Request for Quote 12639521Q0073 WS Deer Carcass Processing
This Request for Quote is being conducted in accordance with FAR Subpart 13.5 test program procedures for deer processing services. Simplified acquisition procedures will be followed
Quote Submission Requirements
In order for a contractor to have a complete quotation package, the following must be submitted to the Contracting Officer to be considered responsive:
• A completed 1449 with blocks 17a, 30a, b and c completed.
• A firm fixed price quote showing the prices for line items 0001 – 0005 in the Schedule of Items.
• The Department of Labor Service Contract Act applies to this contract so the contractor shall take this into consideration when developing a price quote. The contractor is responsible for obtaining the wage determination applicable to the location of their facility where the services will be performed as well as determining the appropriate labor categories/occupation codes under the applicable wage determination. Included with this solicitation is Wage Determination No. 2015-4144 is $18.14 (Apr. 2020), the Occupation Code is 07210 Meat Cutter for Albany County, New York. Please contact the contracting officer if you need assistance. The applicable Service Contract Act Wage Determination can be obtained from the Department of Labor website at http://www.beta.sam.gov/.
• Include a copy of your USDA credentials for the services needed in this solicitation.
• A copy of the completed provision 52.212-3, Offeror Representations and Certifications—Commercial Items. A contractor shall complete only paragraph (b) of this provision if the contractor has completed the annual representations and certifications electronically at http://www.sam.gov for NAICS code 311612. If an offeror has not completed the annual representations and certifications electronically at the SAM website, the contractor shall complete the provision in this solicitation and submit it with their quote. Vendors are required to have an active registration in the System for Award Management database (SAM) when their quote is submitted.

Evaluation of Quotes. The contractor shall provide information on the services they are offering and explain the firm’s capabilities and how the contractor intends to meet the requirements discussed in the statement of work below. Do not include a copy of the entire solicitation with your quote. Contractors need only provide the items described above.
If a Contractor’s quote package doesn’t contain all of the items listed above or isn’t received by the closing date and time listed below, the quote may be considered incomplete for evaluation purposes and no further consideration will be given to the Contractor’s quote, thereby making an Contractor ineligible for award.
Quotes shall be submitted via email to Andre Nelson at andre.r.nelson@usda.gov by 2:00 p.m. ET on Thursday Feb 18, 2021. Please reference the solicitation number on your documents. Mr.

The deadline for questions related to this solicitation is Tuesday Feb 16, 2021 at 11:00 a.m. ET.
All questions must be submitted in writing to the Contract Specialist, Andre Nelson. Any questions received after that date may not be accepted or answered.
Evaluation of Quotes:
The Government will award a contract in accordance with FAR part 13.106 resulting from this solicitation to the responsible contractor whose quote conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Award will be made to the quote determined to be the best value which will include a comparative evaluation of contractor quotes considering price, technical capability and past performance. The USDA’S comparative evaluation of contractor quotes will consider the contractors ability to meet the agency’s needs and the contractor’s demonstrated ability to provide the services requested in the statement of work.
Among other things, the following will be evaluated to determine the best value for award:
Location of the processor, which days of the week the processor will be available for deer processing, the capacity of the processor to freeze and hold meat for up to 3 months until it can be picked by the USDA or it’s designee. (The processor may need to hold frozen meat from up to 3,000 deer for a period up to three months) The location of the processor with regards to the current projects is an important factor for awarding a contract.

USDA APHIS Wildlife Service, New York
Work Requirements
The government will award a firm fixed price indefinite delivery indefinite quantity commercial services contract.
1. The U. S. Department of Agricultural (USDA) Animal Plant Health Inspection Service (APHIS) Wildlife Services (WS) program is looking to establish a contract with a processing facility. The facility shall be "5A Exempt" permitted or higher, approved by the New York State (NYS) Department of Agriculture and Markets to process meat.
2. The USDA APHIS WS staff from New York shall deliver eviscerated deer carcasses to the processing facility from one to five days per week from about August 1 - May 15 each year. The peak of deer processing activity will likely be August through April each year. The processor shall allow the USDA -WS to deliver the deer. The immediate need is for a processing facility on Long Island, the Lower Hudson Valley (Interstate 87 corridor), and the Albany Capital District (Interstate 87 and 90 corridor), NY, in order to have reasonable travel time in delivering deer to the processing facility and return to Albany or Queens, New York. The total estimated quantity of deer to be processed is 500 – 800 deer per year.
3. Individual processors may be tasked with processing 500 - 800 deer annually, depending on where deer are killed in proximity to the processing facility. The processor is only required to process the deer into burger.
4. Deer meat shall be removed from the deer carcass, ground into burger. Meat shall be placed in packages weighing about one pound. The packaged meat shall be frozen.
Each package of meat shall be marked with the processing plant's name and marked "not for sale." Wildlife Services shall provide a label with its name, address, and state wildlife permit number to be placed on the packaged meat. The label provided by Wildlife Services shall also have NYS safe handling statement.
5. The processor shall be responsible for the disposal of all waste byproducts from the processing of deer in addition to the offal brought to the processor with the carcasses. Deer and/or their parts (except the hide) will not be released, transported, or transferred to any other individual or entity. Any parts remaining (except the hide) after processing, may not be retained or utilized for any purpose.
6. The processing facility shall maintain a copy of the deer processing information for the period of one year and shall allow for inspection by the USDA-WS with reasonable advance notice.
7. The USDA-WS shall advise the processing facility which charitable organization(s) will be provided the deer meat. USDA-WS will facilitate transfer of the packaged

The processor may need to store frozen meat from up to 3,000 deer for a period up to three months so the contractor shall have the capability to store this quantity of frozen meat for this time period.

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, as defined in FAR 2.101, on the date of award of this contract, and does not contain the clause at 52.215-2, Audit and Records-Negotiation.
(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.

(i) Examine any of the Contractor’s or any subcontractors’ records that pertain to, and involve transactions relating to, this contract; and
(ii) Interview any officer or employee regarding such transactions.
(e)(1) Notwithstanding the requirements of the clauses in paragraphs (a), (b), and (c), of this clause, the Contractor is not required to flow down any FAR clause in a subcontract for commercial items, other than—
(i) Paragraph (d) of this clause. This paragraph flows down to all subcontracts, except the authority of the Inspector General under paragraph (d)(1)(ii) does not flow down; and
