About this file

This Statement of Work (SOW) details the Bureau of Land Management's requirements for purchasing RFID microchips and readers for tracking wild horses and burros. The SOW specifies three main components: equine microchips (Destron-Fearing 840 Life Chip or equivalent), portable handheld readers/scanners (Destron-Fearing Global Pocket Reader Plus or equivalent), and portable reader wands/sticks (Allflex AWR300 or equivalent).

The microchips must provide 15-digit animal identification numbers in 840 series, operate at 134.2 kHz frequency, comply with ISO standards 11784/11785, and include temperature sensing capabilities. The readers must be capable of storing at least 1000 scans with temperature readings, time/date stamps, and transfer data via Bluetooth or hardwire to computers and other devices. All equipment must be water/dust resistant for field conditions. Delivery is to the BLM Wild Horse and Burro National Program Office in Reno, NV during business hours Monday-Friday. The contractor must provide new equipment with manufacturer warranties, subject to government inspection and acceptance at delivery.

Equine Radiofrequency Identification Device (RFID) Microchips and Readers Statement of Work / Specifications Document

1.0 GENERAL:

The Bureau of Land Management (BLM) has a need to purchase microchips and readers (portable handheld scanners and wand /stick) for use on wild horses and burros on the range and in holding facilities. This will allow for a modern method of positive animal identification that quickly identifies each individual animal while reducing identification difficulties and errors that often result from quality of the freeze mark, a winter coat, bite marks, or lightly colored animals, etc. Microchipping helps to track the animals as they are gathered, freeze marked, vaccinated, shipped, potentially trained and eventually adopted, sold, or sent to pastures or have a population growth suppression method applied on the range.

In accordance with FAR 52.211-6 Brand Name or Equal, all bidders shall provide price information for the Destron-Fearing 840 Life Chip Microchip with Bio-Thermo or equivalent. It is incumbent on bidders to provide all information supporting equivalency to the Destron-Fearing Life Chip should an alternate brand be proposed.

The evaluation and determination as to equality of the product shall be the responsibility of the Government and will be based on the information furnished by the bidder or identified in the bid as well as other information reasonably available to the purchasing activity.

When scanned with a microchip reader, the microchips must have the capability to record animal identification numbers (AIN), body temperature (optional feature to be priced separately), and provide time and date when used in wild horses or burros.

A. Equine Microchip Specifications:

1. Provides a 15-digit animal identification number in an 840 series.

2. Is compliant with (International Organization of Standardization (ISO) Standards

11784/11785.
