SECTION 01 11 00

SUMMARY OF WORK

PART 1 GENERAL

1.1 PROJECT DESCRIPTION

The work includes, but is not limited to; road maintenance, aggregate placement, and demolition.

1.2 WORK SUMMARY

Regrade the road between campsite 23 and 25. Restore the stream crossing. Place aggregate at the approximate locations shown on the drawings, exact placement locations will be field staked. Regrade aggregate placement locations prior to placement.

1.3 LOCATION

The project is located in San Juan County, Colorado, off Colorado highway

550. The work location is approximately 4 miles south of Silverton, on the west side of Highway 550. Google Earth Coordinates: 37°45'59.22"N, 107°40'40.60"W.

1.4 WORK DURATION AND SCHEDULE

Work shall be completed within 365 days of the notice to proceed. The work will not take that long. The allowable duration is to allow multiple opportunities to complete the work. The project is around 10,000 feet elevation. The site is typically not accessible November through June, due to snow or wet conditions. Work shall occur Monday - Friday, excluding federal holidays.

1.5 WORK RESTRICTIONS

The road work will not be allowed when the soils are too wet. Road work will only be allowed when the road soils have a moisture content conducive to shaping. Road work will not be allowed when the soils are frozen.

SECTION 01 20 00

PRICE AND PAYMENT PROCEDURES

PART 1 GENERAL

Payment items for the work of this contract for which contract payments will be made are listed in the SCHEDULE and described below. All costs for items of work, which are not specifically mentioned to be included in a particular job are included in the listed job item most closely associated with the work involved. The price and payment made for each item listed constitutes full compensation for furnishing all labor, materials, and equipment, and performing any associated Contractor quality control, environmental protection, meeting safety requirements, tests and reports, and for performing all work required for which separate payment is not otherwise provided.

1.1 MOBILIZATION AND DEMOBILIZATION

1.1.1 Payment

Payment will be made for costs associated with mobilization and demobilization.

When 5% of the original Contract amount is earned from other bid items, 50% of the amount bid for mobilization or 5% of the original Contract amount, whichever is lesser, will be paid.

When 15% of the original Contract amount is earned from other bid items, 100% of the amount bid for mobilization or 8% of the original Contract amount, whichever is lesser, will be paid.

Upon completion of work for the project, payment of the amount bid for mobilization in excess of 8% of the original Contract amount, will be paid.

1.2 DEMOLITION

1.2.1 Payment

Payment will be made for all costs associated with removing the existing culvert.

SUBMITTAL PROCEDURES

PART 1 GENERAL

1.1 SUBMITTALS

Government approval is required for submittals with a "G" designation;

submittals not having a "G" designation are for information only.

1.2 INFORMATION ONLY SUBMITTALS

Normally submittals for information only will not be returned. Approval of the Contracting Officer's Representative is not required on information only submittals. The Government reserves the right to require the Contractor to resubmit any item found not to comply with the contract.

This does not relieve the Contractor from the obligation to furnish material conforming to the plans and specifications; will not prevent the Contracting Officer from requiring removal and replacement of nonconforming material incorporated in the work; and does not relieve the Contractor of the requirement to furnish samples for testing by the Government laboratory or for check testing by the Government in those instances where the technical specifications so prescribe.

1.3 GOVERNMENT APPROVING AUTHORITY

The Contracting Officer's Representative will:

a. Note the date on which the submittal was received.

b. Review submittals for approval within 10 days of receipt.

c. Identify returned submittals with one of the actions defined in paragraph REVIEW NOTATIONS and with markings appropriate for action indicated.

Upon completion of review of submittals requiring Government approval, one copy of the submittal will be retained by the Contracting Officer's Representative and one copy of the submittal will be returned to the Contractor.

1.3.1 Review Notations

Submittals will be returned to the Contractor with the following notations:

a. Submittals marked "approved" or "accepted" authorize the Contractor to proceed with the work covered.

b. Submittals marked "approved as noted" or "approved, except as noted, resubmittal not required," authorize the Contractor to proceed with the work covered provided the Contractor takes no exception to the corrections.

c. Submittals marked "not approved" or "disapproved," or "revise and resubmit," indicate noncompliance with the contract requirements or design concept, or that submittal is incomplete. Resubmit with

SECTION 01 33 00 Page 5 appropriate changes. No work shall proceed for this item until resubmittal is approved.

d. Submittals marked "not reviewed" will indicate submittal has been previously reviewed and approved, is not required, does not have evidence of being reviewed and approved by Contractor, or is not complete. A submittal marked "not reviewed" will be returned with an explanation of the reason it is not reviewed. Resubmit submittals returned for lack of review by Contractor or for being incomplete, with appropriate action, coordination, or change.

e. Submittals marked "receipt acknowledged" indicate that submittals have been received by the Government. This applies only to "information-only submittals" as previously defined.

1.4 DISAPPROVED SUBMITTALS

Make corrections required by the Contracting Officer's Representative. If the Contractor considers any correction or notation on the returned submittals to constitute a change to the contract drawings or specifications; notice as required under the FAR clause entitled CHANGES, is to be given to the Contracting Officer.

If changes are necessary to submittals, make such revisions and submission of the submittals in accordance with the procedures above. No item of work requiring a submittal change is to be accomplished until the changed submittals are approved.

1.5 APPROVED SUBMITTALS

The Contracting Officer's approval of submittals is not to be construed as a complete check.

Approval or acceptance will not relieve the Contractor of the responsibility for any error which may exist, as the Contractor under the Contractor Quality Control (CQC) requirements of this contract is responsible for.

QUALITY CONTROL

PART 1 GENERAL

1.1 QUALITY CONTROL

Contractor shall establish and maintain an effective quality control (QC) system that complies with FAR 52.246-12 Inspection of Construction.

Quality control (QC) is comprised of plans, procedures, and organization necessary to produce an end product that complies with the contract requirements.

1.2 QUALITY CONTROL MANAGER

Provide a quality control (QC) manager at the work site to implement and manage the QC program. The QC Manager may also be the project superintendent.

1.3 SUBMITTALS

Government approval is required for submittals with a "G" designation;

3.1 PRECONSTRUCTION MEETING

The Contractor and the Contracting Officer's Representative shall have an on site preconstruction meeting to review the project prior to starting work.

3.2 QUALITY CONTROL

Contractor shall ensure that the construction complies with the requirements of the contract. At a minimum, perform the following prior to beginning work on each definable feature of work:

Review each paragraph of the applicable specification sections.

Review the contract drawings.

Verify that appropriate submittals have been approved.

Verify that the required preliminary work has been completed and complies with the contract.

SECTION 01 57 60

SUPPLEMENTAL ENVIRONMENTAL CONTROLS

PART 1 GENERAL

1.1 DEFINITIONS

Equipment: for the purpose of this specification, equipment shall include, but isn't limited to; dozers, backhoes, trackhoes, trailers, graders, compactors, or any other construction equipment used to accomplish the work. Passenger vehicles are not considered equipment.

1.2 SUBMITTALS

Government approval is required for submittals with a "G" designation.

Submit the following in accordance with Section 01 33 00 SUBMITTAL

PART 3 EXECUTION

3.1 FIRE PREVENTION

All equipment shall have a spark arrester installed. The Contractor shall have a fire extinguisher and shovel readily available to contain and extinguish fires.

3.2 EQUIPMENT CLEANING AND MAINTENANCE

Equipment shall be cleaned prior to arriving on site. Equipment shall arrive on site free from dirt, debris, weeds, and seeds. All equipment shall be inspected by the Contracting Officer's Representative prior to arriving on site. Notify the Contracting Officer's Representative at least 7 days prior to equipment delivery to coordinate inspection. If equipment leaves the jobsite and returns at a later date, then equipment shall be re-inspected before reentering the work site.

Equipment maintenance will not be allowed on site. Equipment leaking fluids shall be removed from site.

3.3 SPILL PREVENTION

The Contractor shall submit a spill prevention and cleanup plan. The spill prevention and cleanup plan shall identify foreseeable accidents, including spills while adding fluids to equipment, and identify an action plan to rapidly clean all accidents. Cleanup materials and equipment shall be on site during work.

3.4 WASTE CONTROL

All waste generated by the work shall be contained and removed from the site and disposed of in a legal manor.

2.1 AGGREGATE BASE COURSE

Aggregate material shall meet the requirements of Colorado Department of Transportation Standard Specifications for Road and Bridge Construction 2023, section 703 AGGREGATES. Aggregate base course shall meet the liquid limit and plasticity index specified in 703.03 AGGREGATE FOR BASES, and table 703-2 CLASSIFICATION FOR AGGREGATE BASE COURSE. Aggregate shall meet one of the following gradations:

2.1.1 CO DOT - CLASS 6

Aggregate base course gradation shall meet the gradation shown in Colorado Department of Transportation Standard Specifications for Road and Bridge Construction 2023, Table 703-2, Class 6.

3.1 AGGREGATE BASE COURSE PLACEMENT

Aggregate shall be placed in the approximate locations shown on the drawings, near the stream crossing, and between campsite 23 and 25. The exact locations of the aggregate placement locations will be field located by the Contracting Officer's Representative.

3.2 AGGREGATE BASE COURSE COMPACTION

Compact the aggregate by operating spreading and hauling equipment over the entire width. Continue compaction until a firm surface is achieved, without any soft areas, and a minimum of 3 passes over the entire width.

3.3 WEIGHT TICKETS

Submit weight tickets . Weight tickets will be used as basis for payment.

Regrade the road at the stream crossing to contain water in the stream and prevent water from running down the road. Regrade such that vehicles can travel the road.

ROAD MAINTENANCE AND RECONDITIONING

PART 1 GENERAL

1.1 DESCRIPTION OF WORK

Maintain and recondition existing road. Rebuild and reshape the; traveled way, ditches, waterbars, and rolling dips.

PART 3 EXECUTION

3.1 ROADWAY SHAPING AND GRADING

3.1.1 SCARIFY

Prior to shaping, scarify the roadway to a depth greater than existing ruts, washboards, potholes, or other surface irregularities.

3.1.2 SHAPING AND GRADING

Shape the roadway in a manner that will conserve usable material; usable material shall not be graded into ditches and/or over the shoulders of the road.

Provide a cross slope that will drain water across the roadway. Maintain an inslope, outslope, or crown.

3.1.3 TURNOUTS AND INTERSECTIONS

Turnouts shall be maintained to the same requirements as the roadway.

Provide smooth transitions at all intersections.

3.1.4 FINISHING

Finish the road surface to be reasonably smooth, uniform, and shaped to conform to the typical sections as shown on the drawings.

Remove from the road surface any rock larger than 3 inches in its greatest dimension.

Vegetation and organic material larger than 12 inches in length, or larger than 2 inches in diameter, shall be removed from the roadway.

3.2 ENTRENCHED ROAD SECTIONS

Entrenched road sections shall be excavated, shaped and graded as shown on the drawings. Excavated material from entrenched sections shall be incorporated into the roadway. The excavated, and incorporated, material shall be compacted in layers not exceeding six inches.

3.3 ROLLING DIPS AND WATERBARS

Where rolling dips and waterbars exist, they shall be cleaned and restored as nearly as possible to their original dimensions.

3.4 DITCH MAINTENANCE

Clean existing ditches, and leadoff ditches, of obstructions that impede or hinder the flow of water. Reshape existing ditches and leadoff ditches, to the configuration typical to the roadway or as shown on the drawings.

Debris and organic material accumulated during ditch maintenance shall be removed and spread outside the ditches limits, and shall not be placed on the roadway.

Slough material removed from the ditches may be used to rebuild the shoulders of the road. Material in excess of that needed to rebuild the shoulders shall not be placed on the traveled way.

Ditches leading to drainage structures shall be cleaned and reshaped to the invert elevation of the structure.

3.5 AGGREGATE PLACEMENT LOCATIONS

Maintain the road at the aggregate placement locations.

3.6 COMPACTION

Compact the road by operating grading, spreading, and hauling equipment over the entire width. Continue compaction until a firm surface is achieved, without any soft areas, and a minimum of 3 passes over the entire width.

ROLLING DIP CONSTRUCTION AND MAINTENANCE

PART 1 GENERAL

1.1 DESCRIPTION OF WORK

Construct rolling dips as shown on the drawings and as specified.

PART 3 EXECUTION

3.1 ROLLING DIP CONSTRUCTION

3.1.1 EXCAVATION

Material excavated in the creation of the rolling dip shall be conserved.

Excavated material shall be used to construct the crest of the rolling dip. Excess excavated material shall be spread uniformly over the roadway.

3.1.2 EMBANKMENT

The crest of the rolling dip shall be compacted to a uniformly firm surface in layers not exceeding six inches.

3.1.3 DRAINAGE INLET

Grade the ditch to run into the rolling dip at location "B" as shown on the drawings.

3.1.4 DRAINAGE OUTLET

Provide outlet ditch to daylight.

3.2 ROLLING DIP MAINTENANCE

Where rolling dips exist, they shall be cleaned and restored as nearly as possible to their original dimensions. Provide drainage ditches as necessary to allow free flow of water into, and away from, the dip.
