The memorandum states Zoom for Government may be used for ONR to host Webinar and Enterprise meetings on government-issued unclassified computers or personal devices that are not NCMCI devices. 5. Determination by Ordering Activity Contracting Officer that the Order Represents the Best Value.
The Government will determine the prices for these requirements as fair and reasonable in accordance with FAR 8.405-2(d). Fair and Reasonable will be based on market research, comparison of price lists/catalog, and comparison of similar past procurements. The Government has already found the original award pricing to be fair and reasonable and will assess price reasonableness for the added licenses.
6. Description of the Market Research
Market Research was conducted during the requirement phase of the subject task order. ZOOM sales representatives confirmed Carahsoft is the official Government Distributor and Master Government
Aggregator for Zoom for Government. Therefore, ONR awarded a stand-alone GSA Schedule order to

8. Statement of Actions Taken to Remove or Overcome Barriers to Competition.
As Information Technology continues to evolve and the COVID situation changes, other products may be considered viable for future acquisitions as the Navy migrates to O365.
