PROLOGUE

NIFC 110-TRN Building Code Updates

Work effort includes construction to bring the building platform lift, fire rated separations, and handrails into compliance with building codes by replacing the platform lift, handrails, and conducting repairs. All other work is as shown within the contract documents. The building address is 3815 S Development Ave Boise, ID 83705. The building is located on the National Interagency Fire Center (NIFC) campus at 3833 S Development Ave Boise, ID 83705.

General information about the building and the project is provided below.

1. Period of Performance: Expected to be 150 calendar days for this work estimated from June 2024 to December 2024.

2. Building Occupancy: The buildings will remain occupied during the entire construction project. Contractor shall coordinate with the Contracting Officer Representative (COR) a minimum of one month ahead of any work that requires occupant or furniture moves or vertical lift closures since the building is used for training classes October through May each year during regular office hours. Only one basement stairway can be closed at one time to allow for egress.

3. Site Safety: Contractor shall provide all safety barriers required for contractor and occupant safety.

4. Existing Building Construction: 110-TRN was constructed in 1970. It is comprised of concrete tilt-up exterior walls, masonry block interior walls, with a concrete T-beam floor between the basement and main floor, and roof comprised of steel and wood web trusses.

Dropped acoustic tile hard lid, open, and glued acoustic tile ceilings are present.

5. Security: NIFC is a secure campus site with a controlled security entrance.

a. Prior to commencing work, the contractor shall provide a list to the COR containing names for all contractor personnel who will work on the NIFC campus. Any changes to the list shall be provided to the COR a minimum of one day prior to arrival.

b. All contractors’ personnel shall present an official US Government or State Government issued photo identification at the security gate. Identification shall adhere to REAL ID standards upon effective date of federal requirement. ID’s will be compared to the contractor’s personnel list.

c. All the contractors’ personnel shall wear NIFC furnished visitor badges in a visible location at all times while on the campus and return the badge at the end of each day, or at the completion of the project. Badge turn-in is at the discretion of the NIFC Security Manager.

d. Contractor personnel shall not enter the site more than 30 minutes prior to the start of the scheduled workday and must leave the campus within 30 minutes of the scheduled workday completion.

6. Contractor Area: A lay-down, staging, and contractor-provided portable toilet area will be designated for the project. The physical size of the area required will be coordinated with the government upon award. Contractor shall provide sanitary facilities during the construction period for their employees and subcontractors.

7. Work Hours: Construction work shall be conducted during regular office hours which are 8:00 am to 4:30 pm, Monday through Friday with exceptions for holidays. Contractor requested work during holidays, early mornings, evenings, nights, and weekends will be considered by the government COR on a case-by-case basis.

8. Pre-Bid Construction Meeting: Refer to solicitation for date, time, & location of the pre-bid meeting.
