statement and related request for information describe maintenance requirements for the telephone system at Marine Corps Air Station Miramar in California. Services include installation, operation, and maintenance of an Avaya Communications Manager 6 telephone switch and various third-party equipment by certified technicians. Respondents must be authorized Avaya maintenance providers able to meet certifications for the Avaya equipment. The Regional Contracting Office is seeking capabilities statements by September 11th from contractors demonstrating experience maintaining systems of similar size and scope. Statements should include the firm's DUNS, CAGE code and socioeconomic status along with confirmation of Avaya authorization. Relevant experience and any applicable GSA contracts should also be included. The scope of work appears to require preventative and corrective maintenance of a complex VoIP telephone network on an ongoing basis.

8.0 OVER AND ABOVE WORK

8.1 For the purpose of this contract over and above work is defined as being any material repair cost that exceeds

50% of the total replacement cost of that item. These over and above costs do not include the cost of labor, software licensing or software upgrades. The Contractor shall substantiate the need for over and above work by describing the conditions that warrant the repair, and why minor repair measures accomplished as part of regular maintenance will not suffice. The Contractor shall report the need for over and above work repairs to the Contracting Officer’s Representative (COR).

8.2 Authority of Over and Above Work. The Contracting Officer is the only person(s) with authority to authorize the Contractor to proceed with the work in accordance with the over and above work portion of this contract. Work will be negotiated and approved in advance for each work request. All work requests will be submitted to the COR in writing. It is the sole discretion of the Contracting Officer to determine whether the

Government will make the repairs or replace items. Replacement terms may be acquired either from the

Contractor or from any other source determined to be advantageous by the Government, in its sole discretion.

8.3 Estimate, Preparation and Evaluation

a. The preparation of estimates is included in the price of the firm fixed-price portion of the contract.

b. Following equipment inspection, or if requested by the COR, the Contractor shall provide a written work estimate that will include the following minimum information:

(1) Contractor name and address

(2) Contract number

(3) Date inspection was performed/call placed.

(4) Equipment description (make, model, serial number, software version, etc…)

(5) Itemized list of parts required to perform repair, including quantity and price for each item.

c. Material and Parts.

(1) Material price and parts shall be the lowest price available considering the availability of materials and the time constraints of the job. It shall include any discounts and/or rebates accrued to or for the

Contractor. Parts shall be provided to the Government at the Contractor’s cost without markup.

(2) The Contractor shall provide quotations from three suppliers of the materials.

d. Estimate Evaluation: The Contractor’s estimate will be evaluated to determine if:

(1) The scope has been clearly and accurately identified.

(2) The cost of materials and parts are reasonable and properly documented. The material and parts shall include a detailed estimate of materials including such items as the name of the part, manufacture of the part, the part number, the size, quality, quantity (number of units), and the unit prices.

(3) The estimated lead-time for the delivery of the part to the Contractor is to be included.

(4) The Contractor shall state the actual time it will take to perform the work from commencement to completion.
