Contractor Requirements

3.0 Technical Requirements/Tasks:

This service will require applications of government provided pesticide for the control of target pests (seed bug, coneworm, and seed chalcid), that have the ability to destroy seeds in cones and compete with orchard trees for water and nutrients within the center’s 16 seed orchard units.

The spraying project will begin sometime in late April or early May of 2026. Contractors will need to have specialized knowledge and experience in applying pesticides to mitigate all safety concerns. Contractors will have to apply 4 separate insecticide/fungicide spray applications of government provided pesticide for insect and disease control, and multiple herbicide treatments. Spray applications will occur sometime in late April or early May through mid- September in 21-to-30-day intervals. The insecticide/fungicide spraying will need to occur during the evening hours when the facility is closed for the safety of employees, public and public pets. The pesticide spraying will occur during regular daytime hours. The government provided insecticide/fungicide will be used for the control of target pests and foliar diseases that have the ability to destroy our annual cone crop.

For the insecticide/fungicide spraying, the contractor shall provide high-pressure air-blast spraying equipment capable of reaching a minimum height of 70 feet and up to 90 feet, ensuring full and uniform coverage to the tops of the trees. Contractor will need to have at least 4 to 5 high pressure enclosed cab spray rigs in operation during the application to complete spraying of all 16 seed orchard units (84 acres) in one night by ground application.

Contractor will drive down every other row while spraying at a rate of 3 MPH. Spraying must occur between the hours of 1800 and 2400. Spraying shall be completed in a six (6) hour window. Aerial applications are not permitted at the location due to residences and businesses proximity to the facility.

For the herbicide spraying, the contractor shall provide towable tank trailers with hose reel and sprayer wand with nozzle or backpack sprayers to drive or walk along the sprinkler lines spraying the grass and weeds that grow up and impede the action of the sprinkler heads.

NOTES:

Pesticide Application Reporting Instructions Two types of information are required are required by USDA for pesticide treatments on NFS lands: the Pesticide Use Proposal (PUP) (Form FS 2100-2) and daily logs of the actual application. The state of CA also requires information specific to site, time, and amount of chemicals applied. This report documents the actual application of pesticides using site- and application- specific data. There are three possible scenarios for Application Information:

1. Single Product: A single formulation/a.i. is used, with or without any adjuvents.

2. Product Mix: A commercial pesticide formulation or product with two or more Active Ingredients (a.i’s). A daily log record is created with one product name and two a.i.’s.

3. Tank Mix: Two or more pesticide products custom-mixed in a single spray tank by an applicator. A daily log record is created with two chemical a.i.’s, and a % solution or two a.i. rates are recorded for each chemical.

4. Two Applications with one Product: When a pesticide product is applied on different parts of a site requiring different equipment and calibrations, multiple daily log records are required (one for each).

Agency/Contractor: The name of the organization, business, or contracting entity applying the pesticide Applicator Name/Phone/Email: The name, phone, and email contact for the person applying the pesticide(s).

CA DPR License #: The QAC, QAL, or PCA/PCB associated with the person applying the pesticide.

Project Name: The name of the project, as recorded on the PUP and as associated with the project NEPA NEPA ID#: The record ID associated with the project NEPA Forest/District: The name and/or district of the USFS national forest system and/or district Location Name/Sale Org/#: The site-specific location/geographical name, the sale name or reference #/ID Application Date: MM/DD/YYYY Target Pest(s): Include all species targeted by the tank mix on-site for this daily log Date Planned: The original targeted or proposed date of application MM/DD/YYYY Date of Application: The actual date of application MM/DD/YYYY Application Area: The non-overlapping area (ac) where pesticides are applied on a particular date.

Application Method: Backpack Spray (“BS + modifier: spot spray SP”, broadcast spray BR”, or basal bark spray BB”); Cut- Stump (“CS”—include size class range); Hack-and-Squirt “HS”; Soil Application (“SA”); Soil Injection (“SO”), Stem Injection (“ST”); Bark Application (“BA”—include diameter range); Fumigation (FU); Boom System (“BS”—include tank size); Aerial Application (AA) Calibrated Spray (GPA): The amount of spray, in gallons per acre (GPA) of field-calibrated equipment Volume Applied: The total volume (diluents, pesticides, and adjuvants) applied on-site for a specified date Calibrated Volume: The acre-volume of mix to be applied based on calibrated output of applicator, equipment, and application method. The area-volume (gallons per acre) should be used to determine the mixing rate.

Product Rate: The label rate in which the product is to be applied, typically expressed as ounces or pounds of product per acre. Product Rate along with Calibrated Volume is used to determine a mixing rate. Calibrated volume is required when using product rate.

%Solution: The amount of pesticide in the final mix expressed as a percentage of the total solution mixed in the tank. This value is typically a volume/volume (v/v) ratio or may be expressed as an active ingredient concentration (a.i).

%Solution is used when the pesticide application is not area based, but rather is individual plant treatment such as stump applications. Example: 1.0% solution is 1gal of product in 100 gallons of dilutant.

Calibrated volume is not required with “%Solution”.

Product Trade Name: The name of the pesticide product applied to the site. You may enter multiple product names if the products are components of a tank mix.

Active Ingredient: The active ingredient (common name) of the product formulation, may include multiple entries if a product mix is chosen.

Diluent/Adjuvents: Enter the carrier for the pesticide and any adjuvents added, and at what rate. For most applications the Dilutant will be water.
