The inventory area is located within the San Juan National Forest, Dolores Ranger District. Survey will be conducted on 3,163 acres within the base unit, which is located within the Lone Pine Vegetation Management Project Environmental Assessment (EA) analysis area. Should additional funds become available, additional inventory may be conducted on optional unit 1 (522 acres), which comprises three treatment units located adjacent to McPhee Reservoir; optional unit 2, which comprises 2,405 acres within the Lone Pine EA; and/or optional unit 3, which comprises 1,254 acres within the Dolores Aspen Landscape Vegetation Management EA analysis area.
With the Lone Pine EA, the Dolores Ranger District is proposing to conduct vegetation management across approximately 36,810 acres in fifteen separate project areas within the EA analysis area. Proposed treatments include sanitation/salvage, pre-commercial thinning, commercial thinning, single tree selection treatments, oak thinning, reforestation, and pile burning. Treatments may be accomplished using mechanical harvesters, hand (chainsaw) thinning, mechanical mastication, machine piling, hand piling, and/or hand ignition of piles.
The purpose of this project is to increase forest resilience, increase age-class diversity, promote the recovery of forest vegetation, reduce the risk of high severity wildfires, and provide wood products for commercial and non-commercial uses.
Along McPhee Reservoir, the Dolores Ranger District is proposing to improve the forage quality and quantity within three paddocks that are located within critical winter range for mule deer and elk and located near transitional big game range. Critical winter range and adjoining transitional range are important to the survival and recruitment of big game. The project proposes scarification of the paddocks with a herbicide application followed by aerial overseeding with a mix of native grasses, forbs, and shrubs.
With the Aspen Landscape EA, the Dolores Ranger District is proposing to treat approximately 6,819 acres of mature aspen in order to: 1) improve and maintain the resistance and resilience of aspen forest ecosystems over the long-term, 2) increase the size and age-class diversity of aspen forest ecosystem developmental stages, and 3) provide economic support to local communities by providing timber products to local industries in a sustainable manner.
Proposed project activities include even-aged clearfell-coppice timber harvest treatments, which would simulate mixed and high-severity disturbances on the forested landscape. All stands and harvest units would receive the coppice harvest treatment. This treatment would remove all of the trees within a cutting unit with the exception of leave tree reserve areas equal to 10–15 percent of the total unit area. A combination of ground-based mechanical equipment and hand falling with chainsaws would be used to harvest the timber. Additional connected project activities would include maintenance and reconstruction of existing forest system roads, temporary road construction and obliteration, and timber harvest slash treatment. Slash treatment would entail piling for later burning, lopping and scattering throughout the unit, a combination of piling and burning and scattering, or removal as fuelwood or biomass.
120 - Work submittal

Prior to conducting any fieldwork, the contractor will submit a Fieldwork Authorization Form to the COR and discuss any special conditions that may apply to this project.
DIVISION 200 - TECHNICAL SPECIFICATIONS
210 - Survey techniques
Once the procurement is issued, the contractor may commence work by scheduling an appointment to conduct a records search at the Dolores Public Lands Office. The file search can begin immediately upon receipt of notification of award or receipt of a Notice to Proceed (acceptance of bid and award of procurement). The following fieldwork restrictions for snow cover apply: the inventory area must be 80% snow-free and reasonably dry. Provisions for extension of fieldwork dates may only be made for unusual or prolonged weather delays.
The inventory area can be accessed by vehicle and then by foot. Field personnel will be required to keep all motorized vehicles on existing roads. The limits of the inventory area are not marked in the field. Overall, inventory area will require accurate location and orientation prior to inventory.
As a minimum, the contractor shall perform the following:
1. Prior to conducting fieldwork, the contractor will submit a Fieldwork Authorization Form to the COR and discuss any special conditions that may apply to this project. The Fieldwork Authorization Form must be signed prior to the commencement of fieldwork.
2. Prior to conducting fieldwork, the contractor will review the SHPO notification package for the Lone Pine EA and the Aspen Landscape EA (if optional unit 3 is exercised) and any previous survey reports and site documentation on file at the Dolores Public Lands Office and with the OAHP.
3. The contractor will conduct a 100% intensive Class III pedestrian survey of the inventory area. The maximum transect width per surveyor will not exceed 15 meters (49 feet). Transect spacing should be reduced as needed by vegetation and ground cover to ensure complete, intensive inventory coverage of the entire inventory area. A map and compass or GPS shall be used to ensure systematic, even coverage of the inventory area.
4. Each crew member must be directly supervised by an individual who meets the requirements for crew chief, as specified in Section 160 above. Survey crews may consist of no more than five individuals.
Sites:
For the purpose of this contract, a cultural resources site is defined as a locus of human activity that is more than 50 years old, including prehistoric and historic resources, involving evidence of purposeful behavior beyond the level of one or a few accidentally deposited artifacts.
Minimal site identification criteria include at least one of the following:
(a) One or more features,
(b) One formal tool if associated with other cultural materials or more than one formal tool,
(c) An occurrence of three or more classes of artifacts,
(d) Two classes of artifacts in a density of at least ten items per 100 square meters,
(e) A single class of artifacts in a density of at least 25 artifacts in a definable area, or
(f) One or more culturally peeled trees.
Isolated Finds:
Occurrences of artifacts at less than the above shall be classified as isolated finds (IFs), including scatters (fewer than 25 artifacts), isolated artifacts, or isolated features. A "pot bust" is considered to be an IF, even if it contains more than 25 sherds. IF descriptions will, when possible, include associated dates, cultural affiliation, material type, ceramic type, and other information for determining the context of the IF. An isolated feature is a construction that, due to its lack of association, is not designated as a site. Examples of isolated features include isolated railroad grades, isolated trash dumps, and abandoned roads.
Isolated prehistoric features, such as grinding slicks, pecked hand and toe holds, or bedrock mortars, will normally be recorded as sites. Significant cultural manifestations younger than 50 years old may occur in the inventory area. In some cases these cultural manifestations may be associated with recent Native American activities or other recent historic events. These manifestations should be documented as part of the inventory and in some cases, after consultation with the COR, may be recorded as sites. Recording the content and location of isolates is generally considered to exhaust the information potential of the find, and they are not usually considered to be eligible for the National Register of Historic Places.
Exclusions:
Certain constructions (i.e. modern fence lines, recreational and hunter camps, modern camp fire rings, logging roads, skid trails, modern isolated trash dumps, and modern abandoned roads) may be excluded as sites due to their recent nature, lack of association, and minimal scientific importance (FSM San Juan Supplement No. 20, 2361.05). It is not necessary to fully document features such as dirt roads, stock ponds, soil berms, fence lines, small irrigation ditches, pastures, or fields unless they are part of a larger site, are known to be significant, or are named (based on field or archival evidence). If the resources are not fully documented, they should be generally described in the Addendum Report (Colorado Cultural Resource Survey Manual p. 18).
Additional Documentation Provisions
1. Each site and isolate shall be mapped with a GPS unit, depicted on a 1:24,000-scale USGS topographic map, and identified with a Smithsonian number obtained by the contractor. All sites shall also be assigned a Forest Service site number, which will appear on the appropriate OAHP site form. The contractor shall contact the COR prior to submission of the draft deliverables to obtain Forest Service site numbers for each recorded site.
GPS locations and UTM coordinates are required at site datum points. Site datum points will be submitted as a point shapefile. The boundaries of all sites will also be recorded with a GPS unit and submitted as a polygon shapefile. A copy of each shapefile will be provided electronically by the contractor with the draft deliverables. A CD, DVD, or USB flash drive containing the shapefiles will be provided by the contractor with the final deliverables.
All GPS data submitted will meet the following standards:
· Coordinate system: both NAD83, Zone 13N and NAD83, Zone 12N UTM coordinates will be reported on each site and isolate form and in the report(s);
· Locational point/polygon accuracy of 3 meters or less;
· Polygon shapefile templates used and attribute table fully populated.
2. At least two digital photographs taken from different directions will be submitted for each site. Photographs should show identifying site characteristics and important landmarks for relocating the site. Photographs will be included with the Colorado Cultural Resource Survey site forms and will include provenience information. Photographs will be printed on archival quality photo paper. Digital photograph files will be submitted to the COR upon conclusion of the project.
3. Each newly discovered site shall be recorded on the appropriate standard Colorado Cultural Resource Survey forms. Information contained on the site form will be consistent with the instructions as listed on the OAHP website.
4. Previously recorded National Register-eligible, needs data, and unevaluated sites within the inventory area will be relocated and reevaluated on official Re-Visitation Forms with maps and photographs. If the existing complete site records for these sites are older than 10 years, the sites will be fully re-recorded on current site forms.
5. When officially not eligible sites are encountered on survey, it is expected that the surveyors will examine the surface deposit at the site relative to the most recent recording in order to determine whether the official eligibility determination continues to be valid. If the determination continues to be valid, a Re-Visitation Form completed to minimally document this observation is sufficient. If the determination does not appear to be valid, it is expected that the site will be fully rerecorded, including limited shovel or trowel testing.
6. All newly identified sites and all previously recorded needs data and unevaluated sites within the inventory area will have limited shovel or trowel testing to determine National Register eligibility. All previously recorded eligible and not eligible sites whose previous eligibility determination warrants additional consideration will have limited shovel or trowel testing to determine National Register eligibility. The identification of the sites that warrant additional consideration will be done by the contractor through consultation with the COR. All sites within the inventory area will be evaluated as eligible or not eligible to the National Register. No sites will be evaluated as needs data or left unevaluated.
7. Historic trails will be documented as such on official linear site forms. Associated features, such as sheepherder arborglyphs along a stock driveway, will be recorded as sub-features of the historic trail, if appropriate.
8. The contractor shall cease work upon discovering any human remains and associated funerary objects, and shall immediately notify the COR and/or authorized officer. Work in the vicinity of the discovery may not resume until the COR and/or authorized officer has given permission.
211 - Artifact Collection and Analysis
As a minimum the contractor shall perform the following:
1. The contractor shall not collect any artifacts with the exception of Paleoindian projectile points and exceptional artifacts that are at risk and cannot be reasonably protected in the field. These exceptional artifacts may include exposed fragile perishable materials at risk of being destroyed or extremely significant diagnostic artifacts that are in immediate danger of being looted. All other analysis shall be done in the field.
2. Ceramic Analyses: In-field analysis of ceramic materials will be done using standard regional published typologies in order to assign cultural affiliation and occupation dates, unless such artifacts are at risk as described in Section 211.1 above.
3. All collected items will be labeled with individual site and report numbers, packaged in appropriate bags or containers, and curated at the Anasazi Heritage Center in Dolores, Colorado.
4. Lithic Analysis: The contractor should expect to encounter artifacts manufactured from sandstone, quartzite, rhyolite, basalt, obsidian, chert, petrified wood, chalcedony, and other siliceous and igneous materials. The contractor shall explain the typology used in classifying the lithic artifacts in the final report. Lithic materials may consist of both ground and chipped stone varieties, and should, at a minimum, be assigned to functional and material categories. For example, manos should be identified by material, whether they are "one-hand" or "two-hand" in size, and whether they are unifacially or bifacially worked.
220 - Inventory report
Base Unit, Optional Unit 2, Optional Unit 3 Inventory reports shall follow the guidelines set out for Addendum Reports in the Veg Management PA. Components of Addendum Reports include the following:

These shall be submitted to the COR according to the schedule stated in Division 120 - Work Submittal.
222- Future use of survey data
All field notes, reports, forms, maps, electronic data, photographs or digital images, any artifacts collected, and any data generated from this procurement are considered property of the United States and will be submitted to the COR with the final Addendum Report at the conclusion of the project. Per the provisions of the 1979 Archaeological Resources Protection Act, as amended, all computer files generated or gathered as a result of this project will be deleted from all non-federal computers used by the contractor or his/her subcontractors immediately following submission of the final report.
During the course of the project, reasonable precautions will be taken to avoid the disclosure of site locations to all but authorized personnel.
DIVISION 300 - INSPECTION AND ACCEPTANCE
Field research, artifact analysis (in-field only), the Addendum Report, and site and isolate forms are to meet professional archaeological standards set forth in the Colorado OAHP guidelines as determined through review by the Contracting Officer and/or the COR.
Reports must contain the information mentioned above and must be written in a style that is clear, concise, and most importantly, well organized and easy to use. Poor writing, poor organization, poor production, insufficient information, etc. are grounds for rejection of the report. Legal descriptions in the report must agree with those shown on maps and figures. All inventory locations, sites, and isolates mentioned in the report must be shown on the report maps and vice versa.
Appropriate knowledge of the prehistory and history of the Forest and region must be demonstrated by use of correct terminology, dating, and citation of classic standards as well as the most recent publications pertinent to the cultural resources of the Forest.
Additional standards and requirements may be established at the time the contract is awarded and will be discussed by the Contracting Officer and/or the COR and the contractor at the time the contract is issued.
DIVISION 400 - PAYMENT
Forty percent (40%) of the contract will be paid once the fieldwork summary and associated maps and shapefiles are submitted for review.
Thirty percent (30%) of the contract will be paid once the draft deliverables (draft Addendum Report, photographs, draft site and isolate forms, maps, and shapefiles) are submitted for review.
The final thirty percent (30%) of the contract will be paid upon acceptance of the final deliverables (two hard copies of the final Addendum Report, two hard copies of the site and isolate forms, one electronic copy of the final Addendum Report in Adobe PDF format, one electronic copy of all site and isolate forms, all electronic image files, and shapefiles).
