About this file

This document contains Evaluation Factors for a contract solicitation focused on marine invasive species survey and eradication in South San Diego Bay. The solicitation requires a contractor to conduct approximately 100 acres of SCUBA diver surveys in San Diego Bay National Wildlife Refuge and Port of San Diego submerged lands, specifically targeting Caulerpa prolifera.

The evaluation will be based on five factors: (1) Price fairness and reasonableness, (2) Technical approach demonstrating understanding of survey methods and eradication procedures, (3) Personnel qualifications requiring NOAA-certified Caulerpa surveyors with minimum experience, (4) Relevant experience in marine invasive species management within the last 5 years, and (5) Past performance with emphasis on meeting deliverable timelines, agency coordination, and successful invasive species management. Key agencies involved include SCCAT, NOAA, CDFW, and NMFS, with specific requirements for survey design, treatment methods, quality control, and reporting.

Evaluation Factors

Factor 1 – Price Price will be evaluated for fairness and reasonableness in relation to the overall value of the proposed solution.

Factor 2 – Technical Approach The offeror shall present a sound and compliant approach that demonstrates a thorough understanding of the Statement of Work, including:

• Survey design methods consistent with the Rapid Response and Eradication Plan and Adaptive Management Memos #1–3.

• Ability to conduct approximately 100 acres of eradication-level SCUBA diver surveys in South San Diego Bay, including both San Diego Bay NWR and Port of San Diego submerged lands.

• Methods for treatment of any Caulerpa infestations found (mesh, rock salt, benthic barriers).

• Procedures for quality control and compliance with required deliverables (survey design, weekly updates, draft/final reports, SCCAT participation).

Factor 3 – Personnel Qualifications Offerors shall identify SCUBA divers and staff who will perform the surveys. Divers must:

• Be NOAA-certified Caulerpa surveyors.

• Have a minimum of 8 hours’ prior experience surveying for Caulerpa prolifera.

Offerors shall also identify a qualified project manager/contract manager responsible for daily performance.

Factor 4 – Relevant Experience Offerors shall provide examples of previous projects within the last 5 years involving:

• Marine invasive species survey and eradication.

• SCUBA-based survey projects.

• Work with federal or state agencies on aquatic invasive species management.

Factor 5 – Past Performance Offerors shall provide past performance references on similar projects, with emphasis on:

• Meeting timelines for survey and reporting deliverables.

• Effective coordination with agencies or working groups (e.g., SCCAT, NOAA, CDFW, NMFS).

• Successful eradication or management of invasive marine species.
