Request for Information Legal Case Management Modernization for the National Labor Relations Board (NLRB) Dated: 01/05/2023
This is a Request for Information (RFI). This is NOT a solicitation for proposals, proposal abstracts, or quotations. The information gained will assist in developing the acquisition strategy for NLRB’s requirement for Legal Case Management Modernization. The NLRB is issuing this RFI to request feedback from industry about capability of accomplishing the general requirement as follows:
The NLRB's mission is to safeguard employees’ rights to organize, engage with one another to seek better working conditions, choose whether or not to have a collective bargaining representative negotiate on their behalf with their employer, or refrain from doing so. The NLRB also acts to prevent and remedy unfair labor practices committed by private sector employers and unions, as well as conducts secret-ballot elections regarding union representation.
The Office of Chief Information Officer (OCIO) supports the Agency's mission with several critical systems that will be in an operations and maintenance (O&M) posture during the planned case management modernization period. The current technology stacks supporting case management include SharePoint, SOLR, custom .Net applications, Siebel, Documentum, PowerBI, Oracle Analytics Server and a custom developed enterprise data warehouse. The case management application stack runs on MS Windows servers in the Microsoft Azure cloud. The future modernized system is envisioned to operate in Azure utilizing Microsoft solutions where viable.
The anticipated period of performance for this requirement is five (5) years; a 12-month base period, and four (4) 12-month option periods.
To this end, the NLRB is seeking the following information from companies under the North American Industry Classification System (NAICS) code 541513 – Computer Facilities Management Services. Considering the nature of the IT modernization work specified above, the NLRB welcomes comments as to which NAICS Code is most appropriate for this action.
