About this file

This Performance Work Statement (PWS) details carpet cleaning services for the Marine Barracks Washington DC 8th & I (MBW) Quarter's 6 facilities. The project involves removing, cleaning, and transporting 13 carpets of various sizes (hand tufted, machine made synthetic, and hand washed rugs) ranging from 6' x 9' to 19' x 36') from the Home of the Commandants during a renovation in September 2025.

The contractor must carefully remove carpets without damage, professionally clean using appropriate methods for each carpet type, conduct pre-inspection to document existing damage, spot-treat stains, perform minor repairs, thoroughly dry carpets to prevent mold, bag and label carpets, and transport them to a designated storage facility at 17001 Interstate Drive, Dumfries, VA 22026. The performance period is August 25, 2025 - September 5, 2025, with carpet pickup scheduled between August 25-29, 2025, and all work to be completed by September 5, 2025. Strict facility access requirements include mandatory pre-enrollment, SECNAV 5512/1 form submission, and escorted base entry.

## Important Notes

- **Escort Requirement**: All personnel seeking a DBIDS credential, or temporary pass must be escorted by their sponsor or the sponsor’s.

representative with a valid CAC and blue decal, not a DBIDS credential. If the sponsor sends a representative, the sponsor needs to send an email in advance stating the post(s) to be accessed and the hours and days of the week the contractor is scheduled to work. We cannot accept this information from the contractor or credential seeker - this MUST come directly from the sponsor. If the credential seeker shows up without an escort, they will be denied services and escorted off base.

Guard personnel are not escorts; their primary duty is the safety and security of the installation.

- Common reasons for access denial include:

1. Incomplete pre-enrollment or SECNAV 5512/1 form

2. Lack of valid original ID as specified

3. Failure to meet Standards for Access
