About this file
This Statement of Work (SOW) details the requirements for replacing an outboard motor on a Workskiff INC Custom 1999 boat at the Rice Lake National Wildlife Refuge in McGregor, Minnesota. The project involves trading in two used outboard motors (an Evinrude 115 and a Honda 130) and installing a new 130-150 HP 4-stroke outboard motor with specific technical requirements, including electronic fuel injection, electric start, water cooling, and a minimum 2-year commercial warranty. The motor must be compatible with the existing boat and meet U.S. Coast Guard regulations for a 150 HP motor with remote steering.
The solicitation (140FS225Q0078) is issued by the Department of the Interior Fish and Wildlife Service and will be awarded based on best value, considering factors such as specification compliance, lead time, pricing, and trade-in acceptance. If the supplier is located more than 120 miles from the refuge, all pickup and delivery fees must be included in the firm fixed price. The contractor is required to perform the installation at an approved manufacturer dealer, provide complete installation documentation, and ensure all components are fully functional. Deliverables include trade-in documentation, an installation report, and warranty documentation for the new outboard motor.
