STATEMENT OF WORK
Crushed limestone and other types of rock are mined from quarries and commonly used for surfacing rural roads in the Two Rivers NWR area. Most of Two Rivers NWR lands are situated on a peninsula between the Illinois and Mississippi Rivers and are subject to flooding. The Refuge is accessible primarily by ferries crossing these rivers. Some of these ferries are pay ferries. They have limited hours of operation and commonly shut down due to flooding and icing on the rivers.
The contractor shall furnish and deliver rock to Two Rivers National Wildlife Refuge. The method of delivery will be “tail gate spread” for rock that is 2” and smaller on various gravel roads on the Refuge as directed by the Refuge Manager. Larger rock will be dumped at various sites as directed by the Refuge Manager.
The Government intends to issue a firm fixed price Indefinite Delivery Indefinite Quantity (IDIQ) contract for a base year plus 4 option years. The Refuge has an estimated required tonnage for the base year for each type of stone. Tonnage required for the option years will vary depending upon flooding from year to year. Delivery timeframes for the stone will vary from year to year as well and will take place intermittantly throughout the year. Occasionally, stone may also be picked up at the contractors venue by Refuge personnel.
The following types of stone and aggregate materials shall meet the following specifications:
(1) 150 LB. RIP RAP (RR4). Stone shall conform to the following limits:
100% - Passing 150 lbs.
30-70% - Passing 40 lbs.
(2) 2" MINUS STONE. Stone shall conform to the following limits:
