GENERAL REQUIREMENTS SUMMARY OF THE WORK

011000-1

PART 1 – GENERAL

1.1 Project Title: Feed Storage Building at the Neosho

National Fish Hatchery.

1.2 Work Under These Specifications: The Fish & Wildlife

Service is requesting proposals to provide all equipment, materials, and labor to complete, design, supervise, and construct a 36’x56’ Feed Storage Building at the Neosho National Fish Hatchery. The contractor shall adjust designs as required by codes, site conditions, or constructability. The drawings and specifications provided shall be considered minimum requirements for the construction of improvements at the Neosho National Fish Hatchery.

This work shall not be measured for payment and shall be paid for on a lump sum basis, complete.

1.3 Location And Inspection Of Site

A. The work site is located at the Neosho National

Fish Hatchery in Neosho, Missouri as shown on the included drawings. The mailing address is shown on the Solicitation, Offer, and Award (Standard Forms 1442 or, 18 block 9) as attached to this Invitation.

B. All prospective bidders/quoters, contractors, subcontractors, and related persons are encouraged to visit the site(s) of the proposed work and to assess the location(s) and extent of the work prior to submitting bids/quotes. Persons may inspect the work site by contacting the Hatchery Manager. All questions regarding the scope of work shall be presented in writing to the Contract Officer.

1.4 Specifications and Drawings for Construction

A. The successful bidder will be provided, upon request digital versions of the contract drawings as necessary for execution of this contract.

These drawings will be provided at no additional cost to the successful bidder/quoter.

B. Exact location of all affected utilities will be the responsibility of the contractor. Drawings do not completely show existing utilities. Site verification is required in addition to contacting any local authorities and utility companies to determine exact locations of utilities.

C. In case of difference between drawings and specifications, the specifications shall govern.

1.5 Work Not Included In This Contract

A. All items indicated "NIC" on drawings or in specifications are items not included in this contract.

B. Work in place is generally shown as "Existing" on the Contract Drawings.

C. Work to be performed under other contracts and not included as part of this contract is generally shown as "By Others" on the Contract Drawings.

1.6 Items Provided By The Government

A. Work to be accomplished by the Government or manufactured items to be provided by the Government are generally shown as "By Government" on the Contract Drawings.

1. Unless specifically provided herein, no materials or equipment shall be furnished by the Government under this Contract.

1.7 Temporary Facilities

A. Maintain and restore all Government roads, service areas and utilities used to pre-construction condition.

B. Temporary Toilet facilities will be required for workers throughout the project.

C. Temporary electric/power supply for construction will be the responsibility of the contractor.

D. The hatchery will not provide phone/fax services and will not accept deliveries or unload deliveries.

E. The hatchery will not provide tools, parts, or other equipment to the contractor for use during construction. Accepting and unloading of deliveries are the responsibility of the contractor.

1.8 Site Access, Staking and Right of Way

A. The construction access limits on Government property will be established by the Government and the Contractor shall be responsible for complying with these limits and governing all work accordingly. All temporary access roads shall be removed following work completion unless directed otherwise by the Contracting Officer.

B. Construction staking will not be provided by the

Government, the contractor shall include all costs to stakeout, mark, survey, or otherwise layout the work to be accomplished as part of this contract.

C. Maintain traffic and public safety in a safe manner with signs, barricades, lights, and watchmen as required. Follow Manual of Uniform Traffic Control Devices (MUTCD). Load limits and other restrictions shall be obeyed. All bidders are reminded that they are responsible for contacting the local entity such as township, county, or state having jurisdiction in the project vicinity to insure bidders/quoters are aware of any requirements of the local entity.

These requirements are between the entity and the bidder. If the Contractor proposes to cross private property, permission must be obtained from the owner to use private property or roads in the conduct of the Work.

D. Work scheduled on Saturdays, Sundays, Federal

Holidays or other than normal working hours shall be approved in advance by the COR, Hatchery Manager, and Contracting Officer.

1.9 Safety - In addition to FAR 52.236-13 Accident

Prevention

A. The contractor shall designate a safety officer to ensure a safe work site. The safety officer shall perform daily work site inspections to assure compliance with all safety regulations and standards.

B. The Contractor’s Safety Plan shall be available on-site. The Contractor shall provide Safety Data Sheets (SDS) for all hazardous materials brought on-site. SDS shall be made available in a conspicuous location.

C. The Contractor shall provide a Pre-construction

Safety Checklist during the preconstruction conference.

D. All equipment and work activities shall comply with OSHA Regulations and all accidents incidental to work performed under this contract shall be reported in accordance with OSHA reporting requirements. Additionally, a copy of the accident report shall be provided to the Contracting Officer.

E. The contractor shall provide and install safety barricades, signs, or other warning devices to delineate & warn the public of the construction area.

F. Provide at least one non-freezing-type fire extinguisher in each workshop and shed used for storage of materials on the premises. Place in location readily accessible to workers.

G. Provide at least one non-freezing-type fire extinguisher of the appropriate class for each group of workers performing flammable procedures.

H. Provide and maintain a basic first aid kit for use of workers.

(a) Provide first aid supply commensurate with size of project with items necessary for

011000-5 first aid treatment of all injuries. The first aid supply shall include items identified on SDS (see paragraph B of this section) in applicable locations.

(b) Advise all workers of the location of first aid supplies.

(c) Post telephone numbers of nearest hospital or ambulance service and fire station in conspicuous location. Advise all workers of location of telephone numbers.

I. Provide necessary Personnel Protective Equipment

(PPE) as identified by SDS and OSHA regulations.

Provide documentation, workers have been trained in use of PPE prior to individual use.

DIVISION 1 SECTION 013100

GENERAL REQUIREMENTS PROJECT COORDINATION

013100-1

PART 1 - GENERAL

1.1 Jobsite Administration - Superintendence, Subcontract

administration and Quality Control, is the responsibility of the Contractor.

A. Final decisions relative to items in conflict shall be made by the Contracting Officer.

B. The Government shall have the authority to temporarily suspend the Work for such time as necessary because of the failure on the part of the Contractor to perform any of the provisions of the Contract. No extension of contract performance time will be permitted until the Government determines that the deficiencies in performance, which caused the temporary suspension, have been corrected.

C. The Contractor shall have responsible superintendence on site during all project operations. Contractor shall notify Government of any changes of superintendents.

D. The Contractor shall notify the COR at least ten (10) days prior to the anticipated date of completion of all Work specified herein. Upon completion of the Work, the COR shall proceed with the final inspection which shall be completed as promptly as practicable.

The time required for such inspection and for performing any corrective Work shall be included in the contract performance time.

F. The contractor shall notify the COR and Inspector five

(5) days prior to any concrete pours, paving and back filling so that the Inspector can be on-site to perform inspections.

1.2 Modification/Change Order procedures

A. In the event of the need for a Change Order, the Contractor will receive a letter requesting a price quote for proposed changes to the Contract.

B. For evaluation purposes, the Contractor's quote shall be broken down to show the costs of labor and materials for each proposed category of Work included with the change, along with the total cost for Contractor's overhead, profit, and bond for the proposed changes.

C. All Contract time extensions required as a result of a proposed change must be justified and supported in detail at the time of the proposal.

1.3 Preconstruction Conference

A. Soon after award of the Contract and prior to commencing construction, the Contractor and any subcontractors shall attend a preconstruction conference with representatives of the Government.

Timely notification of the meeting will be given to the Contractor. Time, date, and place of the conference will be determined by the Contracting Officer. Requirements pertaining to Contract administration, construction operations and the project schedule will be discussed. The project schedule shall be in accordance with Section 01330.

The Preconstruction Safety Checklist shall be submitted for review during this conference. Please pay special attention to Question #15 of the “Preconstruction Safety Checklist”.

1.4 Progress Meetings

A. Periodic general project meetings will be conducted with a representative of the Contractor at the project site or by telephone by the Government's representative for the purpose of coordinating, expediting, and assessing the work progress.

B. The Contractor shall provide reports of progress on the project, discuss the work schedule for the coming period and present all conflicts, discrepancies or other difficulties for resolution. A record of

013100-3 discussions and decisions will be prepared by the Government and distributed to those attending and others affected.

DIVISION 1 SECTION 013300

GENERAL REQUIREMENTS SUBMITTALS

1.1 General:

A. Refer to submittal register or technical specifications for all submittals required.

B. When specifically requested by the Contracting Officer

(CO), Contractor’s Officer’s Representative (COR) or the Government’s Construction Inspector, the Contractor shall provide copies of manufacturer's written installation instructions and/or recommendations for review and approval prior to accomplishing equipment installation.

1.2 Submittal Register:

A. A submittal register, listing items requiring submittals under this solicitation, is provided as an attachment to this document. Additional submittals may be required by the specifications that are not listed in the register. The Contractor shall provide all required submittals to the COR within 30 days of award except for items noted otherwise on the submittal register.

B. Furnish a minimum of four copies of all required submittals. Three copies will be retained by the Government. The remaining copies will be returned to the Contractor.

C. The approval of submittals shall not relieve the

Contractor to comply with the terms and conditions of the Contract Drawings and Specifications. The Contractor shall be responsible to determine correct dimension, design, connection, detail and satisfactory construction of all Work.

1.3 Project Schedule: Contractor shall provide as required by

Federal Acquisition Regulation (FAR) clauses. *

GENERAL REQUIREMENTS SUBMITTALS

1.9 Delivery Tickets

A. The Contractor shall submit to the Government's on site representative, one legible copy of each delivery ticket for all material delivered to the construction site.

B. The delivery ticket shall show brand name, catalog number, and number of items received.

1.10 Waste Manifests

A. The Contractor shall submit copies of all waste manifests.

B. Manifests shall state type of waste (i.e., construction debris, hazardous asbestos, etc.), location of disposal, landfill designation, EPA registration of landfill, and EPA registration for transportation of any hazardous wastes.

* The applicable FAR clauses will be provided in full text to the resultant contractor at the pre-construction conference.

DIVISION 1 SECTION 014200

GENERAL REQUIREMENTS DEFINITIONS AND STANDARDS

014200-1

1.1 Regulatory Requirements

A. All Work shall be accomplished in strict accordance with the regulations, codes, and laws in effect at the time the Work is performed for the location where it is to be performed. All completed construction shall comply with OSHA, NFPA, NEC and ABA regulations.

B. All work performed on this project shall comply with

Title 40, Protection of the Environment, Code of Federal Regulations.

C. All electrical installations, components and work shall comply with the most current edition of NFPA 70 National Electric Code.

1.2 Means and Methods

A. Means and methods used in the performance of this Contract must be in accordance with all applicable Federal Acquisition Regulations in addition to OSHA regulations, 29 Code of Federal Regulations, acceptable industry practices as recognized by societies, associations, building codes, manufacturers’ specifications and any applicable state safety and health requirements.

1.3 Permits

A. All permits required to support the construction activities such as road permits for oversize, overweight vehicles and equipment, bridge permits, and utility hookup permits, shall be obtained and paid for by the Contractor.

DIVISION 1 SECTION 017700

GENERAL REQUIREMENTS PROJECT CLOSEOUT

1.1 Manufacturer's Specifications

A. The installation of manufactured products and equipment, together with all associated parts, shall be in conformance with the manufacturer's recommendations, and code requirements. All installations shall be complete and ready for immediate use, and every part required for proper operation of the manufacturer's equipment shall be provided. Following the completion of the Work under this Contract, all installed equipment shall be tested for proper operation and compliance with the Contract.

1.2 Final Inspection

A. The Contractor shall request a final inspection in writing at least ten (10) days prior to the anticipated date of completion.

B. Work will not be considered ready for final inspection until all the Work has been completed and the Contractor has certified that all items are properly operating and in strict compliance with all Contract terms and conditions.

C. The Contractor or the project supervisor shall be at the job site during the final inspection.

1.3 Tests

A. Complete all tests required to prove actual operating performance of equipment and systems incorporated into the project.

B. Submit reports of all tests to the Contracting Officer prior to final payment.

C. Provide any regulatory acceptance documents in cases of cleanup.

1.4 Maintenance and Operating Instructions

A. Submit three (3) final copies of all operating, maintenance instructions and parts lists for all equipment and systems that require adjustment, servicing, and attention for proper operation.

Include all information necessary for proper operation of equipment. Use simple, non-technical language where possible. Provide all necessary diagrams and schematics required by repairmen. Any hazards likely to occur in operation of equipment shall be pointed out to avoid improper operation of any equipment that might result in damage or danger to equipment, building or personnel.

B. Final copies of all maintenance and operating information shall be submitted in bound form as a "Manual of Operating Instructions" with items grouped by sections of Work. Append each manual with name, address, telephone number of Contractor, subcontractor and companies or individuals providing service for equipment used.

C. Provide competent personnel to meet with the

Government representative to fully explain and familiarize the Government personnel with all equipment and its operation and maintenance.

1.5 Record Drawings:

The Contractor shall provide and maintain in proper order and in good, clean condition, at the project office or at the project site, one (1) complete set of full size prints of all Drawings. On this set, with red pencil or ink, the Contractor will neatly inscribe all changes in Work. At time of final acceptance, and prior to final payment, these corrected prints will be presented to the COR. The Contractor will note all data and changes on these record drawings in sufficient detail and clarity to provide information necessary for preparation of "as built" drawings by the Government.

1.6 Guarantees, Warranties and Certificates

A. The Contractor will submit all guarantees, warranties and certificates to the Government prior to final payment.

B. The Government requires a 100% warranty for a period of one full year after final acceptance. Items of Work found defective during the warranty period will be replaced at no cost to the Government and the warranty for that particular part of the Work shall automatically extend for one full year beyond the completion date of repairs.

C. If a manufacturer or supplier offers a guarantee in excess of the one year requirement outlined herein, then the longer guarantee period will apply for those particular items.

DIVISION 3 SECTION 033000

CONCRETE CAST-IN-PLACE CONCRETE

033000-1

1.1 SUMMARY

A. Provide cast-in-place concrete work as shown and as specified.

1.2 SUBMITTALS

A. Shop Drawings: Submit shop drawings for fabrication, bending, and placement of concrete reinforcement.

Comply with ACI 315.

B. Product Data: Submit product data for concrete accessories.

C. Mix Designs: Submit proposed mix designs to Contracting Officer ten days prior to beginning concrete work. Do not begin concrete production until mixes have been reviewed.

D. Delivery Tickets: Submit delivery ticket to Contracting Officer for each load of concrete delivered to project.

E. Test Reports: Testing agency shall submit copy of field and laboratory reports to Contracting Officer.

F. Make submittals in accordance with Section 01330.

1.3 CODES AND STANDARDS

A. Comply with the following codes and standards, except as otherwise designated:

1. ACI 301 Specifications for Structural Concrete.

2. ACI 304 Guide for Measuring, Mixing, Transporting and Placing Concrete.

3. ACI 318 Building Code Requirements for Structural

Concrete.

4. ACI SP-2 Manual of Concrete Inspection.

1.4 QUALITY ASSURANCE

A. 48 hours prior to placing concrete, request review of reinforcement steel by COR.

1.5 TESTING

A. Contractor shall arrange and pay for services of a qualified testing agency acceptable to Government and independent of Contractor.

B. Testing agency shall test concrete to measure slump, entrained-air content, and compressive strength to determine compliance with specifications. Furnish test apparatus and cylinders, perform on-site sampling and testing, submit samples, and perform laboratory tests.

C. On-site tests shall be performed under observation of Contracting Officer.

D. During progress of work, prepare three test cylinders per 25 cu yd or fraction thereof for each class of concrete placed each day. Identify samples, moist cure at 70 deg F for five days, and ship samples to testing laboratory for one 7-day compressive strength test and two 28-day tests.

E. Perform slump and air content tests on concrete from same batch as sampled for strength tests and whenever there is a change in consistency of concrete. If measured slump or air content falls outside specified limits, immediately check another portion of same batch. In event of a second failure, concrete shall be rejected.

F. Test procedures shall be in accordance with ASTM C31, C39, C143, C172, and C231.

G. Cost of tests, including materials and transportation, shall be paid by Contractor and shall be considered incidental to the various items of concrete work.

1.6 WEATHER CONDITIONS

A. Protect concrete work from physical damage or reduced strength caused by frost, freezing actions, or low temperatures, in compliance with ACI 306 and as specified below.

1. When air temperature falls to or is expected to fall below 40 deg F, uniformly heat water and aggregates before mixing to obtain a concrete mixture temperature of not less than 60 deg F and not more than 90 deg F at point of delivery.

2. Do not use frozen materials or materials containing ice or snow. Do not place concrete on frozen subgrade or on subgrade containing frozen materials. Ascertain that forms, reinforcing steel, and adjacent concrete surfaces are entirely free of frost, snow and ice before placing concrete.

3. During seasons when atmospheric temperature may be expected to drop below 40 deg F, concrete shall be protected by covering with impermeable paper and not less than 12 in. of loose dry hay or straw. Retain covering for ten days.

B. When hot weather conditions exist that would seriously impair quality and strength of concrete, place concrete in compliance with ACI 305 and as specified below.

1. Cool ingredients before mixing to maintain concrete temperature at time of placement below 85 deg F. Mixing water may be chilled, or chopped ice may be used to control temperature provided water equivalent of ice is calculated in total amount of mixing water.

2. Cover reinforcing steel with water-soaked burlap if it becomes too hot, so that steel temperature will not exceed the ambient air temperature immediately before embedment in concrete.

3. Spray forms, reinforcing steel, and subgrade just before concrete is placed.

4. Do not use set-control admixtures, unless approved by Contracting Officer.

PART 2 - PRODUCTS

2.1 CEMENT

A. Portland cement, ASTM C150, Type I.

2.2 AGGREGATES

A. Fine and coarse aggregates, ASTM C33, consisting of clean, hard, durable sand and crushed rock, crushed gravel, or gravel. Coarse aggregate shall meet grading requirements for size number 67, 57, or 467. Maximum coarse aggregate size for each class of concrete shall be as indicated in Part 4 Schedules. Ratio of coarse aggregate to fine aggregate shall not be less than 1:1 nor more than 2:1.

2.3 WATER

A. Mixing water shall be potable, free of oil, acid, excessive alkalinity, organic matter, and salts.

2.4 ADMIXTURES

A. Air-entrained admixture shall conform to ASTM C260.

Other admixtures which do not adversely affect strength and durability of concrete may be used with permission of Contracting Officer, if used in strict accordance with manufacturer's instructions. Care

033000-5 shall be exercised to assure that the admixture does not increase or decrease air content outside of allowable limits. Do not use salt or chemical anti-freeze admixtures.

2.5 REINFORCING STEEL

A. ASTM A615, Grade 60, new billet steel bars, deformed unless plain bars (dowels) are indicated.

B. Provide metal chairs, stirrups, spacers, and hangers to support reinforcement and insure against displacement during placement of concrete. For exposed-to-view concrete surfaces, where legs of supports are in contact with forms, provide supports with legs which are plastic protected (CRSI, Class 1) or stainless steel protected (CRSI, Class 2).

2.6 WELDED WIRE FABRIC

A. ASTM A185, welded steel wire fabric.

2.7 FORMWORK

A. Forms for Exposed Finish Concrete: Construct forms for exposed concrete surfaces with water-resistant plywood, metal, metal-framed plywood-faced, or other acceptable panel type materials, to provide continuous, straight, smooth, exposed surfaces.

Furnish in largest practicable sizes to minimize number of joints and to conform to joint system if shown. Provide form material with sufficient thickness to withstand pressure of newly placed concrete without bow or deflection. Rust-stained steel forms are not acceptable.

B. Forms for Unexposed Finish Concrete: Construct forms for concrete surfaces which will be unexposed in finished structure with plywood, lumber, metal, or other acceptable material. Provide lumber that is dressed on at least one side and two edges for tight fit.

2.8 VAPOR BARRIER

A. Plastic vapor retarder material complying with ASTM E1745, Class C. Include manufacturer's recommended pressure-sensitive tape. Provide Forifiber "Moistop Plus", Raven Industries "Dura Skrim 6 or 8", Reef Industries "Griffolyn Type-65", or approved equal.

2.9 BOND BREAKER

A. Asphalt-impregnated felts 30-lb or as indicated on Drawings.

2.10 EXPANSION JOINT FILLER

A. Premolded joint filler (PJF), bituminous/fiber type or asphalt-impregnated felt type, ASTM D994; 1/2 in.

thickness by depth of concrete, unless otherwise shown.

2.11 CURING MATERIALS

A. Clear, waterborne, membrane-forming curing and sealing compound: ASTM C 1315, Type 1, Class A.

1. Available products:

a. Euclid Chemical Company; Super Diamond Clear

VOX.

b. Meadows, W.R. , Inc.; Vocomp 30

c. Symons Corporation, a Dayton Superior

2.12 CONCRETE MIXTURES

A. Conform to minimum standards for class and usage in Part 4 Schedules.

B. Prepare design mixes for each type of concrete on the basis of compressive strength by methods recommended

033000-7 in ACI 318. Use an independent materials laboratory for preparing and reporting proposed mix designs.

PART 3 - EXECUTION

3.1 PREPARATION

A. Wet forms with light oil.

B. Provide vapor barrier over prepared subgrade where shown. Use widest practical seamless widths. Lap joints 6 in. Seal joints and edges at foundations with manufacturer’s recommended mastic or pressure-sensitive tape. Carefully cut around projections. Seal penetrations and punctures with pressure-sensitive tape. In areas without vapor barrier, sprinkle subgrade with water.

C. Unless otherwise designated on Drawings, position reinforcement steel to provide minimum concrete cover of 3 in. for footings, 2 in. for foundation walls, 3

in. for bottom of slabs on grade, and 1 in. for slabs exposed to dry interior spaces. Overlap shall be 48 bar diameters for inline and 24 diameters for corner laps and splices.

3.2 JOINTS

A. General: Construct joints true to line with faces perpendicular to surface plane of concrete.

B. Construction Joints: Locate and install construction joints so that strength and appearance of concrete is not impaired, at locations shown or as approved by Contracting Officer.

C. Isolation and Expansion Joints: Provide bond breaker at junctions of interior slabs-on-grade with vertical surfaces, such as column pedestals, foundation walls, and grade beams, and where shown. Provide expansion joint filler to isolate exterior slabs-on-grade from

033000-8 walls and other vertical building surfaces, and where shown.

D. Contraction Joints: Provide contraction (control) joints in slabs-on-grade to form panels of patterns as shown. If joint pattern is not shown, provide joints not exceeding 12 ft in either direction and located to conform to bay spacing wherever possible.

1. Contraction joints in floor slabs may be formed by 1/4 in. x 3/4” slab depth saw cuts. Saw joints prior to formation of shrinkage cracks; achieve an even crisp joint.

3.3 MIXING CONCRETE

A. "Ready-mix" concrete shall be produced, delivered and handled in accordance with ASTM C94. Concrete shall be deposited at job site within one hour after introduction of water in mix. Care shall be taken in transferring concrete from truck or mixer to avoid segregation of aggregates in mixture.

3.04 CONCRETE PLACEMENT (GENERAL)

A. Place concrete as specified and in accordance with ACI

304. Maintain reinforcing steel in proper position.

B. Deposit concrete continuously or in layers of such thickness that no concrete will be placed on concrete which has hardened sufficiently to cause formation of seams or planes of weakness. If a section cannot be placed continuously, provide construction joints.

Deposit concrete as near as practicable to final location to avoid segregation from rehandling or flowing. Do not subject concrete to any procedure which will cause segregation.

C. Screed concrete to proper level to avoid excessive skimming or grouting.

D. Do not use concrete which becomes non-plastic and unworkable, or does not meet required quality control limits, or which has been contaminated by foreign materials. Do not use retempered concrete. Remove rejected concrete from project site.

E. Rock pockets or voids found after forms are removed shall be filled immediately with a well-mixed grout composed of one part of Portland cement and three parts of fine aggregate finished to true surface of concrete.

F. Concrete shall not be placed around castings, frames, joints, and other embedded items until they have been accurately adjusted and set to required alignment and grade. Prior to placing of concrete, castings, frames, and embedded metal fixtures shall be painted on their contact surface with a heavy coat of asphaltic mastic or separated with expansion joint filler.

3.5 PLACING CONCRETE INTO FORMS

A. Deposit concrete in forms in horizontal layers not deeper than 18 in. and in a manner to avoid inclined construction joints.

B. Remove temporary spreaders in forms when concrete placing reaches elevation of spreaders.

C. Consolidate concrete in forms by mechanical vibrating equipment and supplement by hand-spading, rodding or tamping. Use vibrators designed to operate at a speed of not less than 6000 impulses per minute when submerged in concrete. Vibration of forms and reinforcing will not be permitted.

D. Do not use vibrators to move concrete inside forms.

Insert and withdraw vibrators vertically at uniformly spaced locations not farther than visibly effective.

Do not insert vibrators into lower layers of concrete that have begun to set. At each insertion, limit duration of vibration to time necessary to consolidate

033000-10 concrete and complete embedment of reinforcement and other items without segregation of mix.

3.6 PLACING CONCRETE SLABS

A. Deposit and consolidate concrete slabs in a continuous operation, within limits of construction joints, until panel or section is complete.

B. Consolidate concrete during placing operations using mechanical vibrating equipment. Thoroughly work concrete around reinforcement and other embedded items and into corners. Consolidate concrete placed in beams and girders of supported slabs, and against bulkheads of slabs on ground, as specified for formed concrete structures. Consolidate concrete in remainder of slabs by vibrating bridge screeds, roller pipe screeds, or other acceptable methods. Limit time of vibrating consolidation to prevent bringing an excess of fine aggregate to surface.

C. Bring slab surfaces to correct level with straight edge and strike off. Use bull floats or darbies to smooth surface, leaving it free of humps or hollows.

Do not sprinkle water on concrete surface while in plastic state. Do not disturb slab surfaces prior to beginning finishing operations.

3.7 FINISHING FORMED SURFACES

A. Provide standard rough finish to formed surfaces to be concealed in finish work or by other construction, unless otherwise designated. Standard rough form finish shall be the concrete surface having texture imparted by form facing material, with defective areas repaired and patched and fins and other projections exceeding 1/4 in. in height rubbed down with wood blocks.

B. Provide standard smooth finish for formed surfaces exposed-to-view or to receive a covering applied directly or bonded to concrete, such as sealers, 033000-11 dampproofing, or paint. Standard smooth finish shall be troweled after initial set to provide a smooth but still slip resistant surface.

C. Provide light broom finish for exposed surfaces of exterior slabs on grade.

3.08 FINISHING UNFORMED SURFACES

A. Thoroughly float surface after concrete has been struck off. Check and level surface plane to a tolerance not exceeding 1/8 in. in 10 ft in any direction.

B. Exterior walks, ramps, pavements, curb and gutter, and driveways shall have a lightly broomed surface with grain perpendicular to direction of travel.

C. Edges shall be neatly trimmed with 1/4 in. radius edging tool.

3.9 CURING

A. Protect freshly placed concrete from premature drying and excessive cold or hot temperatures. Cure formed and unformed concrete for seven days or until 75 percent of the required 28-day compressive strength is obtained, whichever is less.

1. Apply curing and sealing compound to wet cure all surfaces when the surface water has disappeared and the concrete surface will not be marred by walking workmen.

2. KEEP FROM FREEZING. Do not apply curing and sealing compound when air, material and surface temperatures are expected to fall below 40ºF (4ºC) within 4 hours of completed application. Do not mix "water-base" compounds with any compound containing solvent.

3.10 CONCRETE SURFACE REPAIRS

A. Formed Surfaces: Request inspection of concrete surfaces immediately after removal of formwork. After inspection, repair and patch defective areas as soon as practicable.

1. Remove bulges and projections by chipping or tooling. Rub or grind surface after removal.

2. For patching, use dry-pack mortar consisting of one part Portland cement to 2-1/2 parts fine aggregate passing a No. 16 mesh sieve and only enough water as required for handling and placing. Cut out honeycomb, rock pockets, voids over 1/4 in. diameter, and holes left by tie rods and bolts. Remove defects down to solid concrete but, in no case, to a depth of less than 1 in.

Make edges of cuts perpendicular to concrete surface or slightly undercut to provide a key at edge of cut. Thoroughly clean, dampen with water, and brush-coat area to be patched with bonding agent. Place patching mortar before bonding agent has dried. Compact mortar in place and strike off slightly higher than surrounding surface. For exposed-to-view surfaces, patch shall match color of surrounding concrete.

3. For patching less than 1 in. in depth, Contractor may propose a proprietary patching product in lieu of removing concrete to minimum depth of 1

in. Submit proposed product to Contracting Officer for approval.

B. Unformed Surfaces: Repair surfaces that do not meet specified requirements.

1. Floor surfaces not sloped as shown on the Drawings shall be planed to a tolerance not to exceed 1/8-in. in 10 ft in any direction. Any surface defects of sufficient magnitude, as determined by the Contracting Officer, shall be

033000-13 removed by grinding. Spreading dry cement for finishing will not be permitted.

2. Fill cracks with an approved epoxy mortar which will match slab finish in density and performance. Grind filler smooth and even with adjacent surface, free of bumps or depressions at joint.

1.1 RELATED DOCUMENTS

1.2 SUMMARY

A. Section Includes:

1. Either natural “Arkansas” stone or Portland cement based manufactured stone veneer adhered to wood sheathing and concrete. Historic grapevine mortar technique. Stone colors to match historic walls on site.

1.3 PREINSTALLATION MEETINGS

A. Preinstallation Conference: Conduct conference at Project site.

1.4 ACTION SUBMITTALS

A. Product Data: For each variety of stone, stone accessory, and manufactured product.

B. Samples for Initial Selection: For colored mortar and other items involving color selection.

C. Samples for Verification:

1. For each stone type indicated. Include at least four Samples in each set and show the full range of color and other visual characteristics in completed Work.

2. For each color of mortar required. Label Samples to indicate types and amounts of pigments used.

1.5 INFORMATIONAL SUBMITTALS

A. Qualification Data: For Installer.

B. Material Test Reports:

1. Stone Test Reports: For stone variety proposed for use on Project, by a qualified testing agency, indicating compliance with required physical properties, other than abrasion resistance, according to referenced ASTM standards. Base reports on testing done within previous five years.

2. Sealant Compatibility and Adhesion Test Report: From sealant manufacturer indicating that sealants will not stain or damage stone. Include interpretation of test results and recommendations for primers and substrate preparation needed for adhesion.

1.6 QUALITY ASSURANCE

A. Installer Qualifications: A qualified installer who employs experienced stonemasons and stone fitters.

1.7 DELIVERY, STORAGE, AND HANDLING

A. Store cementitious materials on elevated platforms, under cover, and in a dry location. Do not use cementitious materials that have become damp.

B. Store aggregates where grading and other required characteristics can be maintained and contamination avoided.

C. Deliver preblended, dry mortar mix in moisture-resistant containers designed for use with dispensing silos. Store preblended, dry mortar mix in delivery containers on elevated platforms, under cover, in a dry location, or in covered weatherproof dispensing silos.

1.8 FIELD CONDITIONS

A. Protection of Stone Masonry: During construction, cover tops of walls, projections, and sills with waterproof sheeting at end of each day's work. Cover partially completed stone masonry when construction is not in progress.

1. Extend cover a minimum of 24 inches down both sides and hold cover securely in place.

B. Stain Prevention: Immediately remove mortar and soil to prevent them from staining stone masonry face.

1. Protect base of walls from rain-splashed mud and mortar splatter using coverings spread on the ground and over the wall surface.

2. Protect sills, ledges, and projections from mortar droppings.

3. Protect surfaces of window and door frames, as well as similar products with painted and integral finishes, from mortar droppings.

4. Turn scaffold boards near the wall on edge at end of each day to prevent rain from splashing mortar and dirt on completed stone masonry.

C. Cold-Weather Requirements: Do not use frozen materials or materials mixed or coated with ice or frost. Do not build on frozen substrates. Remove and replace stone masonry damaged by frost or freezing conditions. Comply with cold-weather construction requirements contained in

ACI 530.1/ASCE 6/TMS 602.

1. Cold-Weather Cleaning: Use liquid cleaning methods only when air temperature is 40 deg F and above and will remain so until masonry has dried, but not less than seven days after completing cleaning.

D. Hot-Weather Requirements: Comply with hot-weather construction requirements contained in

ACI 530.1/ASCE 6/TMS 602.

1.9 COORDINATION

A. Advise installers of other work about specific requirements for placement of flashing and similar items to be built into stone masonry.

PART 2 - PRODUCTS

2.1 MANUFACTURERS

A. Source Limitations for Stone: Obtain manufactured stone, from single quarry manufacturer with resources to provide materials of consistent quality in appearance and physical properties.

1. Provide products manufactured by Eldorado Stone or approved equal.

B. Source Limitations for Mortar Materials: Obtain mortar ingredients of uniform quality for each cementitious component from single manufacturer and each aggregate from single source or producer.

2.2 MANUFACTURED STONE VENEER

A. Veneer Unit Properties: Precast veneer units consisting of Portland cement, lightweight aggregates, and mineral oxide pigments.

1. Compressive Strength: ASTM C 192 and ASTM C 39, 5 sample average: greater than 1,800 psi.

2. Shear Bond: ASTM C 482: 50 psi.

3. Water Absorption: UBC Standard 15-5: Less than 22 percent.

4. Freeze-Thaw Test: ASTM C 67: Less than 3 percent weight loss and no disintegration.

5. Thermal Resistance: ASTM C 177: 0.473 at 1.387 inches thick.

B. Stone Veneer:

1. Profile: Country Rubble. Include matching corner pieces.

a. Color: Similar to existing “Arkansas” stone.

2. Stone Accents: Wainscot sill.

a. Color: Sand.

b. Texture: Snapped edge.

C. Moisture Barrier: ASTM D 226, Type 1, No. 15, non-perforated asphalt-saturated felt paper.

2.3 MORTAR MIXES

A. Standard Installation (Grouted Joints):

1. Mix mortar in accordance with ASTM C 270, Type N or S.

a. Add color pigment in grout joint mortar in accordance with pigment manufacturer’s instructions.

2.4 EMBEDDED FLASHING MATERIALS

A. Metal Flashing: Provide metal flashing, where flashing is exposed or partly exposed and where indicated, complying with Section 076200 "Sheet Metal Flashing and Trim."

2.5 MISCELLANEOUS MASONRY ACCESSORIES

A. Compressible Filler: Premolded filler strips complying with ASTM D 1056, Grade 2A1; compressible up to 35 percent; of width and thickness indicated; formulated from neoprene PVC.

PART 3 - EXECUTION

3.1 EXAMINATION

A. Examine surfaces indicated to receive stone veneer, with Installer present, for compliance with requirements for installation tolerances and other conditions affecting performance of stone masonry.

B. Proceed with installation only after unsatisfactory conditions have been corrected.

3.2 PREPARATION

A. Clean dirty or stained surfaces by removing soil, stains, and foreign materials before setting. Clean stone in accordance with manufacturer requirements.

B. Protect adjacent work from contact with mortar.

3.3 INSTALLATION OF ADHERED STONE MASONRY VENEER

A. Install lath over weather resistive barrier by fastening through sheathing into framing to comply with ASTM C 1063 and manufacturer’s recommendations.

B. Install scratch coat over metal lath 3/8 – 1/2 inch thick to comply with ASTM C 926.

C. Moisten the scratch coat and back of stone veneer before applying mortar. Coat backs of stone units and face of scratch coat with cement-paste bond coat, then butter both surfaces with setting mortar. Use sufficient setting mortar so a slight excess will be forced out the edges of stone units as they are set. Tap units into place, completely filling space between units and scratch coat.

3.4 GROUTING

A. Grout joints only after there is sufficient cure time of the installed stone veneer. A grout bag can be used to fill all joint to desired depth.

B. Tool joints, when pointing mortar is thumbprint hard, with a smooth jointing tool to produce the following joint profile:

1. Joint Profile: HISTORIC GRAPEVINE matching existing historic walls at Neosho NFH.

3.5 ADJUSTING AND CLEANING

A. Remove and replace stone masonry of the following description:

1. Broken, chipped, stained, or otherwise damaged stone.

Stone may be repaired if methods and results are approved by Architect.

2. Defective joints.

3. Stone masonry not matching approved samples.

4. Stone masonry not complying with other requirements indicated.

B. Replace in a manner that results in stone masonry matching approved samples and mockups, complying with other requirements, and showing no evidence of replacement.

C. In-Progress Cleaning: Clean stone masonry as work progresses. Remove mortar fins and smears before tooling joints.

D. Final Cleaning: After mortar is thoroughly set and cured, clean stone masonry as follows:

1. Remove large mortar particles by hand with wooden paddles and nonmetallic scrape hoes or chisels.

2. Clean per manufacturer’s instructions.

3. Protect adjacent stone and nonmasonry surfaces from contact with cleaner by covering them with liquid strippable masking agent, polyethylene film, or waterproof masking tape.

3. Include copies of warranties from chemical treatment manufacturers for each type of treatment.

B. Fastener Patterns: Full-size templates for fasteners in exposed framing.

1.5 INFORMATIONAL SUBMITTALS

A. Material Certificates: For dimension lumber specified to comply with minimum allowable unit stresses. Indicate species and grade selected for each use and design values approved by the ALSC Board of Review.

B. Evaluation Reports: For the following, from ICC-ES:

1. Wood-preservative-treated wood.

2. Engineered wood products.

3. Power-driven fasteners.

4. Powder-actuated fasteners.

5. Expansion anchors.

1.6 DELIVERY, STORAGE, AND HANDLING

A. Stack lumber flat with spacers beneath and between each bundle to provide air circulation. Protect lumber from weather by covering with waterproof sheeting, securely anchored. Provide for air circulation around stacks and under coverings.

PART 2 - PRODUCTS

2.1 WOOD PRODUCTS, GENERAL

A. Lumber: DOC PS 20 and applicable rules of grading agencies indicated. If no grading agency is indicated, provide lumber that complies with the applicable rules of any rules-writing agency certified by the ALSC Board of Review. Provide lumber graded by an agency certified by the ALSC Board of Review to inspect and grade lumber under the rules indicated.

1. Factory mark each piece of lumber with grade stamp of grading agency.

2. For exposed lumber indicated to receive a stained or natural finish, mark grade stamp on end or back of each piece.

3. Where nominal sizes are indicated, provide actual sizes required by DOC PS 20 for moisture content specified. Where actual sizes are indicated, they are minimum dressed sizes for dry lumber.
