SPECIFICATION 01009

GENERAL INFORMATION AND REQUIREMENTS

PART 1: GENERAL

1.1 SUMMARY:

A. Description of Work: Furnishing labor, equipment, supplies, and materials to construct 9 pits. The Work Data Sheet lists quantities, dimensions, and requirements.

B. Location: Work under this contract is located in Carter County, Montana. The work locations are shown on the drawings.

C. Work Data Sheet: Designates the type, quantity, and order of work required at each project location, and dimensions required for typical drawings.

1.2 QUALITY ASSURANCE:

A. Codes and Standards: The work shall comply with codes and standards applicable to each type of work and as listed in the individual sections of these specifications. This contract incorporates materials, applications, and tests by reference, with the same force and effect as when they were given in full text.

B. Conflict: Where a conflict occurs between reference documents and project specifications, the project specifications shall govern.

1.3 PROJECT/SITE CONDITIONS:

A. Access to the Work: Public access roads damaged by the Contractor shall be restored at the

Contractor's expense to the same condition they were in at the commencement of work.

B. Environmental Considerations: Operations of the Contractor upon government premises including storage of materials, camping areas, and equipment parking shall be confined to areas approved by the Contracting Officer (CO). In the event the surrounding landscape is disturbed, the Contractor shall restore that area at the Contractor's expense.

1.4 SEQUENCING AND SCHEDULING:

A. Work Schedule: The schedule shall be submitted at the pre-work conference. When requested, the Contractor shall submit an updated schedule within 3 calendar days.

PART 3: EXECUTION

A. Pre-Work Conference:

1. A pre-work conference will be held prior to the start of work. The Contractor will be notified in advance of meeting time, date and place. The purpose will be to review required work, project drawings and specifications, construction schedules, payroll and payments, and administrative provisions of the contract.

2. The Contractor, subcontractors and the persons responsible for coordination of the work shall be present at the meeting.

3. The Contractor shall be prepared to summarize and explain procedures planned for the project and present the submittals requested in the specifications.

B. Progress Meetings:

1. Meetings shall be held at the project site, or as determined by the CO.

2. Meetings may be called by either the CO or the Contractor. Request shall state who should attend.

C. Final Inspection:

1. Meeting shall be held at the project site, or as determined by the CO.

2. The Contractor shall notify the CO in writing at least 3 working days before the completion date so the Government can schedule final inspection.

3.2 PREPARATION:

A. Work Layout: The Government will set stakes or steel fence posts to give the Contractor measurements, lines and grades necessary for the work executed under the contract.

Baseline monuments or benchmarks disturbed or removed during construction shall be reset by the Contractor at the Contractor's expense.

PART 4: MEASUREMENT AND PAYMENT

4.1 METHOD OF MEASUREMENT:

A. Units: The work described in this section will not be measured for payment.

4.2 BASIS OF PAYMENT:

A. Payment: No direct payment for the work described under this section will be made. The

Contractor shall include consideration for this item in the quote value price for other items of the contract.

MOBILIZATION

PART 1: GENERAL

1.1 SUMMARY:

A. Section Includes: Preparatory work and operations, including those necessary to the movement of personnel, equipment, supplies and incidentals to the project site; and for other work and operations which must be performed or costs incurred prior to beginning work on the various items on the project site.

PART 4: MEASUREMENT AND PAYMENT

4.1 METHOD OF MEASUREMENT:

A. Units: Progress payments will be made as follows:

1. When 5 percent of the original contract amount is earned from other bid items, 50 percent of the amount bid for mobilization or 5 percent of the original contract amount, whichever is lesser, will be paid.

2. When 10 percent of the original contract amount is earned from other bid items, 100 percent of the amount bid for mobilization or 10 percent of the original contract amount, whichever is lesser, will be paid.

3. Upon completion of work for the project, payment of the amount bid for mobilization in excess of 10 percent of the original contract amount, will be paid.

4. The total sum of all payments shall not exceed the original contract amount bid for mobilization, regardless of the fact that the Contractor may have shut down the work on the project or moved equipment away from the project and then back again.

4.2 BASIS OF PAYMENT:

A. Payment: No direct payment for moves between project sites will be made. The Contractor shall include consideration for moves between project sites in the quote value price for

items of the Contract. Prices and payment will be full compensation for the work described in this section. No modification and adjustments shall be allowed for costs and changes to modification despite changes in fuel or transportation costs. Payment will be made under:

MINOR EARTH DAMS AND PITS

SPECIFICATION 02291

PART 1: GENERAL

1.1 WORK INCLUDED:

A. Description: Clearing, grubbing, excavation, embankment construction, and core trenching for construction of minor earth dams and pits as shown on the drawings and Work Data

Sheet.

1.2 PROJECT CONDITIONS:

A. Work Limits: Work limits will be staked and control points established by the Government.

Contractor shall not borrow outside staked areas without permission from the Contracting

Officer. Borrow areas are usually located below reservoir high water lines.

B. Climatic Conditions: No work required under this section will be allowed when materials are frozen or excessively wet.

C. Haul Distance: The maximum haul distance shall not exceed 1,000 feet, measured by the straight-line distance from the center of mass of the embankment to the farthest point in the borrow area.

PART 2: PRODUCTS

2.1 MATERIALS:

A. Waste Material: Waste material is defined as brush, trees, stumps, frozen lumps, non-plastic silts, and oversized rocks. Oversized rocks are of such size and shape that will interfere with the uniform placement of earth fill materials in layers of specified thickness.

B. Topsoil: Topsoil material shall be considered to be that material which will sustain plant growth and includes sod, roots, and other small vegetative matter which can be uniformly placed to a thickness of 3 inches without protruding from the finished grade.

C. Permeable Material: Sand, gravel, and rock.

D. Common Excavation: Materials to be removed from excavation, except igneous, metamorphic and sedimentary rock which cannot be excavated without blasting, will be considered common excavation. Common excavation includes rippable material. Material shall be considered rippable if the Contractor is able to rip material with a rear-mounted, heavy duty, single-tooth, ripping attachment mounted on a crawler tractor having a power rating of at least 195 net horsepower.

E. Embankment: Excavated materials shall be free of topsoil and waste material.

Excavation required for embankment pay quantities shall be subject to the same material requirement as common excavation.

PART 3: EXECUTION

3.1 PREPARATION:

A. Clearing, Stripping, Grubbing: The area to be excavated and the surface area to be covered by embankments shall be:

1. Cleared of waste material. The Contractor shall conserve available topsoil.

2. Stripped of topsoil, with the topsoil stockpiled at designated locations.

3. Grubbed to remove remaining waste material.

B. Bank Sloping: Slopes not otherwise designated within the foundation area, including channel banks, shall be trimmed to the designated slopes. Suitable material resulting from the bank sloping operation shall be removed and deposited in the embankment, or stockpiled for use in the embankment.

3.2 INSTALLATION:

A. Placement of Topsoil: After construction of the embankment and excavation areas is completed, the stockpiled topsoil shall be uniformly placed to a depth of 3 inches over the downstream slope of reservoirs which are 2:1 or more, spillways, borrow pits, and waterfowl islands and cut and fill areas above high water line, including the top and upstream slopes of reservoirs to form a seedbed for planting.

B. Foundation: After the required preparation has been completed and the core trenches, when required on the Work Data Sheet or drawings, have been excavated, the foundation shall be scarified. Scarifying shall consist of ripping furrows to a depth of 6 to 8 inches. Furrows shall be a maximum of 3 feet apart and parallel to the axis of the embankment.

C. Excavation: Suitable excavated materials shall be placed directly in required embankments or, if authorized, in temporary stockpiles and later placed in the embankment. Excavation material from core trenches for pit reservoirs shall not be stockpiled. Required excavation which is in excess of the requirements for embankment shall be designated as waste. The

Contractor shall use care not to disturb existing vegetation in natural spillways or sodded watercourse areas below excavated spillways. Waste material shall be uniformly placed immediately below the downstream toe of the embankment in a manner that will not leave windrows.

D. Embankment: Embankment materials shall be scraper placed. Further requirements are:

1. Materials shall be placed parallel to the axis of the embankment in even, continuous, approximately horizontal layers not more than 8 inches in thickness as deposited by scrapers. The full cross section of the fill shall be maintained as each successive layer is placed.

2. Successive loads of material shall be placed to produce a distribution of material throughout the embankment that is free from lenses, pockets, streaks, or layers of material differing substantially in texture or gradation from surrounding material.

3. Travel of equipment shall be distributed evenly over the entire width of the embankment to obtain the maximum uniform compaction possible while placing material. Over compaction along the hauling route, which causes lenses to develop, shall be avoided. Should lenses develop, the Contractor shall scarify these areas prior to placing the next lift of material.

4. Core trenches shall be backfilled with select material excavated from the borrow area with its suitability determined by the Contracting Officer.

5. Permeable materials shall be placed downstream of the embankment core trench in the embankment to act as a toe drain or shall be placed above the high-water line of the embankment.

3.3 FIELD QUALITY CONTROL:

A. Semi-compacted Embankment: Routing equipment as described above will be sufficient compaction. The Contractor will not be required to perform additional passes of his hauling equipment to increase the degree of compaction.

PART 4: MEASUREMENT AND PAYMENT

4.1 METHOD OF MEASUREMENT:

A. General: The slope stake basis of measurement for earthwork will be used. Slope stake measurements taken prior to construction will be used provided the work has been acceptably completed in conformity to the staked lines and slopes. When changes in the original slope stakes are approved, final cross-section or comparable measurements will be taken of the completed work. Clearing, stripping, and grubbing of waste material and topsoil, stockpiling and placing topsoil, and scarifying foundations will not be measured for payment.

B. Common Excavation: Common excavation material will be measured in the original space occupied and includes:

1. Excavated material from designated borrow areas, water retention pits, and pit core

trenches which is placed directly in water retention pit embankments.

2. Excavated materials which are designated and placed as waste.

3. Excavated material which is suitable for placement in minor retention dam embankment but authorized to be placed in temporary stockpiles. Stockpiled material which is subsequently placed in an embankment will also be paid for as common excavation when it is picked up from the stockpile and placed in the embankment, but will be paid for as the original measured quantity, it will not be remeasured in the stock pile.

C. Embankment: Embankment pay quantities which include the space occupied by the dam embankment and core trench will be measured in place for minor retention dams.

Embankment pay quantities shall be classified as compacted or semicompacted as designated on the Work Data Sheet and Schedule of Items.

D. Units: Measurements will be recorded in feet and the volumes will be computed in cubic yards.

1. Prismoidal volumes (pits) will be computed by the formula:

At = Top area in square feet

Ab = Bottom area in square feet

Am = The area halfway between At and Ab in square feet.

(It is not the average of At & Ab: Use end and side slopes to calculate Am)

2. Nonprismoidal volumes will be calculated by the average end area method.
