About this file

This document is a Limited Source Justification (LSJ) for the U.S. Department of Labor's Mine Safety and Health Administration (MSHA). The justification authorizes a firm fixed price order for 101 SKC Inc. Chek-Mate Flowmeters (Part Number: 375-0550N) using Fiscal Year 2025 funding. These differential pressure airflow meters incorporate sensors to measure pressure drop across a fixed orifice, automatically correcting for air temperature and atmospheric pressure changes to provide accurate volumetric flow rate readings.

The procurement is being conducted under FAR 6.302-1(c) for brand-name descriptions, with MSHA determining these specific flowmeters are the only product satisfying their requirements. Market research was conducted via GSA eBuy, SAM.gov, and GSA Advantage, confirming the flowmeters are not available on GSA Advantage. MSHA will continue monitoring the marketplace and will pursue full and open competition if additional vendors obtain approval for similar products in the future. The document is signed by the Contracting Officer's Representative and Contracting Officer, with digital signatures dated May 2025.
