SUMMARY OF WORK

The work includes, but is not limited to:

Replace basement ceiling luminaires.

1.3 WORK SCHEDULE

Work shall start after September 2, 2025. Work shall be completed within 180 days of issuance of the "Notice to Proceed". Work shall occur Monday

- Friday, between 8am and 5pm. Work will not be allowed on: Federal Holidays, December 26-31, and the day after Thanksgiving.

1.4 PUBLIC ACCESS

The museum will be open to the public, and employees will be working, during construction.

1.5 PUBLIC SAFETY

Contractor shall take precautions, as necessary, to protect the public and employees from construction hazards.

SECTION 01 20 00

PRICE AND PAYMENT PROCEDURES

PART 1 GENERAL

Payment items for the work of this contract for which contract payments will be made are listed in the SCHEDULE and described below. All costs for items of work, which are not specifically mentioned to be included in a particular job are included in the listed job item most closely associated with the work involved. The price and payment made for each item listed constitutes full compensation for furnishing all labor, materials, and equipment, and performing any associated Contractor quality control, environmental protection, meeting safety requirements, tests and reports, and for performing all work required for which separate payment is not otherwise provided.

1.1 MOBILIZATION AND DEMOBILIZATION

1.1.1 Payment

Payment will be made for costs associated with mobilization and demobilization.

When 5% of the original Contract amount is earned from other bid items, 50% of the amount bid for mobilization or 5% of the original Contract amount, whichever is lesser, will be paid.

When 15% of the original Contract amount is earned from other bid items, 100% of the amount bid for mobilization or 8% of the original Contract amount, whichever is lesser, will be paid.

Upon completion of work for the project, payment of the amount bid for mobilization in excess of 8% of the original Contract amount, will be paid.

3.1 GENERAL REQUIREMENTS

Prepare for approval a Project Schedule, as specified herein, and pursuant to FAR Clause 52.236-15 Schedules for Construction Contracts. Show in the schedule the proposed sequence to perform the work and dates contemplated for starting and completing all schedule activities. The scheduling of the entire project is required.

3.2 PROJECT SCHEDULE DETAILED REQUIREMENTS

3.2.1 Level of Detail Required

Develop the Project Schedule to the appropriate level of detail to address major milestones, work listed in the bid schedule, and to allow for satisfactory project planning and execution.

3.2.2 Mandatory Tasks

Include the following activities/tasks in the initial project schedule and all updates.

a. Submission, review and acceptance of submittals.

b. Long procurement activities.

c. Contractor's pre-final inspection.

d. Government's pre-final inspection.

e. Final inspection.

3.2.3 Government Activities

Include Government activities that could impact progress. These activities include, but are not limited to: Government inspections of work, Government approval of submittals.

3.3 WEEKLY PROGRESS MEETINGS

Conduct a weekly meeting with the Government for the purpose of jointly reviewing the actual progress of the project as compared to the as planned progress and to review planned activities.

3.4 FAILURE TO ACHIEVE PROGRESS

Should the progress fall behind the approved project schedule, the Contracting Officer may require provision of a written recovery plan for approval. The plan must detail how progress will be made-up to include which activities will be accelerated by adding additional crews, longer work hours, extra work days, etc.

3.4.1 Failure to Perform

Failure to perform work and maintain progress in accordance with the supplemental recovery plan may result in an interim and final unsatisfactory performance rating and may result in corrective action directed by the Contracting Officer pursuant to FAR 52.236-15 Schedules for Construction Contracts, FAR 52.249-10 Default (Fixed-Price Construction), and other contract provisions.

3.4.2 Recovery Schedule

Should the Contracting Officer find it necessary, submit a recovery schedule pursuant to FAR 52.236-15 Schedules for Construction Contracts.

SECTION 01 33 00

SUBMITTAL PROCEDURES

PART 1 GENERAL

1.1 SUBMITTALS

Government approval is required for submittals with a "G" designation;

submittals not having a "G" designation are for information only.

1.2 INFORMATION ONLY SUBMITTALS

Normally submittals for information only will not be returned. Approval of the Contracting Officer's Representative is not required on information only submittals. The Government reserves the right to require the Contractor to resubmit any item found not to comply with the contract.

This does not relieve the Contractor from the obligation to furnish material conforming to the plans and specifications; will not prevent the Contracting Officer from requiring removal and replacement of nonconforming material incorporated in the work; and does not relieve the Contractor of the requirement to furnish samples for testing by the Government.

1.3 GOVERNMENT APPROVING AUTHORITY

The Contracting Officer's Representative will:

a. Note the date on which the submittal was received.

b. Review submittals for approval within 10 days of receipt.

c. Identify returned submittals with one of the actions defined in paragraph REVIEW NOTATIONS and with markings appropriate for action indicated.

Upon completion of review of submittals requiring Government approval, one copy of the submittal will be retained by the Contracting Officer's Representative and one copy of the submittal will be returned to the Contractor.

1.3.1 Review Notations

Submittals will be returned to the Contractor with the following notations:

a. Submittals marked "approved" or "accepted" authorize the Contractor to proceed with the work covered.

b. Submittals marked "approved as noted" or "approved, except as noted, resubmittal not required," authorize the Contractor to proceed with the work covered provided the Contractor takes no exception to the corrections.

c. Submittals marked "not approved" or "disapproved," or "revise and resubmit," indicate noncompliance with the contract requirements or design concept, or that submittal is incomplete. Resubmit with appropriate changes. No work shall proceed for this item until

SECTION 01 33 00 Page 9 resubmittal is approved.

d. Submittals marked "not reviewed" will indicate submittal has been previously reviewed and approved, is not required, does not have evidence of being reviewed and approved by Contractor, or is not complete. A submittal marked "not reviewed" will be returned with an explanation of the reason it is not reviewed. Resubmit submittals returned for lack of review by Contractor or for being incomplete, with appropriate action, coordination, or change.

e. Submittals marked "receipt acknowledged" indicate that submittals have been received by the Government. This applies only to "information-only submittals" as previously defined.

1.4 DISAPPROVED SUBMITTALS

Make corrections required by the Contracting Officer's Representative. If the Contractor considers any correction or notation on the returned submittals to constitute a change to the contract drawings or specifications; notice as required under the FAR clause entitled CHANGES, is to be given to the Contracting Officer.

If changes are necessary to submittals, make such revisions and submission of the submittals in accordance with the procedures above. No item of work requiring a submittal change is to be accomplished until the changed submittals are approved.

1.5 APPROVED SUBMITTALS

The Contracting Officer's approval of submittals is not to be construed as a complete check.

Approval or acceptance will not relieve the Contractor of the responsibility for any error which may exist, as the Contractor under the Contractor Quality Control (CQC) requirements of this contract is responsible for.

PORTABLE TOILET

PART 1 GENERAL

1.1 GENERAL

Provide a portable toilet (porta potty) before starting work in the public restrooms. Provide portable toilet until all work is complete in the public restrooms.

PART 3 EXECUTION

3.1 LOCATION

Portable toilet (porta potty) shall be located near the flagpole, near the visitor parking lot. Exact location shall be approved by the Contracting Officer's Representative.

3.2 MAINTENANCE

Remove waste as necessary to provide a safe toilet. Maintain as necessary to provide toilet paper, hand sanitizer, and to ensure toilet surfaces are clean.

SECTION 02 41 00

DEMOLITION

PART 1 GENERAL

1.1 PREREQUISITE

Demolition shall not begin until all "special order" materials, (which are not readily available at the local hardware store), required for construction are in the contractor's possession.

1.2 ITEMS TO BE DEOMLISHED

Items to be demolished include, but are not limited to:

Basement luminaires Stairlift Theater wall treatments (acoustical panels) Theater carpet Wallpaper Urinals and toilets Urinal wall, as required for horizontal drain line replacement.

PART 3 EXECUTION

3.1 GENERAL

Do not disturb existing construction beyond the extent indicated or necessary for installation of new construction.

Protect items to remain during demolition and remodeling.

Prevent the spread of dust and debris outside of the work area.

3.2 DISPOSAL OF MATERIALS

Demolished items and materials become the property of the Contractor and must be removed from Government property and properly disposed of lawfully in accordance with applicable federal, state, and local regulations.

WOOD MOLDING AND BASE TRIM

C Select white woods. In accordance with the American Lumber Standards Committee ALSC PS 20 .

2.2 RESILIENT BASE BOARD

In accordance with ASTM F 1861. 0.125 inch thickness. 4 inch height.

PART 3 EXECUTION

3.1 WOOD MOLDING - THEATER ROOM ACOUSTIC WALL PANEL WALLS

Protect wood molding from damage when removing. Contractor is responsible for replacing damaged wood molding "in kind".

Contractor shall thoroughly clean existing molding. Remove dirt, loose particles, and other foreign matter and substances.

Existing wood molding has gaps. Contractor shall take measures, as necessary to provide closely fitted joints, in the style of the existing joints, such that no gaps are present in the reinstalled molding.

Reinstall in accordance with the drawings. Provide wood blocking the same thickness as the acoustic panel.

Install moldings and trim straight, plumb, level and with closely fitted joints. Cope returns and interior angles at molded items and miter external corners.

Blind nail to the extent practicable. Set and stop face nailing with a nonstaining putty to match the finish.

Contractor may choose to provide new wood molding instead of reinstalling existing. New molding shall have the same characteristics as the existing wood molding.

3.2 WOOD MOLDING - WALLS WITHOUT ACOUSTIC PANELS

If necessary to remove wood molding for the removal of wall paper or otherwise: reinstall "in kind" and in accordance with paragraph WOOD

MOLDING - THEATER ROOM ACOUSTIC WALL PANEL WALLS.

3.3 RESILIENT BASE BOARD MOLDING

Replace the resilient base board where existing in the theater entry room. Install as recommended by the manufacturer's printed installation instructions.

WALL PAPER REMOVAL AND WALL REFINISHING

PART 1 GENERAL

1.1 SECTION SUMMARY

Remove wallpaper in the corridor and the multipurpose room. Refinish walls.

PART 3 EXECUTION

3.1 DEMOLITION

Demolish wallpaper in accordance with 02 41 00 DEMOLITION. Completely remove the wallpaper, adhesive, and any adhesive residue.

3.2 EXISTING BUILDING COMPONENTS

Remove existing building components installed over the top of the wall paper, as required, to completely remove wallpaper. Reinstall existing building components. Existing building components include, but are not limited to; lighting, molding, signs, light switches, receptacles, fire alarms, egress lighting, and HVAC registers.

3.3 REPAIR

Repair any damage to existing wall substrate. Patch any holes, joints, fastener depressions, or other imperfections. Repairs and patches shall have a smooth and uniform appearance.

3.4 PREPARATION

Prepare gypsum board in accordance with ASTM C840, finish level 4.

Apply a primer coat to the wall prior to applying texturing in accordance with 09 90 00 PAINTS AND COATINGS.

3.5 TEXTURE

Retexture the walls, where wall paper was removed, with joint compound.

3.6 TEXTURE SAMPLES

Provide 4 different wall texture samples. Sample size shall be a minimum of 2' x 2'. Provide a variations of the following textures; knockdown, skip trowel, and orange peel. The Contracting Officer's Representative will choose one of the 4 wall textures for application on all walls where wallpaper was removed.

3.7 PAINTING

Paint walls in accordance with 09 90 00 PAINTS AND COATINGS.

RESTROOM WALL REPAIR

Provide 5/8 inch thick glass-mat water-resistant backing board for use as tile substrate.

PART 3 EXECUTION

3.1 DEMOLITION

Remove existing wall tiles and substrate, as necessary, for the replacement of the urinal horizontal drain lines in the men's public restroom.

3.2 WALL REPAIR

Repair wall after replacement of the urinal horizontal drain lines in the men's public restroom.

3.3 WALL SUBSTRATE

Provide glass-mat, water-resistant backing board for wall tile. Fill gaps with mortar and water proof seam tape.

3.4 INSTALLATION OF TILE

Install wall tile in accordance with the TCNA Hdbk, method B, and with grout joints. Use latex-portland cement mortar.

Install wall tile in the same locations and elevations as the existing wall tile.

3.5 REUSE OF WALL TILE

Removed wall tile may be reused if it is not damaged and reinstalled neat and professional in accordance with TCNA Hdbk.

3.6 URINAL PARTITIONS

Reinstall urinal partitions if they were removed for replacement of the urinal horizontal drain lines or for the wall repair.

2.2.2 FABRIC WRAPPED ACOUSTIC WALL PANEL CHARACTERISTICS

Type: High-performance acoustic fabric panels.

Core: 6-7 lb. per cubic foot high-density fiberglass.

Thickness: 1 inch.

Edge Detail: Square.

Facing: 100% Polyester fabric.

Noise Reduction Coefficient (NRC) Rating: Minimum 0.80.

Attachment Method: HS Impaling Clips.

Fabrication: Wrap panel edges and return facing fabric 1 -2 inches (25.4 - 5 mm) on back of panel. Secure fabric with adhesive applied to edges and back of panel only.

Fire Rating: Must meet Class A fire safety standards.

PART 3 EXECUTION

3.1 REPLACEMENT LOCATIONS

All existing acoustic wall treatments in the theater shall be replaced.

Replacement acoustic wall treatments shall be in the same locations as the existing.

3.2 DEMOLITION

Demolish existing acoustic wall treatments in accordance with 02 41 00 DEMOLITION. Demolish existing recessed reveals, trim, adhesive and fasteners down to existing substrate backing.

3.3 PREPARATION

Clean substrates of substances that could impair wall covering's bond, including dirt, oil, grease, mold, mildew, and incompatible primers.

Prepare substrates to achieve a smooth, dry, clean surface free of flaking, unsound coatings, cracks, and defects.

Acclimatize wall covering materials by removing them from packaging in the installation areas as recommended by manufacturer's installation instructions.

3.4 INSTALLATION - ACOUSTIC SLAT WOOD WALL PANELS

Install acoustic slat wood wall panels in accordance with manufacturer's written installation instructions.

3.5 INSTALLATION - ACOUSTIC FABRIC WALL PANEL

Install acoustic fabric wall panels in accordance with manufacturer's written installation instructions.

Provide fasteners, clips, and other accessories, as required, to firmly secure acoustic panels. Install acoustic panels, neat, plumb, and true.

Provide 1/8" gap between panels at all vertical and horizontal seams.

3.6 TRANSITION BETWEEN ACOUSTIC WALL PANELS

The contractor shall provide a transition between the acoustic slat wood wall panels and the acoustic fabric wall panels. The transition method and materials shall be approved by the Contracting Officer's Representative. A recessed reveal, similar to existing conditions is the preferred method, however other methods that provide a neat and professional transition will be considered.

3.7 EXISTING BUILDING COMPONENTS

Reinstall all existing building components flush with acoustic wall treatments. Existing building components include, but are not limited to;

light switches, receptacles, fire alarms, egress lighting, audio visual wiring and accessories, molding, and HVAC registers.

PART 3 EXECUTION

3.1 DEMOLITION

Demolish existing carpet, carpet cushion, underlayment, and adhesives in accordance with 02 41 00 DEMOLITION.

3.2 REPLACEMENT LOCATIONS

Replacement carpet shall be the same location, and extent, as the existing carpet.

3.3 INSTALLATION

Prepare concrete (subfloor) in accordance with the manufacturer's written installation instructions.

Install carpet in accordance with CRI 104 .

Install carpet in accordance with the manufacturer's written installation instructions.

3.4 TRANSITION STRIPS

Provide transition strips at all carpet transitions. Provide reducer strip with low-profile to minimize tripping hazards. Maintain accessibility at carpet transitions in accordance with ABA regulations.

3.5 WALL MOLDING (BASE TRIM)

Demolish existing wall molding. Provide new wall molding (base trim) in accordance with section 06 20 15 WOOD MOLDING AND BASE TRIM.

PART 3 EXECUTION

3.1 PROTECTION OF AREAS AND SPACES NOT TO BE PAINTED

Prior to surface preparation and coating applications, remove, mask, or otherwise protect, hardware, hardware accessories, fixtures, and other items not to be coated that are in contact with surfaces to be coated.

Restore surfaces contaminated by coating materials, to original condition and repair damaged items.

3.2 SURFACE PREPARATION - LOCATIONS WERE WALLPAPER WAS REMOVED

Prepare surface in accordance with 09 29 50 WALL PAPER REMOVAL AND WALL

REFINISHING.

3.3 SURFACE PREPARATION - LOCATIONS WERE WALLPAPER WAS NOT REMOVED

Repair any damage to existing wall substrate. Patch any holes, joints, fastener depressions, or other imperfections. Repairs and patches shall have a smooth and uniform appearance. Remove dirt, loose particles, and other foreign matter and substances deleterious to coating performance of paint.

3.4 THEATER PROJECTION WALL, PROJECTION AREA

Paint the video projection area with projection screen paint. Approximate area is 20 feet by 10 feet. Contractor shall determine and verify exact projection area.

3.5 COATS REQUIRED - LOCATIONS WHERE WALL PAPER WAS REMOVED

One primer coat, two finish coats.

3.8 COATING APPLICATION

Thoroughly work coating materials into joints, crevices, and open spaces.

Special attention shall be given to insure that all edges, corners, and crevices receive a film thickness equal to that of adjacent painted surfaces. Allow time between coats to permit thorough drying. Provide finished surfaces free from runs, drops, ridges, waves, laps, brush marks, and variations in colors.

2.3 URINAL

Urinals shall be labeled to operate with a WaterSense flush valve.

Urinals shall be ADA compliant. Urinals shall be White vitreous china, wall-mounted, wall outlet, siphon jet, integral trap, and extended side shields.

2.4 URINAL FLUSH VALVE

Manufacturer: Sloan Model: Royal 186 SFSM Flushometer

Urinal flush valves shall be nonhold-open type, meet the EPA WaterSense product definition specified in http://www.epa.gov/watersense/partners/product_program_specs.html , use no more than 0.125 gallons per flush, and must be EPA WaterSense labeled.

2.5 EXPOSED PLUMBING

Exposed to view components shall be chromium-plated or polished stainless steel.

PART 3 EXECUTION

3.1 URINAL HORIZONTAL DRAIN LINES - PUBLIC RESTROOM

Replace the urinal horizontal drain lines in the public men's restroom.

The urinal horizontal drain lines are clogged with uric scale (calcite -crystalized urine). Replaced urinal horizontal drain lines shall have a 2% slope. Repair the wall an accordance with section 09 30 15 RESTROOM

WALL REPAIR.

3.2 INSTALLATION

Furnish all labor and materials and perform all operations necessary for the installation of complete and operating plumbing systems.

Install toilets, urinals, and flush valves in accordance with the manufacturer's written installation instructions.

Mount the toilets and urinals to match the existing drain-waste-vent DWV plumbing.

Existing toilet carriers may be reused. Contractor shall verify the

3.3 WORKMANSHIP

Perform work in accordance with good commercial practice. The appearance of the finished work shall be of importance. All components shall be installed cleanly in a professional manner; where exposed, components shall be installed at right angles parallel to building walls while being high and tight as possible to structure.

2.1 UPHOLSTERY FABRIC

Provide fabric that is flame and smolder ignition resistant, and self-extinguishing, Class 1 fabric according to DOC CS 191 or 16 CFR 1610 , as applicable per authorities having jurisdiction, tested according to California Technical Bulletin CTB 117-2000 . Provide padding that complies with California Technical Bulletin CTB 117-2000 . Provide fabric and padding that comply with NFPA 101 .

Provide fabric upholstery for seating with minimum 55,000 double rub tests according to ASTM D4157.

Provide fabric upholstery treated to resist staining and soiling.

2.2 FABRIC COLOR AND PATTERN

Fabric color and pattern shall be approved by the Contracting Officer's Representative. Color shall be an earth tone, that coordinates well with the acoustic wall panels and carpet.

PART 3 EXECUTION

3.1 QUALIFICATIONS OF UPHOLSTERER

The primary upholsterer, or company doing the reupholstering, shall have a minimum of ten years experience in reupholstering furniture. Submit the qualifications of the primary upholsterer. The primary upholsterer may have up to two secondary upholsterers working under their direct supervision.

3.2 INSPECTION

Inspect all existing seating, including hardware components (screws, springs, brackets, etc), for damage prior to re-upholstery. Identify items requiring replacement or repair and notify the Contracting Officer's Representative prior to continuing work on damaged item.

3.3 CHAIR REPAIR

One chair shall be repaired. The chair does not spring into the up position when not in use. Repair the chair to automatically return to the up position when not in use.

Contractor shall assume that some repair, as identified in the inspection, for damaged hardware, springs, brackets, cushions, etc. may be required for 2 additional chairs. (total of 3 chairs repaired). Any more additional repair shall be cause for a mutually acceptable equitable adjustment.

3.4 REMOVAL

Carefully remove existing upholstery. Protect the chair, frame, SECTION 12 61 00 Page 32 structure, and other components from damage.

3.5 INSTALLATION

Fabric covering shall be taut. Fabric covering shall be free of welts, creases, stretch lines, and wrinkles. Install pile and pattern run in a consistent direction. Secure upholstery "in kind", and using appropriate techniques, as necessary for durability. Reinstall and tighten all hardware securely, ensuring there are no loose components upon completion.

Provide structural reinforcement, as necessary, for proper and secure installation of lift system, including drive and guide rails.

3.3 ACCEPTANCE TESTING

On completion of lift installation, perform acceptance tests as required and recommended by ASME A18.1 .

In addition to acceptance testing, load lift to rated capacity (550 pounds) and operate continuously for 20 minutes between landings.

Readjust system components, as required, for proper operation and accurate stopping at landings.

3.2 LUMINAIRE REPLACEMENT

Replace luminaires. Install in accordance with manufacturer's written installation instructions. Connect to existing electrical wiring in accordance with NFPA 70 .

3.3 PROTECTION OF EXISTING CONDITIONS

Contractor shall take measures, as necessary, to protect artifacts and existing infrastructure from damage during the work.

3.4 SURVEILLANCE OF WORK IN THE BASEMENT

The basement stores priceless historic artifacts. Work is not allowed in the basement without a BLM escort. A BLM escort will be available on workdays, 8am to 5pm.
