MEMORANDUM FOR FILE

SUBJECT: Justification to Provide Government Property/Material

1. The purpose of this memorandum is to provide the Requiring Activity’s justification to provide Government Property. In accordance with FAR 45.102, Policy and DFARS PGI 245.103-70, Furnishing Government property to contractors, this justification is clearly demonstrated in ALL four (4) of the elements listed below. Note: The decision to provide Government Property is a deviation to the policy stated in FAR

45.102 for the contractor to furnish all property necessary to perform Government contracts.

A. Element 1: Is providing property in the Government’s best interest? YES

Factors:

1. Economy

2. Standardization

3. Security

4. Expedite production

5. Scarcity

6. Maintain the industrial base

7. Contract type

1. Economy: Not applicable.

2. Standardization: Not applicable.

3. Security: The GFM is unclassified until commencement of final machining where it becomes classified.

4. Expedite production: Having already procured the GFM, long lead item directly supports the Governments full scale CLB propulsor schedule.

5. Scarcity: The GFM is made to unique Government material requirements and rough machined to an appropriate near net shape to ease the final stages of manufacturing.

6. Maintain the industrial base: Providing GFM to the contractor directly helps to maintain the classified machining industrial base. Without classified workflow contractors struggle to keep acive clearances and security procedures so that they may respond quickly to Government needs.

7. Contract type: SAP Firm Fixed Price

B. Element 2: Does providing property result in an overall benefit to the Government? YES

Providing GFM stock material to machine a full scale production CLB FAR to the vendor, Inconel 625 forging, allows the Government to accelerate schedule by having already procured a long lead item. Furthermore, it guarantees the

Government receives a production CLB FAR that has been properly specified, tested, and certified to the Government requirements.

C. Element 3: Does providing property substantially increase the Government’s normal assumption of risk? NO

The contractors use of GFM, Inconel 625 forging, reduces the Government’s risk as it relates to CLB full scale propulsor production and final CLB FAR conformance.

The GFM being provided to the contractor has already been accepted by the Government, having had its chemical, mechanical, and dimensional properties evaluated per the GFM’s drawing requirements and has been approved

D. Element 4: Can the Government’s requirements be met by other means? NO

If contractor was tasked to acquire the GFM, Inconel 625 forging, the Government would incur significant technical, cost, and schedule risk. The GFM is a long lead item that may require multiple cylcles by the forging supplier to meet Government specifications. Inserting the contactor tasked to final machine the CLB FAR into the material acquisition adds another layer of uneeded contactor oversight to guarantee the Government receives conforming material.

2. In accordance with FAR 45.102, Policy, DFARS PGI 245.103-70, Furnishing

Government property to contractors, and the justifications above, the Requiring Activity has made the decision to provide Government Property. Justification is clearly demonstrated in ALL of the four (4) elements required.
