About this file
This document is a memorandum that details the specifications for the purchase of flame resistant tied concrete block mat materials for the Tarr Marsh Restoration Project. The required product is a tied concrete block mat with a triple layered underlayment and flame-resistant stabilized interlocking geogrid for erosion control. The total amount needed is 17,475 square feet, with specific dimensions and material requirements provided for the four layers of the mat. Key details include compressive strength for the concrete, physical properties of the geogrid, polypropylene netting, turf reinforcement mat, and excelsior erosion control blanket. Delivery and handling instructions are also included. This memorandum is related to a federal contract opportunity for the IL UMRNWR Levee Repair project, seeking flame resistant tied concrete block mat materials, issued by the U.S. Department of the Interior Fish and Wildlife Service.

Memorandum

Subject: Details for purchase of flame resistant tied concrete block mat materials – Tarr Marsh Restoration Project
Product: Tied concrete block mat with triple layered underlayment and flame-resistant stabilized interlocking geogrid used for erosion control. (Flexmat or Equal)
Amount of product needed: 17,475 square feet that includes 5 rolls measuring 8’ x 30’ (1,200 square feet total) and 35 rolls measuring 15.5’ x 30’ (16,275 square feet total).
Tied Concrete Block Mat will be composed of four layers meeting the following requirements:
Layer 1 Biaxial Geogrid with Cast Concrete Blocks:
Individual concrete blocks must be tied together with high strength flame resistant bi-axial geogrid to form an erosion control mat. Each concrete block within the mat must be tapered and uniform with dimensions 2.5” in height, 6.5” x 6.5” at bottom, a flat-top pyramid shape, less than 2” spacing between the blocks, and a coarse finish without protrusions. Blocks must meet the minimum compressive strengths shown in Table 1.
Concrete must meet the cement requirements of ASTM C150 and aggregate requirements of ASTM C33. The interlocking geogrid shall be composed of polyester yarns knitted and coated in tension and designed to resist degradation in environments with exposure to water and low pH (<4 pH) and high pH (>9 pH). The geogrid shall then be coated with a flame-resistant synthetic coating with a yellow color (for identification purposes). The geogrid must be securely cast into and embedded within each concrete block to provide the connection strength. Ensure that the geogrid meets the physical requirements found in Table 2.
Layer 2 Woven White Polypropylene Netting:
Woven white polypropylene netting meeting the requirements in Table 3.

Layer 3 Synthetic Turf Reinforcement Mat (TRM):
TRM will consist of polyester fibers with 80% meeting or exceeding five-inch length.
The TRM shall be of consistent thickness with fibers evenly distributed throughout the entire area of the TRM. The top and bottom of each TRM is covered with heavy duty polypropylene net. Fibers are tightly crimped and curled to allow fiber interlock, and to retain 95% memory of the original shape after loading by hydraulic events. Fibers are required to have a specific gravity greater than 1.0; ensuring the blanket will not float during hydraulic events. TRM must meet the requirements in Table 4.
Layer 4 Wood Excelsior Erosion Control Blanket (ECB):
ECB will consist of seed free curled wood excelsior with 80% six-inch or greater fibers.
It must have consistent thickness with fibers evenly distributed throughout the entire area of the blanket. The top and bottom of each blanket is to be covered with degradable polypropylene netting. ECB must meet the requirements in Table 5.
Delivery and Handling: The mats must be rolled to the specified size and include lifting straps around the tied concrete block mat roll. Upon delivery, rolls or mats will be inspected to ensure that all units are free of defects that may hinder either performance or installation. Missing concrete due to chipping or cracking shall not exceed 15% of the average concrete unit weight. If the threshold of 15% is surpassed the material may be rejected. Repair, patch, or replacement of the affected area should be done per the manufacturer’s recommendation.
