About this file
This document is a Notice of Intent to Sole Source from the USDA Forest Service for the purchase of a research-grade methane (CH4) sensor from LI-COR, Inc. The sensor is required for field-based studies using eddy covariance methodology and will be used in conjunction with an existing eddy covariance system.
The key requirements for the methane sensor include: detection range of 0 to at least 25 ppm, resolution of at least 5 ppb, measurement frequency of 10 Hz, field deployable for continuous operation in temperatures from -10°C to 35°C, DC power input, and compatible data output protocols. The total estimated value of the requirement is $43,790.93. Interested vendors have until July 16, 2024 to respond with a statement of capabilities. The government will use the responses solely to determine whether to conduct a competitive procurement.

Notice # 1131980 This is a Notice of Intent to Sole Source The USDA, Forest Service intends to sole source the purchase of a research-grade methane (CH4) sensor to LI-COR, Inc., Sam UEI #GTDVYFYXCFF7 in accordance with FAR 13.106-1(b)(1) – soliciting from a single source. The sensor is required for field-based studies using eddy covariance methodology. The instrument will be used in conjunction with an existing eddy covariance system (sonic anemometer, CO2/H2O infrared gas analyzer, electronic datalogger, etc.). The serial/product # for the methane (CH4) sensor package is LI-7700.
This notice of intent is not a request for competitive quotations or proposals.
Closing date of Notice: July 16, 2024, 12:00 (EST) The North American Industry Classification System (NAICS) code is 334516 The size standard is 1000 Total Estimated Value $43,790.93
The research-grade methane (CH4) sensor has the following salient characteristics:
· Eddy covariance application
· Detection range 0 to at least 25 ppm
· Resolution at least 5 ppb
· Measurement frequency 10 Hz
· Field deployable for continuous operation with operating temperature range at least -10 deg C to 35 deg C
· Suitable for outdoor use without the need of a climate-controlled enclosure (i.e., non- benchtop or rack-mounted analyzer)
· DC power input
· Evidence of use for eddy covariance-based methane flux research through scientific publications or technical documentation
· Data output through one of the following protocols: RS-232; Synchronous Devices for Measurement (SDM); ethernet connection.
· The instrument needs to be able to make high frequency (10 Hz) measurements with high precision
· Be able to operate in the field without a specific climate controlled enclosure
· Be readily compatible with an existing eddy covariance system (multiple components connected through Campbell Scientific Inc. datalogger).
Interested vendors may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive quotes. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Any information submitted by respondents to this synopsis is strictly voluntary. The Government will not pay for any information that is submitted by respondents to this notice of proposed contract action.
Contractors who believe they possess the capability to meet this requirement shall respond in writing to electronically via email to heather.harkley@usda.gov
Responses must be received no later than July 16, 2024, 1200 (EST). All documentation shall become property of the Government. This synopsis neither constitutes a Request for Quote, nor does it restrict the Government to a particular acquisition approach.
