Limited Sources Justification

United States Department of Agriculture

FAR 8.405 Federal Supply Schedules

Multiple Award Schedule Program

1. Identification of the agency and the contracting activity.

United States Department of Agriculture, Departmental Administration, Office of Contracting and Procurement, Procurement Operations Division, 301 S. Howes Street, Suite 321, Fort Collins, CO 80521.

2. The nature and/or description of the action being approved.

Award a firm fixed-price sole source BPA call to Accenture for the sustainment support of the Farm Program and Conservation (FP AC) data analytics and data dashboards, via the Shared Services Lines of Business Solution (SSLoBS) & IT Governance Management Support Service, BPA AG-3144-B-17-0029. The procedures used will be in accordance with the SSLoBS BPA ordering guide and FAR 8.405.

The USDA Office of Contracting and Procurement will request a quote for a new BPA call to Accenture for a 10-month period of performance for the support services required to sustain the current FP AC dashboard and data analytics environment. An FPAC-wide comprehensive data operations and analytics procurement is planned nicknamed "Cottonwood" with a target award in 2021.

The follow-on action enables this workstream to sync up with the comprehensive contract solution without an additional transition required while sustaining and continuing to iteratively improve the existing environment. The only solution ensuring the integrity, security and efficacy of FPAC's data analytics and data dashboard is to continue with Accenture based on the interest of economy and efficiency; costs associated with transition and learning curves is not expected to be recouped during the period of performance. In accordance with FAR Subpart 8.405-6(a)(l)(C) this call is considered a logical follow-on to the order already issued under the previous contract, provided that all awardees on the SSLoBS BPA were given a fair opportunity to be considered for the original BP A award which has been verified by the Ordering Contracting Officer.

A request for quote will be issued to Accenture as a logical follow-on for a new BP A call. After the quote is reviewed, a BP A call will be directly issued to Accenture if determined to be in the best interest of the government. This will afford Accenture time to complete any existing sprints and allocate required resources to recompete the acquisition and issue a new award in 2021.

3. A description of the supplies or services required to meet the agency's needs (including the estimated value).

The FP AC mission area has made substantial strides recently in the way it uses data to improve both internal operations and program delivery. FPAC stood up a centralized analytics team to help establish a framework for long-term adoption and management of analytics across the mission area.

FPAC leadership has surfaced a significant number of ideas for specific analyses/dashboards that would support improved decision-making and enhance managements use of data. With the on-

Accenture is the current subcontractor on this effort under delivery order: 12314420F0322 and is familiar with FP A Cs efforts, has already established the necessary technical support and expertise required to prepare and/or revise systems management documents in accordance with current FP AC directives. This support at a minimum shall include the following Data Analytics types/services:

• Task Area 1: Data Analytics Organizational Structure

• Task Area 2: Infrastructure Modifications

• Task Area 3: Dashboard Development

• Task Area 4: Existing Dashboard Automation And O&M

• Task Area 5: Advanced Analytic Capabilities

• Task Area 6: Success Enablement - Communications, Change Management And Server

Administration

• Task Area 7: FPAC Analytics Delivery Model

The USDA FP AC requires support services to ensure the continuation of the development and deployment of data analytics and dashboards. The solution is to issue a sole source BP A call directly to Accenture against their existing multiple award BPA under the SSLoBS Master BPA.

The period of performance will be for a 10-month base period. Estimated value is $1,498,922.00.

4. The authority and supporting rationale.

FAR 8.405-6(a)(l)(i)(C) - In the interest of economy and efficiency, the new work is follow-on to a GSA order that was originally competed.

The statutory authority permitting exception to fair opportunity is Section 41 U.S.C 4106(c)(3) as implemented by the Federal Acquisition Regulation (FAR) Subpart 8.405-6(a)(l), entitled, "In the interest economy and efficiency, the new work is a logical follow-on to an original Federal Supply Schedule order provided that the original order was placed in accordance with the applicable Federal Supply Schedule ordering procedures. The original order or BP A must not have been previously issued under sole-source or limited-sources procedures."

As a key team member in establishing FPAC's management dashboards, Accenture possesses in depth knowledge of existing datasets, data architectures, and the overall data environment, enabling the team to rapidly troubleshoot issues and support on-going reporting, but also generate new insights as programs and business operations evolve. Specifically, the Accenture team's knowledge of key data sets from Farmers.gov, National Payment System, ARC-PLC Application, FSA EDW, NP AD, Protracts, and NEST provide the team with an accelerated understanding to bring online new data to meet management needs. For example, the Accenture team rapidly established a Dairy Margin Coverage dashboard to monitor DMC program participation by locality and provided leadership with a view on disbursements to measure program impact. Additionally, Accenture established the Coronavirus Food Assistance Program dashboard to begin monitoring CFAP participation and disbursements within one day of the program going live. Finally Accenture understands the underlying technology supporting the Enterprise Data and Analytics Platform and Toolset (EDAPT), and can rapidly ingest new datasets with knowledge of the process, security, and
