REPLACE FLORIDA BAY CHICKEES AND DOCKS SCOPE OF WORK-1

SCOPE OF WORK—FLORIDA BAY CHICKEES AND DOCKS

PART 1 - GENERAL

1.1 SUMMARY

A. This work consists of providing all labor, materials, and equipment to remove and replace two existing chickees (Shark Point and Johnson Key), replace the dock at Little Rabbit Key, and modify the Watson River Chickee. Each chickee and dock is at a different location within Everglades National Park. Chickees are over-the-water pile supported structures used as campsites by visitors in the backcountry. All work sites are only accessible by boat. Specific sites are:

1. Shark Point Chickee: This work is to remove and replace an existing double chickee.

Coordinates of the site are Latitude 25.1411° North, Longitude 80.8024° West.

2. Johnson Key Chickee: This work is to remove and replace an existing double chickee.

Coordinates of the site are Latitude 25.0512° North, Longitude 80.9074° West

3. Little Rabbit Key Dock: This work is to remove and replace the existing dock. Coordinates of the site are Latitude 24.9814° North, Longitude 80.8262° West

4. Watson River Chickee: This work is to modify the existing single chickee to raise its deck elevation. Coordinates of the site are Latitude 25.3326° North, Longitude 80.9807° West.

5. All existing structures are visible on Google Earth.

B. NPS drawing number 160/191,407 is part of this scope of work.

1.2 PERMITS

A. The Government has secured permits for each site of this project from the USACE and Florida DEP.

Copies of these permits will be provided to the Contractor.

B. Mitigation Credits are required for this work and are estimated to cost $1,306.08. The Contractor shall be responsible to pay for these credits. Payment shall be made by check to the Keys Restoration Fund, P O Box 20376, Sarasota, FL 34276. Payment shall reference permit number

SAJ-2009-00452 (NWP-ICF).

C. The Contractor shall follow all conditions required in these permits.

D. Copy of all these permits and approved plans shall be available and maintain for review at the project site.

E. Prior to any work authorized in water or wetlands, the Contractor and Government shall attend a pre-construction meeting with a representative of the Florida Department of Environmental Protection.

F. The Contractor shall prepare and submit all follow up paperwork required by the permits. This paperwork is expected to include but not limited to a “Commencement Notification” and the “Completion Statement of Compliance”. Any signatures needed by the owner and/or a licensed professional engineer will be provided by the Government.

G. The paperwork shall be filed within the deadlines required in the permit. The Contractor shall provide the Contracting Officer copies of all paperwork at the time it is submitted to the agencies.

1.3 USE OF PREMISES AND WORK RESTRICTIONS

A. Start of Work Notification: At least two weeks prior to the start of on-site work, the Contractor shall notify the Contracting Officer of the intended start date. This will allow Government personnel to conduct a final review of the work site for any issues prior to the start of construction.

B. Preservation of Natural Features:

1. Limit use of the premises to the area immediately adjacent to the work site. Do not disturb the site beyond the work area.

2. Prevent damage to natural surroundings. Restore damaged areas, repairing or replacing damaged trees and plants, at no additional expense to the Government.

3. There shall be no storage or stockpiling of tools and materials (i.e., lumber, pilings, debris), along the shoreline adjacent to the waters. All excess lumber, scrap wood, trash, garbage, and any other type of debris shall be removed from wetlands/waters within 14 days of completion of the work.

4. The waters of Florida Bay are very shallow. All vessels shall follow routes of deep water whenever possible. All vessels associated with the construction project shall operate at "Idle Speed/No Wake” at all times while in the immediate project area and while in water where the draft of the vessel provides less than a four-foot clearance from the bottom. Moving of barges shall be coordinated with the tides to ensure sufficient water depth to prevent grounding and prop scour. No barges or boats shall be used that draft more than 30 inches. During all construction activities, there shall be a minimum of 1-foot clearance between the draft of the construction vessel/barge and the submerged bottom.

5. Appropriate erosion and siltation controls must be maintained during construction. Turbidity curtains will be used for any ground disturbing work in surface waters. The curtain shall be installed to a depth of one foot above the sea bottom. Siltation or turbidity barriers shall be made of material in which manatees cannot become entangled, shall be properly secured, and shall be regularly monitored to avoid manatee entanglement or entrapment.

6. All equipment must be clean and free from visible debris (dirt, plant materials) prior to being brought into Everglades National Park.

7. Heavy timber mats or similar products shall be used to support any tracked or wheeled equipment operating on the ground site at Little Rabbit Key.

C. Preservation of Cultural Resources: No known archeological resources are in this area of this construction. If previously unknown archeological resources are discovered during the work of this project, the Contractor shall immediately stop work around the area of discovery and notify the Contracting Officer. An equitable adjustment will be made in accordance with the Changes clause of the contract.

D. Threatened, Endangered and Species of Concern: The following threatened, endangered, and species of concern could be encountered in the project area: Crocodiles, Sawfish, Manatees, and Sea Turtles.

1. No adverse effect or taking of any threatened, endangered, or other regulated species shall be allowed while conducting the work of this contract. If the activities appear to harass or injure a protected marine species, then work shall cease immediately and not resume until after consultation with the Contracting Officer.

2. All work shall be done in daylight hours.

3. At least one dedicated observer shall be present during pile driving activities and shall perform no other duties that may interfere with their ability to observe for protected marine species.

Observer(s) must have prior on-the-job experience observing manatees during in-water work where the activities were similar in nature to this project. All in-water operations, including vessels, shall be shut down if a manatee comes within 50 feet of the operation.

4. All sightings of these species shall be reported to the Contracting Officer.

5. When a threatened or endangered species is present or observed on the work site, work shall be postponed until the individuals leave the area.

6. The Contractor shall comply with the “Standard Manatee Conditions for In-Water Work – 2011” published by the Florida Fish and Wildlife Conservation Commission (FWC).

7. Temporary signs concerning manatees shall be posted prior to and during all in water project activities. Awareness signs that have already been approved for this use by the Florida Fish and Wildlife Conservation Commission (FWC) must be used. One sign measuring at least 3 ft. by 4

ft. which reads Caution: Manatee Area must be posted. A second sign measuring at least 8 1/2" by 11" explaining the requirements for “Idle Speed/No Wake” and the shutdown of in-water operations must be posted in a location prominently visible to all personnel engaged in water-related activities. Please see the FWC website for information on how to obtain appropriate signs.

8. The Contractor shall comply with National Marine Fisheries Service's “Sea Turtle and Smalltooth Sawfish Construction Conditions,” dated March 23, 2006.

9. At the start of the project, all on-site employees shall receive training to identify threatened and endangered species which maybe encountered on the site.

E. Turbidity Monitoring:

1. Turbidity levels outside the construction area shall not exceed 0 NTU’s above background levels. The following measures shall be taken immediately by the permittee whenever turbidity levels within waters surrounding the project site exceed 0 NTU’s above background:

a. Notify the Contracting Officer at the time the violation is first detected.

b. Immediately cease all work contributing to the water quality violation.

c. Stabilize all exposed soils contributing to the violation. Modify the work procedures that were responsible for the violation, install more turbidity containment devices, and repair any non-functional turbidity containment devices.

d. Perform turbidity monitoring as required in the Florida DEP permit for the site of the work.

e. Resume construction activities once turbidity levels outside turbidity curtains fall below 0

NTU’s.

F. On-Site Work Hours: Work shall be generally performed during normal business working hours of 7:00 a.m. to 5:00 p.m., Monday through Friday. Requests for any work outside those hours, including weekends and holidays, must be submitted for approval at least 48 hours in advance. No night work shall be performed.

G. Hurricanes: The Government requires closing of operations between 48 and 72 hours of anticipated landfall of a tropical storm or hurricane as determined by the National Park Service. All project materials shall be adequately secured or removed from the site before the closure.

1.4 PRECONSTRUCTION CONFERENCE:

A. Before start of construction, the Contracting Officer will arrange a meeting with the Contractor. The meeting agenda will include the following as a minimum: correspondence procedures, designation of responsible personnel, payments to the Contractor, park rules and regulations, construction schedule, submittals, and project closeout requirements.

1.5 SUBMITTALS

A. All submittals shall be transmitted electronically in PDF or MS Word format.

B. Pre-Construction Submittals:

1. Submit a Progress Schedule (normally in bar chart form) showing estimated starting and completion dates for each phase of the work.

2. Submit a Schedule of Values showing the breakdown of the Contract. This breakdown shall include administrative costs, general condition costs, overhead, and profit in the work breakdown items and not as separate items. The Schedule of Values will also form the basis for progress payments.

3. Submit a safety plan per the accident prevention paragraph of this scope.

4. Copies of any pre-construction forms or notifications filed with a regulatory agency as required by the permits.

C. Material Submittals:

1. Submittals are required for the following items:

a. Manufactures Literature or Cut Sheets:

1) Fiberglass Decking

2) Concrete Piles

3) Composite Wood

4) Metal Roofing

b. Warranty: Provide manufacture's written warranty for:

1) Fiberglass Decking.

2) Aluminum Dock Structure.

c. Shop Drawings:

1) Aluminum structures and decking.

2. All material submittals shall be transmitted using National Park Service form DSC-1(CS). No action will be taken on a submittal item unless accompanied by the transmittal form.

3. Provide submittals to the Contracting Officer at least 21 days before need for approval.

4. The Government will return the submittals either approved, approved with notations, or disapproved.

D. Periodic Submittals:

1. Provide quality assurance reports per the quality assurance paragraph of this section.

2. On a weekly basis, provide the Contracting Officer with a two-week look ahead schedule of his intended activities. This schedule can be an informal handwritten paper copy.

E. Post Construction Submittals:

1. Project Record Drawings: Maintain one complete set of contract drawings. Clearly mark changes, deletions, and additions to show actual construction conditions. Show additions in red, deletions in green, and special instructions in blue.

2. Copies of any closeout forms or notifications filed with a regulatory agency as required by the permits.

1.6 ACCIDENT PREVENTION

A. Before on-site work begins, submit a written accident prevention plan containing the following:

1. Identification of personnel responsible for safety at both corporate and project level including on-site personnel.

2. Emergency Response Plan including site specific emergency contact information and location of the nearest emergency room.

3. Outline of each phase of the work, the hazards associated with each major phase, and the methods proposed to ensure property protection and safety of the public, National Park Service personnel, and Contractor's employees.

B. The Contractor shall follow all federal, state, and local safety and health requirements.

C. The Contractor shall report all accidents to the Contracting Officer as soon as possible and assist the Contracting Officer and other officials as required in the investigation of the accident.

D. First Aid Facilities: Provide adequate facilities for the number of employees and the type of construction at the site.

E. Personnel protective equipment: Meet requirements of NIOSH and ANSI.

1.7 QUALITY ASSURANCE

A. The Contractor shall keep daily reports of the construction activity. The form of the report is up to the Contractor, but the report shall include the following information:

1. Date

2. Project Title and Contract Number

3. Contractor’s name and On-site Superintendent’s name

4. General description of weather and ground conditions

5. Number of employees (including sub-contractors) working on-site. Employees shall be listed by job categories.

6. List of major equipment working on-site.

7. Description of work performed

8. Any issues arising including disputes, unforeseen circumstances, differing site conditions, delays, accidents, etc.

B. Reports shall be e-mailed to the Contracting Officer on a weekly basis.

1.8 CONSTRUCTION MATERIALS:

A. All materials shall be Contractor furnished from outside the park.

1.9 DISPOSAL

A. All removed material becomes the property of the Contractor and shall be disposed of outside the park, in accordance with all Federal, State, and local regulatory guidelines.

1.10 FIELD VERIFICATION:

A. Field verify all new and existing dimensions affecting the work of this contract before ordering materials. Any discrepancies between construction drawings, construction specifications, and field conditions shall be brought to the attention of the Contracting Officer before work is to be performed. Any work that is performed without notifying the Contracting Officer shall be done at the Contractor's own expense.

PART 2 - PRODUCTS

2.1 PRESTRESSED CONCRETE PILES

A. Material:

1. Type II, Type V, or Type III (with a maximum tricalcium aluminate (C3A) content of 8 percent and low alkali) cement, a minimum cementitious materials content of 658 pounds per cubic yard and a maximum water to cementitious materials ratio of 0.40.

2. Use seven-wire strand conforming to ASTM A416, Grade 270. Use prestressing steel free of grease, oil, wax, paint, soil, dirt, and rust. Do not use prestressing strands or wire having kinks, bends, or other defects. Use 2-1/2 inch minimum cover, including the chamfered corners

3. Concrete Mix Design: Compressive strength shall be 5000 psi at 28 days. A minimum cementitious materials content of 658 pounds per cubic yard and a maximum water to cementitious materials ratio of 0.40.

4. Inspect the product for conformance with the product dimension tolerances shown in Appendix B of PCI Manual MNL-116 (Manual for Quality Control for Plants and Production of Structural Precast Concrete Products).

B. Pile Layout:

1. The pile layout is approximate. The contractor can adjust the exact pile location to fit the design of the aluminum dock structure.

2. Interior piles shown on the drawings can be eliminated if the design of the aluminum structure can bridge over those piles without overloading the remaining piles.

2.2 WOOD PILE AND PILE WRAP

A. Use only for the pile extension work at the Watson River Chickee.

B. ASTM D25, natural taper. Sizes to match existing piles.

C. Treatment: Chromated Copper Arsenate (2.50 pcf).

D. At all points where the aluminum structure and the treated piles touch, install 60 mil polyethylene sheeting between the two materials to prevent direct contact.

2.3 ALUMINUM STRUCTURES

A. The Contractor shall provide the structure, including aluminum pile caps, to the dimensions shown on the plans and designed to meet the following criteria:

1. Deck Live Load for overwater Chickees and Docks: 100 psf (pounds per square foot)

2. Roof Live Load: 20 psf (pounds per square foot)

3. Dead Load: Per Contractors Design.

4. Winds Loads:

a. Lateral pressure applied to the side of structure: 90 psf.

b. Uplift on deck/roof: 60 psf

c. Downward on deck/roof: 60 psf

5. Wave Loads for Overwater Structures Only (Chickees and Docks):

a. Lateral Wave: 200 psf. This load only applies to parts of the structure below the top of the deck.

b. Uplift on deck: 110 psf

c. Downward on deck: 110 psf

6. The Contractor shall be responsible for the design of the connection to the piles.

7. The Contractor deck structure shall not cause loadings on the piles that exceeds the limits of the

Government provided design as listed in these specifications.

8. The structure shall support the grating so under the live design load, the maximum deflection of the grating is less than the Span Length divided by 180.

B. Design of the piles is provided by the Government. When installed as shown and specified, the dock designer can assume each pile can be loaded to the following limits:

1. Vertical Pile Load: 15,000 pounds

2. Vertical Pile Uplift: 7,500 pounds

3. Horizontal lateral load at the top of the pile: 2,500 pounds

C. Materials: 6061 T6 Marine Grade Aluminum and 316 Stainless Fasteners.

D. Fabrication: The aluminum structure shall be fabricated in accordance with AWS D1.2 Structural Welding Code—Aluminum.

E. Warranty: The Manufacturer/Fabricator shall provide a 10-year limited warranty against defects in the dock structure.

2.4 FIBERGLASS DECKINGiberglass grating with a minimum 43% open area for light transmittance.

A. Must be ADA compliant with a maximum open space of 1/2 inch.

B. Grading depth (thickness) shall be a minimum of 1-inch.

C. Gating shall be manufactured with a barefoot friendly aqua-grit (sugar grit) to the top surface of each bar providing slip resistance.

D. Load/Deflection: Maximum deflection of 0.20 inches with a uniform distributed load of 100 pounds per square foot at 30-inch clear span.

E. All finished surfaces of fiberglass items shall be smooth, resin-rich, free of voids and without dry spots, cracks, crazes or unreinforced areas. All glass fibers shall be well covered with resin to protect against their exposure due to wear or weathering.

F. All mechanical grating clips shall be manufactured of Type 316SS (stainless steel).

G. Manufacturer’s 3-year limited warranty against defects in materials and workmanship.

H. Micro-Mesh Molded Grating as manufactured by Fibergrate Composite Structures or approved equal.

2.5 COMPOSITE WOOD

A. Used for facial on the aluminum structure and for fender piles.

B. Reclaimed wood and polyethylene plastic with additives for coloring and inhibiting fungal/algal growth; free from toxic chemicals.

C. Surface texture: Wood grain embossed finish

D. Moisture Shield Composite Decking or approved equal.

2.6 ROOF SUB-DECKING

A. 19/32 Performance Category APA Rated Plywood Sheathing, Exterior. A higher performance rating shall be used if required by the roofing product NOA. Treatment: AWPA Use category for saltwater splash (Category UC4B).

2.7 CHICKEE ROOFING

A. 5V-crimp style metal roof panels. 26 gauge. Finish: G90 per ASTM A653 for Galvanized. Include matching peak, rake, and eave trim.

B. Underlayment: Self-adhering polymer-modified bitumen underlayment complying with ASTM D1970.

C. Flashing: 24-gage galvanized steel sheet, meeting requirements of ASTM A653 with minimum zinc coating of 1.25 ounces per square foot and 0.2 percent copper bearing, and mill phosphatized for maximum paint adherence.

2.8 CHICKEE/DOCK SIGNS

A. Sign with routed lettering approximately ¼ inch deep.

1. Materials: Wood or High Density Urethane.

2. Size: Three-inch lettering with 1-inch minimum margin between lettering and sign edges.

3. Colors: White lettering with NPS Brown (Pantone PMS 1615) background.

4. Type Style shall be NPS Rawlinson. NPS Rawlinson is a font licensed by the National Park

Service. NPS Rawlinson Font Files will be provided to the Contractor for use on this project.

The font files provided shall not be used for any other purpose.

2.9 HARDWARE

A. Hardware including bolts, nuts, anchors, washers, screws, and nails shall be 316 stainless steel.

2.10 CHICKEE LADDER

A. Welded marine grade aluminum construction, U-shaped railings that extends above the deck, 2” deep flat rungs with nonslip surface, 18” minimum width, and 500 lbs. minimum load rating. Use a 5-rung ladder for the center deck and 7-rung ladders for the sides.

2.11 TABLE MATERIALS

A. Aluminum Planking: Extruded aluminum seat planks, aluminum alloy 6063-T6, clear anodized 204R1, AA-M10C22A31, Class II with wall thickness nominally .078" for impact and deformation resistance. Minimum uniform live load of 100 psf.

B. Provide all planks with aluminum end caps and attachment hardware.

2.12 PORTABLE TOILET

A. Government Provided. Salvage and store the existing portable toilet. Reinstall on the new chickee.

PART 3 - EXECUTION

3.1 BENCHMARK ELEVATION

A. The elevation of these docks and chickees are critical and based off the deck elevation of the existing structure. At least one of the existing piles with a mark relating to the existing deck elevation shall be maintained as a refence benchmark until that mark can be transferred to one of the installed new piles.

3.2 DEMOLITION

A. The existing structure shall be cut up into removable pieces and transported for disposal as required in the disposal section of this scope. The existing piles shall be pulled and removed.

3.3 CONCRETE PILES

A. Install piles to the depth shown on the drawings.

B. Piles shall be installed plumb to within 1 inch in 10'.

C. Piles shall be installed without splices.

D. In rock, pre-drill holes of diameter not greater than 90 percent of the average cross-sectional dimension of the pile and drive the pile therein to practical refusal.

3.4 ALUMINUM STRUCTURE

A. Install the aluminum structure per the dock suppliers approved submittal and shop drawings.

3.5 BOLTS

A. Bolt holes shall be a minimum of 1/32" to a maximum of 1/16" larger that the diameter of the bolt.

B. When installed and tightened, at least 2 full threads shall be exposed beyond the nut.

C. If bolt head or nut rest against wood, washers not less than standard cut shall be placed between the wood and bolt head and between the wood and nut.

3.6 DECKING

A. Install decking in accordance with manufacturer's instructions.

B. All field fabricated grating cuts shall be coated by the contractor in accordance with the manufacturer's instructions and approved sealers.

C. Field cut and drill fiberglass reinforced plastic products with carbide or diamond tipped bits and blades. Panels shall be installed in as large of pieces as available to minimize seams.

D. Panels shall be attached to the structure with a minimum of two clips at each end. If the panel is more than 4 feet long, intermediate rows shall be added so the spacing between rows is less than 4 feet.

3.7 ROOFING

A. Follow manufacture’s recommendations and the product NOA including installation of eave, rake and, peak trim. Roof panels shall cover the full roof length without splices. Roof nails/screws shall be a minimum 1.5 inches long.

3.8 SUBSTANTIAL COMPLETION AND FINAL INSPECTION

A. Before scheduling the final inspection, remove all tools, equipment, surplus materials, and rubbish.

At the time of final inspection, project shall be thoroughly clean and ready for use.

B. Submit written certification that project, or designated portion of project, is substantially complete, and request in writing a final inspection. Contracting Officer will make an inspection within 10 days of receipt of request.

C. If the project is determined to be substantially complete, the Contracting Officer will prepare a list of deficiencies to be corrected before final acceptance and issue a Letter of Substantial Completion.

D. After all deficiencies have been corrected, a Letter of Acceptance will be issued.

1.2 PERMITS

1.6 ACCIDENT PREVENTION
A. Before on-site work begins, submit a written accident prevention plan containing the following:
1. Identification of personnel responsible for safety at both corporate and project level including on-site personnel.
2. Emergency Response Plan including site specific emergency contact information and location of the nearest emergency room.
3. Outline of each phase of the work, the hazards associated with each major phase, and the methods proposed to ensure property protection and safety of the public, National Park Service personnel, and Contractor's employees.
B. The Contractor shall follow all federal, state, and local safety and health requirements.
C. The Contractor shall report all accidents to the Contracting Officer as soon as possible and assist the Contracting Officer and other officials as required in the investigation of the accident.
D. First Aid Facilities: Provide adequate facilities for the number of employees and the type of construction at the site.
E. Personnel protective equipment: Meet requirements of NIOSH and ANSI.
1.7 QUALITY ASSURANCE
A. The Contractor shall keep daily reports of the construction activity. The form of the report is up to the Contractor, but the report shall include the following information:
1. Date
2. Project Title and Contract Number
3. Contractor’s name and On-site Superintendent’s name
4. General description of weather and ground conditions
5. Number of employees (including sub-contractors) working on-site. Employees shall be listed by job categories.
6. List of major equipment working on-site.
7. Description of work performed
8. Any issues arising including disputes, unforeseen circumstances, differing site conditions, delays, accidents, etc.

B. Reports shall be e-mailed to the Contracting Officer on a weekly basis.

1.8 CONSTRUCTION MATERIALS:
A. All materials shall be Contractor furnished from outside the park.
1.9 DISPOSAL
A. All removed material becomes the property of the Contractor and shall be disposed of outside the park, in accordance with all Federal, State, and local regulatory guidelines.

PART 2 - PRODUCTS
2.1 PRESTRESSED CONCRETE PILES
A. Material:
1. Type II, Type V, or Type III (with a maximum tricalcium aluminate (C3A) content of 8 percent and low alkali) cement, a minimum cementitious materials content of 658 pounds per cubic yard and a maximum water to cementitious materials ratio of 0.40.
2. Use seven-wire strand conforming to ASTM A416, Grade 270. Use prestressing steel free of grease, oil, wax, paint, soil, dirt, and rust. Do not use prestressing strands or wire having kinks, bends, or other defects. Use 2-1/2 inch minimum cover, in...

2.2 WOOD PILE AND PILE WRAP
A. Use only for the pile extension work at the Watson River Chickee.
B. ASTM D25, natural taper. Sizes to match existing piles.
C. Treatment: Chromated Copper Arsenate (2.50 pcf).
D. At all points where the aluminum structure and the treated piles touch, install 60 mil polyethylene sheeting between the two materials to prevent direct contact.
2.3 ALUMINUM STRUCTURES
A. The Contractor shall provide the structure, including aluminum pile caps, to the dimensions shown on the plans and designed to meet the following criteria:
1. Deck Live Load for overwater Chickees and Docks: 100 psf (pounds per square foot)
2. Roof Live Load: 20 psf (pounds per square foot)
3. Dead Load: Per Contractors Design.
4. Winds Loads:
a. Lateral pressure applied to the side of structure: 90 psf.
b. Uplift on deck/roof: 60 psf
c. Downward on deck/roof: 60 psf
5. Wave Loads for Overwater Structures Only (Chickees and Docks):
a. Lateral Wave: 200 psf. This load only applies to parts of the structure below the top of the deck.
b. Uplift on deck: 110 psf
c. Downward on deck: 110 psf
6. The Contractor shall be responsible for the design of the connection to the piles.
7. The Contractor deck structure shall not cause loadings on the piles that exceeds the limits of the Government provided design as listed in these specifications.
8. The structure shall support the grating so under the live design load, the maximum deflection of the grating is less than the Span Length divided by 180.
B. Design of the piles is provided by the Government. When installed as shown and specified, the dock designer can assume each pile can be loaded to the following limits:
1. Vertical Pile Load: 15,000 pounds
2. Vertical Pile Uplift: 7,500 pounds
3. Horizontal lateral load at the top of the pile: 2,500 pounds
C. Materials: 6061 T6 Marine Grade Aluminum and 316 Stainless Fasteners.
D. Fabrication: The aluminum structure shall be fabricated in accordance with AWS D1.2 Structural Welding Code—Aluminum.
E. Warranty: The Manufacturer/Fabricator shall provide a 10-year limited warranty against defects in the dock structure.
2.4 FIBERGLASS DECKINGiberglass grating with a minimum 43% open area for light transmittance.
A. Must be ADA compliant with a maximum open space of 1/2 inch.
B. Grading depth (thickness) shall be a minimum of 1-inch.
C. Gating shall be manufactured with a barefoot friendly aqua-grit (sugar grit) to the top surface of each bar providing slip resistance.
D. Load/Deflection: Maximum deflection of 0.20 inches with a uniform distributed load of 100 pounds per square foot at 30-inch clear span.

2.6 ROOF SUB-DECKING
A. 19/32 Performance Category APA Rated Plywood Sheathing, Exterior. A higher performance rating shall be used if required by the roofing product NOA. Treatment: AWPA Use category for saltwater splash (Category UC4B).
2.7 CHICKEE ROOFING
A. 5V-crimp style metal roof panels. 26 gauge. Finish: G90 per ASTM A653 for Galvanized. Include matching peak, rake, and eave trim.
B. Underlayment: Self-adhering polymer-modified bitumen underlayment complying with ASTM D1970.
C. Flashing: 24-gage galvanized steel sheet, meeting requirements of ASTM A653 with minimum zinc coating of 1.25 ounces per square foot and 0.2 percent copper bearing, and mill phosphatized for maximum paint adherence.
2.8 CHICKEE/DOCK SIGNS
A. Sign with routed lettering approximately ¼ inch deep.
1. Materials: Wood or High Density Urethane.
2. Size: Three-inch lettering with 1-inch minimum margin between lettering and sign edges.
3. Colors: White lettering with NPS Brown (Pantone PMS 1615) background.
4. Type Style shall be NPS Rawlinson. NPS Rawlinson is a font licensed by the National Park Service. NPS Rawlinson Font Files will be provided to the Contractor for use on this project. The font files provided shall not be used for any other purpose.
2.9 HARDWARE
A. Hardware including bolts, nuts, anchors, washers, screws, and nails shall be 316 stainless steel.
2.10 CHICKEE LADDER

PART 3 - EXECUTION
3.1 BENCHMARK ELEVATION

3.2 DEMOLITION
A. The existing structure shall be cut up into removable pieces and transported for disposal as required in the disposal section of this scope. The existing piles shall be pulled and removed.
3.3 CONCRETE PILES
A. Install piles to the depth shown on the drawings.
B. Piles shall be installed plumb to within 1 inch in 10'.
C. Piles shall be installed without splices.
D. In rock, pre-drill holes of diameter not greater than 90 percent of the average cross-sectional dimension of the pile and drive the pile therein to practical refusal.
3.4 ALUMINUM STRUCTURE
A. Install the aluminum structure per the dock suppliers approved submittal and shop drawings.
3.5 BOLTS
A. Bolt holes shall be a minimum of 1/32" to a maximum of 1/16" larger that the diameter of the bolt.
B. When installed and tightened, at least 2 full threads shall be exposed beyond the nut.
C. If bolt head or nut rest against wood, washers not less than standard cut shall be placed between the wood and bolt head and between the wood and nut.
3.6 DECKING
A. Install decking in accordance with manufacturer's instructions.
B. All field fabricated grating cuts shall be coated by the contractor in accordance with the manufacturer's instructions and approved sealers.
C. Field cut and drill fiberglass reinforced plastic products with carbide or diamond tipped bits and blades. Panels shall be installed in as large of pieces as available to minimize seams.
D. Panels shall be attached to the structure with a minimum of two clips at each end. If the panel is more than 4 feet long, intermediate rows shall be added so the spacing between rows is less than 4 feet.
3.7 ROOFING
A. Follow manufacture’s recommendations and the product NOA including installation of eave, rake and, peak trim. Roof panels shall cover the full roof length without splices. Roof nails/screws shall be a minimum 1.5 inches long.
3.8 SUBSTANTIAL COMPLETION AND FINAL INSPECTION
A. Before scheduling the final inspection, remove all tools, equipment, surplus materials, and rubbish. At the time of final inspection, project shall be thoroughly clean and ready for use.
B. Submit written certification that project, or designated portion of project, is substantially complete, and request in writing a final inspection. Contracting Officer will make an inspection within 10 days of receipt of request.
C. If the project is determined to be substantially complete, the Contracting Officer will prepare a list of deficiencies to be corrected before final acceptance and issue a Letter of Substantial Completion.
D. After all deficiencies have been corrected, a Letter of Acceptance will be issued.
