About this file

This is a Limited Source Justification (LSJ) document for the Department of Labor's Office of Job Corps to award a sole-source task order to Decision Information Resources, Inc. (DIR) under their GSA MAS Contract GS10F0427Y for data integrity audits, research, survey, statistical and analytical services.

The task order will have a 6-month base period (December 19, 2024 - June 18, 2025) plus three 2-month options through December 18, 2025, with an estimated value of $2,200,769.64. If extended using FAR 52.217-8, the value could increase by $1,100,687.34 for a total of $3,301,456.98. DIR will provide continuity of services from the current contract (1605C2-24-F-00008) expiring December 18, 2024, including: data integrity audit functions, technical assistance for Job Corps program requirements, support for the Outcome Management System, WIOA reporting requirements, Student Experience Assessment administration, and research/evaluation services. The sole-source justification cites DIR's unique technical capabilities and existing knowledge of the systems, noting that transitioning to a new contractor would risk service interruption and negatively impact OJC's mission.

performance reports.

The contemplated period of performance is a 6-month base period (December 19, 2024-June 18, 2025), and three 2-month option periods (June 19, 2025 -December 18, 2025).

The estimated total 12-month dollar value is $2,200,769.64. Should the period of performance be extended through the exercise of clause FAR 52.217-8, the contract value is expected to increase by $1,100,687.34 for a six-month period of performance. Consequently, the estimated total value of the task order will be $3,301,456.98.

Specifically, DIR's continued support is required to accomplish the following:

a. Perform data integrity audit functions and provide technical assistance (TA) support to assure Job Corps program requirements and performance data are valid and reliable. This includes providing data integrity technical assistance to the National and regional offices.

b. Provide technical expertise in support of Job Corps' Outcome Management System and Job Corps performance data reporting as required by WIOA, the Office of Management and Budget and the Department of Labor.

c. Providing statistical and analytical support for WIOA reporting requirements, and to improve Job Corps' Outcome Measurement System and Onboard Strength.

d. Administer and improve the Student Experience Assessment (SEA) for the Office of Job Corps.

e. Provide additional research, evaluation, and technical assistance support to program initiatives to support Job Corps initiatives as well as other continuous improvement efforts.

4. Identification of the authority and rationale

FAR Part 8.405-6) requires an ordering activity to justify its actions when restricting consideration of schedule contractors to fewer than three as required by 8.405-2. The specific circumstance that justifies restriction for this acquisition is FAR 8.405-6(a)(l)(i)(B) "only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized." A sole source short-term task order awarded to the incumbent contractor, DIR is necessary to avoid interruption of current services. This short-term task order will provide adequate time for the preparation and award of a task order for continued technical services to OJC.

The current requirements define the structure and related five tasks necessary to complete the statistical and analytical strategy smoothly and consistently. Currently, DIR supports the OJC to ensure deliverables align with WIOA requirements and to ensure that long-term objectives are met. DIR is responsible for conducting data analyses to generate quarterly performance reports and is the only source with the technical capabilities to meet the full scope of the OJC's requirements given the limited time for transitioning knowledge between the incumbent contractor and a new contractor. A new contractor would require time to familiarize themselves with WIOA
