NUMBER: W81XWH-20-P-0147 NOTICE TYPE: Special Notice SUBJECT: Maintain and Update USAMRIID’s Distance Learning Products

SYNOPSIS:

This is a NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT.

The U.S. Army Medical Research Acquisition Activity (USAMRAA), on behalf of the US. Army Medical Institute of Infectious Diseases (USAMRIID) intends to solicit and negotiate with only one source, C4EIS LLC located at 620 Herndon Parkway Suite 200 Herndon Virginia 20170.

NAICS Code 541990, Size Standard Size $16.5 Million, under citation 10 U.S.C 2304(c)(1), authority of Federal Acquisition Regulation (FAR) 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency requirements is available.

The following services will be procured:

USAMRIID launched a distance learning (DL) course on the Joint Knowledge On-line Learning Management System (JKO LMS) as Defense Health Agency (DHA) US071 MMBC 29hr DL course and in 2020 will launch USAMRIID’s Biodefense Tool application (APP) via TRADOC on the Apple & Android APP store. In connection with these two initiatives, USAMRIID engaged a contractor to design and develop both of these products. As part of the past effort, the contractor performed various critical tasks, including front-end analysis of the government furnished information and materials, reviewed partial government furnished information and material to perform a Government Furnished Information (GFI) analysis, then designed and developed the current JKO course. The contractor completed the development of all 25 modules on the online Joint Knowledge Online (JKO) course and a reference instructional tool/diagnostic tool called “USAMRIID’s Biodefense Tool” that launches this year.

USAMRIID will provide the necessary updates to each products contents and the contractor will conduct an analysis to compare existing product content with the new versions. The contractor will assist with maintenance and updates to the online MMBC JKO Course, based on GFI and supplemented by any additional obtained materials and information obtained from Government Subject Matter Expert (SME) necessary for updates. As a secondary objective, the contractor will assist with maintenance and updates to the USAMRIID’s Biodefense Tool shall be suitable to be used in a totally self-learning and assessment mode. As a tertiary objective, the contractor will host the Administrative site that houses the content of USAMRIID’s Biodefense Tool app (content, text and images). This site houses the content of the app (text and images) and allows USAMRIID Personnel access to make corrections to text and images. It is imperative that the contractor maintains this site. The products are to remain accessible to military and civilian personnel in the healthcare profession, including deployed personnel. The period of performance will be one base year and four option years.

There are no solicitation documents available. Contractors interested in this requirement should submit a complete capability package within the closing date stated below. The package must provide clear and convincing evidence that your company can meet the Government's requirement. All information shall be furnished at no cost or obligation to the Government.

Responses must be received no later than 10:00 a.m., Eastern Daylight Time, 28 August 2020. Responses should be submitted electronically to michael.e.baughman.civ@mail.mil.

This notice of intent is not a request for competitive proposals; however, the Government will consider all responses received by the response date stated above. A determination by the Government not to compete this acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. TELEPHONE REQUEST WILL NOT BE HONORED.
