About ABMC The American Battle Monuments Commission (ABMC) is an independent agency established under authority of Chapter 21 of Title 36 U.S.C. Its mission is to commemorate the sacrifices and achievements of the United States armed forces. It accomplishes this mission through the administration, operation, and maintenance of commemorative cemeteries and memorials in 17 countries around the world, including the United States.

ABMC is also responsible for establishing and maintaining new memorials as directed by Congress. The Commission is composed of up to 11 members appointed by the President and a Secretary of the Commission, who is also a Presidential appointee. The Secretary is responsible for the day‐to‐day operation of the Commission.

The agency’s workforce consists of approximately 520 staff, including 100 staff in Arlington, VA and Paris, France, and 393 staff across 26 cemeteries and 2 memorials.

Overview ABMC currently utilizes fiber direct Internet access (DIA) provided by GTT at twenty-nine (29) of our thirty (30) locations, and Unified Communications as a Service (UCaaS) with Microsoft Direct Routing provided by Pure IP, Inc. The existing services partially meet the full portfolio of technical requirements and demands of our daily operations, for examples, ABMC continues to experience recurring DIA unplanned upstream provider outages, limitations related to on-premises Session Border Controllers (SBCs), and overall unsatisfactory bandwidth and quality of service (QoS) performance issues.

Fiber DIA and UCaaS services are used by all of ABMC staff around the world for real time communication and outreach needs, therefore they must be extremely reliable, fault protected, and require zero to minimal on-premises infrastructure.

ABMC requires Contractor to provide two responsive, scalable, turn-key, full-service Information Technology platforms replacing the existing DIA and UCaaS solutions including:

1. Tier 1 dedicated, symmetric fiber DIA services, and

2. UCaaS with Microsoft Direct Routing at all ABMC locations.

The intended deployment date of is July 2025 for fiber and September 2025 for UCaaS, respectively. Contractor should deliver encompassing professional “white glove” services to completely and successfully plan and transition ABMC to new fiber and UCaaS services. Services are to include all parts and labor, equipment, and any other collateral expenses to service and perform transition activities such as planning, discovery, design, surveying, transitioning (including construction if needed), and support to new fiber and phone services.

Fiber Direct Internet Access One of the key fiber requirements of ABMC is the availability of Internet connectivity that has efficient capability to access electronic data, information, and conduct real time conferencing using modern Microsoft 365 and Azure tools. ABMC currently operates a portfolio of Information Technology (IT) services on Software-as-a-Service (SaaS), Infrastructure-as-a-Service (IaaS), and Platform-as-a-Service (PaaS) within Microsoft 365 and Azure commercial cloud environments located in the Contiguous United States (CONUS).

ABMC’s existing fiber direct Internet services are provided by GTT ranging from 100Mb to 1Gb connecting 29 sites (other than the North Africa American Cemetery in Tunisia where GTT has no cost-effective last mile provider).

ABMC anticipates that most or all of the locations in Appendix 1 can reuse the existing last mile construction of fiber facilities and inside wiring built by GTT and their contractors between 2020 and 2022, for the current 200Mb/s to 1Gb/s circuits, to potentially meet new connection requirements by this PWS.

Contractor shall provide Tier 1 broadband fiber connectivity and Internet services to ABMC global sites and offices with desired speeds ranging from 200Mb/s to 10Gb/s. Final selection of speeds at each site will be based on evaluations of fiber service availability, individual site’s needs (i.e., based on the number of staff at each site) and costs/benefits at various speed tiers.

Furthermore, ABMC may be tasked by Congress to oversee additional cemeteries or memorial sites during the duration of this contract. One such site being considered is a visitor center within the National Memorial Cemetery of the Pacific, located in Honolulu, Hawaii. ABMC reserves the right to add or remove sites listed in this PWS based on direction from Federal leadership.

ABMC expects Contractor to provide committed pricing to serve all ABMC sites for the duration of the Contract which includes a base year and up to nine option years. Pricing proposal must include monthly recurring costs for 200/500/1000Mbps and 10Gbps at each site, and wherever possible, options to temporarily burst up or bring in up to 10Gbps on an as-needed monthly basis to support ABMC events or to upgrade to 10Gbps.

It is essential that Contractor understands that ABMC seeks the best possible monthly recurring pricing for fiber-to-the-premise (FTTP) and service level agreement (SLA). ABMC does not intend for Contractor to recover the cost of construction through service fee pricing. Before considering new construction, Contractor must perform site survey(s) and assessments and confirm the feasibility of re-using existing middle mile, last mile, and inside wiring infrastructure, built between 2020 and 2022. ABMC may consider new construction on a case-by-case basis when compelling reasons exist.

Unified Communications as a Service (UCaaS)

Contractor shall propose a complete, scalable, end-to-end solution including design, planning, system architecture, installation, implementation, network analysis, training, and post-installation support for this project. The proposed solution shall include audio and video conferencing, internal and external paging, instant messaging, call recording, Microsoft Office 365 integration, and collaboration tools, in addition to modern and essential telephony features. ABMC would also consider options that remove the necessity of having a standard physical desktop phone handset including softphones and virtual phones.

Contractor shall provide a system that is cloud-native with Microsoft Teams, or compatible with Microsoft Direct Routing and limit any hybrid system that requires both on-premises and cloud components.

Contractor shall provide a proven, effective, and carefully structured approach to migration and implementation and support to the new UCaaS platform. Implementation refers to all efforts required to provide a complete and functioning system and to prepare ABMC to use the new system effectively and with minimal disruption including planning, detailed design, interfaces, software integration, telephone number porting, designing, minimal software modifications, testing, training, data conversion, end-user and technical documentation, project management, implementation change management, and post-implementation warranty support.
