About this file
This is a Limited Source Justification document (LSJ DOL-26-01) for a brand-name acquisition under FAR 6.302-1(c). The U.S. Department of Labor's Customer Acquisition Services is authorizing a firm fixed-price order for 26 SKC, Inc. Chek-Mate Flowmeters, Part Number 375-0550N, using FY 2026 funding for the Mine Safety and Health Administration (MSHA).
The Chek-Mate Flowmeters are differential pressure airflow meters equipped with sensors to measure pressure drop across a fixed orifice and automatically correct for changes in air temperature and atmospheric pressure. MSHA's Enforcement program requires these instruments to conduct periodic atmospheric sampling in mines to confirm effective controls and assess approved plan parameters under 30 C.F.R. The justification asserts that the SKC, Inc. product is the only device that satisfies MSHA's requirements, as it has been used exclusively by MSHA inspectors and is essential for ensuring accurate calibration and flow audits. Market research was conducted through GSA Advantage and SAM.gov. The Contracting Officer will review price quotes to ensure best value and fair and reasonable pricing. The justification includes a commitment to monitor the marketplace for competing vendors and to conduct full and open competition if additional MSHA-approved similar products become available. The document was certified by Contracting Officer's Representative Jonathan L. Taylor and Contracting Officer Alicia M. Jackson on January 27, 2026.
